Six heads of the State Fiscal Service in Kharkiv oblast reserve 1,930,000 US dollars, 70,000 euros and 1,290,000 hryvnias in cash and on their bank accounts in general.

Mykola Rybakov, the Head of the Central Department of the State Fiscal Service in Kharkiv oblast is at the top of the richest officers; he had any business and has occupied different positions at the fiscal service, but married a “very successful” wife.

The wife of the Head of the State Fiscal Service in Kharkiv oblast has a 34 sq. m. apartment in Odessa, a 430 sq. m. house, 148 sq. m. non-residential premises, and 3 pieces land with the total area of 0.27 hectares in Odessa near the Black Sea. Also Mykola Rybakov declared 4 unfinished apartments in Odessa with the total area of 219 sq. m. that are under construction officially owned by “Invest-progress”.

Nataliia Rybakova posesses two cars of Lexus brand (2008 GS 300 and 2010 GX 460). The total income received by his wife in 2016 is about 978,700 hryvnias, and Mykola Rybakov earned 156,300 hryvnias.

The second place in this ranking is obtained by Andrii Biezhanov, the first Deputy Head of the Central Department of the State Fiscal Service in Kharkiv oblast. He and his wife declared 190,000 US dollars, 32,000 euros and 345,000 hryvnias in cash. Andrii Biezhanov earned 94,400 hryvnias in 2016. Biezhanov’s wife had any income 2016.

Andrii Biezhanov has Skoda Superb (2010) owned by 70-year-old Alla Biezhanova. Also, Andrii Biezhanov rents a 104.9 sq. m. apartment in Kharkiv and has the right to use a 197.6 sq. m. apartment at Prospekt Nauky in Kharkiv, which is also owned by Alla Biezhanova and 79-year-old Vasylyi Lubskyi.

Andrii Biezhanov worked at the prosecutor’s office, and then was appointed as the revenue officer. He had not officially worked for a certain period of time. According to the tax declaration for 2014 he earned nothing for the whole year.

The third place is occupied by Bahrat Khachaturian, the Deputy Head of the Central Department of the State Fiscal Service in Kharkiv oblast, whose family members declared three apartments with the total area of 138 sq. m. (wife of Bahrat Khachaturian, Yuliana Smirnova purchased a 27 sq. m. apartment in 2016 for 502,400 thousand hryvnias), and possesses two cars –Lexus RX 350 (2011) and BMW X5 (2013).

The fourth place is occupied by Iryna Havrylko, the Acting First Deputy Head of the Central Department of the State Fiscal Service in Kharkiv oblast. In 2015, she purchased a 82 sq. m apartment in a new elite residential complex “Atoll” on Petro Bolbochan street for 363,000 hryvnias. She also bought a 15 sq. m parking area there.

Also, in February 2015 Iryna Havrylko purchased a 2011 Toyota RAV-4 with a 2 liters engine capacity for 172,000 hryvnias.

Iryna Havrylko has 21,500 US dollars and 30,600 hryvnias in cash and at bank accounts. In 2016 Havrylko earned 128,500 hryvnias and received a total of 256,850 hryvnias from personal property sale.

The fifth place is taken by Liliia Katerynska, the Acting Deputy Head of the Central Department of the State Fiscal Service in Kharkiv oblast, who bought Opel Mokka (2015) for 594,300 hryvnias in November, 2015. Also, Liliia Katerynska has 22,000 dollars and 18,500 hryvnias in cash and bank accounts.

In 2016 Liliia Katerynska earned 122,000 hryvnias and owns 16.67% of a 58.2 sq.m apartment in Kharkiv. In 2015, Katerynska earned 99,500 hryvnias; in 2014 Katerynska earned 96,000 hryvnias.

Also, on January 4, 2017 Liliia Katerynska bought an apartment in under construction build by JSC “Trest Zhytlobud-1” for 585,400 hryvnias.

Nataliia Svietosh, the Deputy Head of General Department of the State Fiscal Service in Kharkiv oblast is at the opposite site the rating system declaring only 68 sq. m. apartment in Kharkiv, 105,000 hryvnias in cash, 9,500 hryvnias in bank accounts, and 140,000 hryvnias received as a salary.
