Transparency International Ukraine has published the results of the study “State Audit Service in Public Procurement: Are Their Inspections Effective?”. The report was prepared within the USAID / UK aid project “Transparency and Accountability in Public Administration and Services / TAPAS”.
DOZORRO experts studied the work of the Service from September 2018 to December 2019. Analysts have identified shortcomings in the monitoring system that need to be improved.
There were violations in 92% of tenders checked. However, in 61% of cases the procuring entities do not fix the tenders as required by the State Audit Service, or only meet some of them.
“We need to change the way we do monitoring. We need to ensure the work of the SAS actually leads to elimination of those violations. In those conditions, the business will be more confident participating in procurement as well. The competition will grow, and the procurement will become more efficient,” emphasizes TI Ukraine’s innovation projects program director Ivan Lakhtionov.
Currently, it remains unclear how many tenders with violations escape the auditors’ attention. For instance, the State Audit Service monitored less than 2% of all above threshold procedures in Prozorro in the monitored period.
