The team of the program “Transparent cities” published the results of an interim assessment of transparency of Ukrainian cities. 39 city councils joined the research and provided updated data on the implementation of indicators of the transparency methodology of TI Ukraine.
Novovolynsk became the leader in points growth, receiving +29.4 points. Dnipro and Lviv improved their performance by 19.1 and 18.3 points, respectively.
Cities that joined the assessment were most active in implementing the indicators from the areas of investment and economic development, access and participation, land use, and construction policy. The city councils have made the least progress in the areas of public utilities, social services and housing policy.
The average level of transparency of these cities increased by 6.4 points (14.3%) compared to the figures for 2019. This means that cities continue to implement recommendations to increase transparency and accountability in their work.
If TI Ukraine published the Transparency rating in the summer, 5 cities could be included to the “Transparent city” category (80-100 points). These are Lviv, Dnipro, Pokrov, Ternopil and Kamianske.

These results are interim and serve as a guide for city councils that seek to assess their progress and compare their status with other cities participating in the Transparency rating.
It is planned that the work on the formation of the Transparency Rating 2020, which will show the results of all 100 largest cities in Ukraine, will begin in October. In the meantime, city councils still have time to improve their indicators. Examples of proper implementation of transparency indicators can be found in the Collection at the link.
