The Ukrainian chapter of the global anti-corruption network Transparency International invites activists, journalists and everyone interested in the process of budget formation and public procurement to the workshop “Control Budgets, Monitor Procurement” in Odesa. At this event, representatives from the public sector will gain theoretical knowledge and learn about tools that will help them leverage local self-government authorities to be more transparent.  The ways you can influence local self-government will be given special attention. We invite participants from Odesa, Kherson and Mykolaiiv oblasts.

The workshop will take place in Odesa on 11-12 June in the Marenero hotel at 23 Chornomorskoho Kozatstva Street. The registration deadline is June 6th. 20 participants who will prove their motivation to participate in the workshop will be selected. The selected candidates will be notified no later than June 7th. The participants will be provided with food, accommodation, handouts as well as reimbursement of their travel expenses.

The instructors are Mykola Orlov, expert of the “For Transparent Local Budgets” partnership, and Mykhailo Nevdakha, independent procurement expert and analyst.

The Budgeting Process section will focus on multiple ways to monitor budgets, how to engage citizens in the budget formation process, achieving gender-responsive budgeting, as well as online and offline possibilities of controlling local budgets and the role of the media in this process.

In the Public Procurement Monitoring section, the participants will find out about risk analysis tools in public procurement, possibilities provided by the bi.prozorro.org system for activists and journalists, how to trace movement of budget funds using spending.gov.ua and other useful information on the work with CSV files, dozorro.org and track connections with Google, Unified State Register, clarity-project.info, youcontrol.com.ua.

Today, decentralization is underway in Ukraine, with local authorities gaining more power and local budgets becoming more independent. Therefore, it is necessary to create and develop mechanisms of public control which will prevent corruption on the regional level.
