Transparency International Ukraine, together with the State Property Fund, is developing a Register of Public Property. This topic was touched upon during the discussion of the fulfillment of obligations in the Action Plan on the implementation of the Initiative “Open Government Partnership” of Ukraine for 2021-2022. 

The unified portal should ensure transparency of public property accounting on a modern IT platform, as well as improve public property management through digitalization and simplification of procedures.

“Currently, there are more than 1 million state-owned objects in Ukraine, which are managed by 436 economic organizations with corporate rights of the state and 151 management entities. We strive to create a modern IT product that will contain data on the property of all state-owned enterprises, institutions, and organizations. Because neither the state authorities nor the public fully know what the country really owns,” stated Khrystyna Zelinska, head of Public Property Management in TI Ukraine.

One of the main challenges of this project is the introduction of new rules at the legislative level, that is why the organization begins a series of discussions engaging the necessary parties.

This event is part of the EU for Integrity Programme for the Eastern Partnership, funded by the European Union and jointly implemented by the Open Government Partnership in 2020-2022 and the OECD Anti-Corruption Network. At the meeting, participants had the opportunity to discuss progress, identify areas that need further support, correct the course, and offer their points of view and recommendations.
