A Ukrainian company was rejected in the first tender for the construction of the Kyiv bypass because one of the files of its bid could not be opened.
The bank guarantee document probably got double extension during archiving.
This is the first tender for the construction of the Kyiv bypass, with an expected value of over UAH 5 bln.
“If the procuring entity makes a wrong or illegal decision in Prozorro, the participant has the right to apply to the AMCU board — an independent institution. Instead, in the procedure invented by Ukravtodor and the Ministry of Infrastructure, the procuring entity’s word is final and is subject to appeal. This distorts the essence of public procurement reform, where equal rules of the game and competition are the basis of the system,” explains expert Volodymyr Datsenko.
We remind you that MPs excluded the procurement for the construction of the Kyiv bypass from the scope of Law “On Public Procurement.” The Cabinet of Ministers has created a special separate procedure for the transactions outside the Prozorro system. The expert community opposed this decision.
The Great Ring Road around Kyiv is to connect the largest cities in the oblast and important semi-ring roads about 150 km long. The project also includes a new bridge across the Dnipro. The total cost of the project is estimated at over UAH 80 bln.
