In 2018, the Asset Recovery and Management Agency received the seized property of the Novoyavorivska and Novorozdilska TPS due to criminal proceedings on gas embezzlement. As a result of a competition, an interim head of the Garant Energo M company was elected. Since the management efficiency was at an extremely low level, the cities of Novyi Rozdil and Novoyavorivsk were on the verge of having a disrupted 2019-2020 heating season.
In November-December 2019, the ARMA announced a new competition and selected TOV Naftogaz Teplo as a manager under the negotiation procedure. Only on August 25, 2021, the Cabinet of Ministers transferred the seized property of the TPS to the management of Naftogaz Teplo under a special procedure.
The fact is that a TPS is a strategically important facility that should operate non-stop. It is a key element of the infrastructure that ensures a high-quality life in the Lviv oblast. Therefore, if there are power or heating outages, they will incur significant financial and social costs.
To solve the problem of interrupting the work of such enterprises, MPs amended the law of Ukraine on the ARMA. Thus, starting from June 3, 2021, because of amendments to the voted draft law 5309, it became possible to engage the Cabinet of Ministers and specialized ministries in managing complex assets in special cases.
Consequently, by transferring the TPS of the Lviv oblast to the management of Naftogaz Teplo, Novoyavorivsk and Novyi Rozdil are provided with a stable heating period and will avoid outages in heat and power supply.
We have repeatedly supported and called on parliamentarians to adopt amendments to the ARMA because they can minimize setbacks and prevent emergencies in the management of important assets. And, as we can see, these changes are already working and bring positive results.
