On 4 January 2019, the first meeting of the Public Council of International Experts took place. The PCIE decided to review 8 candidates whose integrity is questionable at the joint meeting with the High Qualification Commission of Judges.

he PCIE picked out the biographies of current judges Dmytro Tishko, Taras Zayets, Yevhen Martynov, Oksana Holub, Yurii Kulinich and former judges Anatolii Kviatkovskyi, Ihor Shtulman and Anatolii Zahorodnii. 

The joint meeting of the HQCJ and the PCIE has to take place by 26 January. Based on its results, ineligible candidates may be banned from proceeding in the competition.

As a reminder, at the end of 2018, the HQCJ published the results of the written exam and a list of candidates who proceed in the competition to the HACC. From that moment on, the 30-day period for PCIE started. During this time, international experts have to identify candidates whose integrity is doubtful and convince the HQCJ of this. 

On January 9, a number of civil society organizations – Transparency International Ukraine, Anti-Corruption Action Center, DEJURE Foundation and AutoMaidan – will present a full list of candidates that they assess as ineligible to serve as judges in the High Anti-Corruption Court.
