Transparency International Ukraine and the All-Ukrainian Network for People Living with HIV/AIDS presented a short animated movie entitled “DOZORRO.ORG AND BI.PROZORRO – the weapon of activists”. Through the fictive story of a girl who was refused a free HIV test in a public hospital, the authors show how to investigate corruption in procurement.
The main tools to investigate violations and potential crimes in the sphere of public procurement are the open data systems of ProZorro. This data can be organized with the help of two portals administered by Transparency International Ukraine – BI.PROZORRO.ORG (an analytical module) and DOZORRO.ORG (a monitoring portal for feedback). The main character of the story uses these portals to unmask corruption schemes in unfair business practices and a corrupt hospital administration.
