In the second revised reading, the Parliament has passed Law No. 2398-d “On Defense Procurement.”

276 MPs supported the initiative.

The NAKO (National Defense Anti-Corruption Committee) points out that the law is meant to mitigate corruption risks in the defense sector. It ensures openness of defense procurement, transparency of planning for such procurement; it also provides for effective civic oversight and democratic control. This means that budget funds for the procurement of goods, works and services meant for the defense sector will be used more efficiently.

In addition, the draft law stipulates the creation of a Centralized Procurement Organization for the Ministry of Defense, which will save money for the agency and mitigate corruption risks.

For the first time in the history of Ukraine’s defense industry, the draft law has been developed with the participation of all the key stakeholders, including all relevant government agencies, public and private arms manufacturers and the civil society.

It is a joint effort of MPs, representatives of the Ministry of Defense, the Ministry of Economy, Trade and Agriculture, the Presidential Office, the Security Service of Ukraine, Ukroboronprom, League of Ukraine’s Defense Enterprises, Association of Arms and Military Equipment Manufacturers, Association “Ukraine’s Defense and Security Industry.”

The Independent Defense Anti-Corruption Committee has been a prominent participant of the development process as a coordinator on behalf of the civil society and an organization with relevant expertise.
