On December 2, 2021, at 6:00 pm, a meeting of the selection commission for the election of the SAPO head was to be held. However, even before the start, the scheduled broadcast suddenly disappeared, and an announcement that nothing will happen due to the lack of a quorum appeared on the website of the Prosecutor General’s Office.
Subsequently, on his own Facebook page, Roman Kuibida, a member of the commission wrote that the message on the PGO website appeared when almost all the members of the commission had gathered in Zoom at that time, and there should have been a quorum. According to him, the cancellation of the meeting was a surprise for all the members present, and the true reasons are still unclear.
Moreover, a little later, Kuibida published the points of commission members from the Council of Prosecutors for completed practical tasks by all finalists of the competition.
Drago Kos gave Oleksandr Klymenko 18 points, 10.5 — to Andrii Syniuk, 24 — to Kateryna Klymenko, and 16.5 points to Serhii Savytskyi;
Nona Tsotsoria gave Oleksandr Klymenko 19.5 points, 10.5 — to Andrii Syniuk, 22.5 — to Kateryna Klymenko, and 16.5 points to Serhii Savytskyi;
Thomas Firestone gave 19.5 points to Oleksandr Klymenko, 9 — to Andrii Syniuk, 21 — to Kateryna Klymenko, and 13.5 points to Serhii Savytskyi;
Roman Kuibida gave 18.5 points to Oleksandr Klymenko, 12.5 — to Andrii Syniuk, 21 — to Kateryna Klymenko, and 18 points to Serhii Savytskyi;
The dubious absence of a quorum and the sudden disappearance of the scheduled broadcast on YouTube once again confirms that the competition is actively sabotaged by the chair and individual members of the commission with the tacit consent of senior state officials. This is extremely disturbing because by signing the Memorandum between Ukraine and the IMF, it is the President, the Prime Minister, the head of the National Bank and the finance minister who are personally responsible for disrupting the SAPO competition.
Therefore, as of today, the SAPO commission:
- has already disrupted the implementation of Ukraine’s agreements with the IMF;
- has not yet published the points in the practical meeting of the finalists;
- has been delaying the process of selecting a manager for more than a year.
Both the public and international partners have repeatedly called on the commission to complete the competition. Today, the ambassadors of the Group of Seven countries have again emphasized the need to complete the selection without delaying the process. Instead, we see that exactly the opposite thing is going on.
