“Control of Political Finance. From A to Z. The Latvian Experience” has been published in Ukraine. The group of Latvian anticorruption experts, the experts from the Latvian Corruption Prevention and Combating Bureau (KNAB), Transparency International Latvia, and Transparency International worked together to create the handbook. It will be useful for Ukrainian authorities, political parties, and civil society organizations that are involved in political party finance transparency.

This handbook describes the best Latvian practices in control over political party finance as one of the key anticorruption areas. The Group of States against Corruption (GRECO) informs that Latvia “has the well-developed legal and institutional base on regulation of political party and election campaign funding and the process supervision”.

The published handbook aims at providing the Ukrainian government and social activists with instruments for creating the system of control over political party finance in Ukraine. This system significantly depends on the performance of the National Agency on Corruption Prevention (NACP). However, civil society organizations and mass media are key players in this process as well.

The handbook defines functions, control areas, and KNAB instruments in detail, and explains how transparency of political finance is ensured. The latter includes, inter alia, strict donation control, limits and restrictions; restriction of election campaign expenses; and rigorous auditing of parties’ financial statements. You will find out about various types of legislation violation sanctions, including administrative and criminal sanctions, and political party suspension or liquidation. The textbook is available by following this link. The printed versions will be sent to NACP, the Accounting Chamber of Ukraine, the Central Election Commission, and parliamentary fractions.

The handbook was designed within Strengthening Anticorruption Policy Mechanisms in Ukraine based on the Latvian Experience in Political Finance Monitoring project. In the framework of the project, the representatives of the Ukrainian Government and civil society organizations visited Latvia to share their experience. The Latvian experts also visited Ukraine, held a lecture, met the social activists and authorities, and introduced the textbook.
