Very soon, we will celebrate our birthday: 5 years since TI Ukraine’s accreditation as a chapter of the global anti-corruption movement Transparency International. Just imagine! We are ready for congratulations, nostalgia and a lot of love from all of you. And now, we are going to tell you about all the things we have done over these years that have already become Ukraine’s trademark.
Our first publication about innovative services, tools and networks to which TI Ukraine has contributed. They help every citizen to be more comfortable, reduce corruption risks and improve the country’s international image.
The electronic public procurement system ProZorro. ProZorro was born as a volunteer project back in the Maidan time and soon became a successful reform which reduces the space for corruption: https://prozorro.gov.ua/. Open data and equal access for businesses stimulate competition, and the public makes sure that there is less and less discrimination, waste of money and other violations.
TI Ukraine administered the system, improved it together with its partners and then transferred to the government. Since August 1, 2016, all public procurement takes place via ProZorro.
DOZORRO. To ensure fair rules in the ProZorro system, on November 1, 2016, DOZORRO monitoring portal came into operation (https://dozorro.org). Everyone can submit feedback on a tender through the portal. Hundreds of thousands of citizens have used this option during these years (we hope you are one of them).
The DOZORRO community unites procuring entities, businesses, civil society organizations and everyone who dreams of more efficient public procurement. DOZORRO regional coordinators look for violations in procurement. They have already sent 30,000 letters to law enforcement and supervisory bodies. We organize hundreds of training seminars that have already been attended by hundreds of people. We work on legislation improvement and draft reports on the work of ProZorro.
BI modules and risk indicators. From just one portal, DOZORRO quickly turned into a big ecosystem. Risk indicators have been introduced: they automatically flag suspicious tenders, for instance, those with potential conspiracy among the participants. Besides, our team is developing a potent 360-degree BI tool for ProZorro: https://bi.prozorro.org

EHealth. TI Ukraine administered the launch of the electronic healthcare system eHealth. Using this system, patients can enter into agreements with their family doctors. In the future, eHealth is supposed to have even more functions. After successful launch of the MVP, the system was transferred to the Ministry of Healthcare: https://ehealth.gov.ua.
ProZorro.Sale is an electronic trade system where national and municipal assets are sold in a quick, transparent way. It is the third system, after ProZorro and eHealth, created by TI Ukraine and its partners, which was later transferred to the government in order to prevent corruption in key spheres. ProZorro.Sale was launched in 2016. Soon, the system received an award as the most successful anti-corruption startup in the world!
First, it was used to sell the property of insolvent banks, later — for sale of national and municipal assets and small-scale privatization. In three years of its work, ProZorro.Sale made over UAH 20 billion for the national budget. Soon, we will see sales of insolvent companies’ property and lease of national and municipal property through electronic auctions. This means two more transparency wins!
Besides, we participated in the launch of the e-Data portal, where citizens can see key budget figures and control the use of public funds. In addition to that, TI Ukraine helped with the development of the ProZvit portal of state-owned enterprises. On the website https://prozvit.com.ua/ everyone can find out more about the financial activity of all the country’s national enterprises.
