Transparency International Ukraine lauds the productive voting of the Verkhovna Rada on draft law 7440 “On the High Anti-Corruption Court” in the first reading. The Ukrainian chapter of the global network urges the parliament not to delay the process of passage of the law in total. We hope that all recommendations of the Venice Commission of October 6, 2017 will be taken into account and the process will be complete by the middle of April this year.
On March 1, 2018, MPs supported draft law 7440 “On the High Anti-Corruption Court,” submitted by the President, in the first reading. Passage iof this law is crucial for effective corruption counteraction in Ukraine and ensuring justice and unavoidability of punishment for corrupt officials in Ukraine.
At the same time, the chapter of the global network urges the Verkhovna Rada to implement all recommendations of the Venice Commission in the course of improvement of the draft law before the first reading and to pass the law entirely by the middle of April 2018.
As a reminder, the key criticism of the Ukrainian public and the international community of the draft law is the advisory role of the Public Council of International Experts in the process of selection of judges to the High Anti-Corruption Court. Besides, this court must only review cases under investigative jurisdiction of the NABU. It is also necessary to define the minimal number of judges of the new agency and change the unrealistic qualifications required from candidates. International Monetary Fund and the World Bank expressed the same concerns.
