In December 2017 Ukraine’s State Concern ‘Ukroboronprom’ announced a tender for the procurement of services related to strategic development, including strategic consultancy, legal due diligence and corporate government assessment, and international financial audit. One year later, it became known which companies have submitted applications to the call.
Exiger, ISDI, Baran International, Boston Consulting Group та Potomac Foundation will be competing to become the strategic consultants of Ukroboronprom. DLA Piper, Dentos Europe, EY, and Illyashiv and Partners have applied for the legal due diligence and corporate government assessment lot. EY, Grant Thornton, and, Baker Tilly are interested in conducting the international audit.
The tender will take place under the “competitive dialogue procedure”. This means that in phase one, the bidders will be assessed against the qualification criteria. Those who qualify will then be invited to engage in dialogue to clarify statement of work. During the second phase, candidates will submit updated bids and the winner will be identified following a three-step reduction procedure. The contract will be awarded to the bidder with the most cost-efficient proposal.
