<p>We are getting ever closer to the end of the year — the traditional time to reflect and look back. And no matter how difficult 2022 turned out to be for all of us, we still have achievements that are worth mentioning.</p>
<p>Despite the difficulties of wartime, our organization continued to work and do everything in its power to strengthen the country.</p>
<p>We are grateful to the entire team of Transparency International Ukraine, which made every effort to ensure that the war on the anti-corruption front continued, and to bring victory as soon as possible! We also express our gratitude to all our friends, donors, and partners who supported our activities and fought together with us against corruption during this difficult time.</p>

<p>3. Thanks to the Prozorro.Sale system, Ukraine won the UN Public Service Awards for the best public service. We were involved in the creation of the system and now help to maintain its operation.</p>
<p>4. We participated in the establishment of RISE Ukraine coalition, meant to sure that Ukraine’s recovery will be efficient, fair, and comprehensive, using the “build back better” principle.</p>

<p>5. We developed the concept of Ukraine’s reconstruction: <a href="https://bit.ly/3HxD6MM">https://bit.ly/3HxD6MM</a>.</p>
<p>6. We issued 27 public statements with the position of TI Ukraine. The vast majority of statements related to coverage of the Russian invasion and informing the public. Furthermore, thanks to the advocacy efforts of our organization and all partners and stakeholders, NABU senior detective Oleksandr Klymenko, who won the competition for the selection of the head of the SAPO in 2021, finally took office as the leader of this institution.</p>
<p>7. We carried out public supervision of three competitions for positions in anti-corruption bodies at once: the NABU, the SAPO, and the ARMA — and promptly informed about the progress in them. We continue to support selection of personnel with the highest level of integrity to state institutions and contribute to fair competition, since we strongly believe these positions must be held by honest, apolitical, independent experts.</p>
<p>8. Ukraine’s Anti-Corruption Strategy for 2021–2025 has been approved! This document should help to reduce the level of corruption in Ukraine. From the very conception of this document, we directly participated in its creation and continue to monitor the processes regarding the adoption of the State Anti-Corruption Program, which will provide for the implementation of the Anti-Corruption Strategy.</p>
<p>9. We have adapted the study of transparency of Ukrainian cities to take into account the situation of martial law. We do this so that cities continue to work openly for citizens and partners. Previously, we compiled transparency and accountability rankings of 100 largest cities from all over Ukraine, but unfortunately, it is impossible to do this in the conditions of war.</p>
<p>10. We have presented 12 studies — about public procurement, the work of the High Anti-Corruption Court, partnerships of Ukrainian cities, social housing, regulatory policy, and economic development in wartime conditions. Thus, we helped state bodies and officials, providing recommendations to increase resilience during crises and optimizing work.</p>
<p>11. We have been actively defending Ukraine’s interests on the international arena. In the summer, our representatives attended the conference in Lugano, and in December, they went to the International Anti-Corruption Conference in Washington, where they spoke with the global community about our reconstruction and the confiscation of Russian assets that can help us.</p>

<p>In addition, we participated in a study visit to the Western Balkans, <a href="https://www.facebook.com/worldurbanforum/?__tn__=kK*F">the World Urban Forum in Katowice</a>, an advocacy trip to Brussels, and held a number of meetings with MEPs, representatives of the European Commission, the MFA of the EU, and the European Council.</p>
<p>12. At the beginning of the full-scale war, we launched a communication campaign calling on businesses to leave Russia in order not to sponsor the war. For example, <a href="https://www.facebook.com/TransparencyInternationalUkraine/posts/5282346181786376">TI Ukraine&#8217;s statement</a> that Russians are collectively responsible for not opposing the war, which was published on TI Ukraine&#8217;s Facebook page, reached 265,500 people.</p>

<p>13. We conducted 13 trainings for officials on procurement and land use transparency. This will help local officials to work better and more efficiently with these areas.</p>
<p>14. We sent 129 letters to regulatory and law enforcement agencies and procuring entities regarding procurement and analyzed 513 instances of procurement. Such public control helps to protect public funds from corruption so that they are spent as fairly and efficiently as possible.</p>

<p>In addition, the team searched for, purchased and handed over to the military the necessary items for the defense of our country. Only in the first 100 days of the war, TI Ukraine <a href="https://ti-ukraine.org/news/100-dniv-vijny-yak-dopomagala-ti-ukraine/">purchased and handed over</a> 650 first-aid kits, 100 pairs of tactical glasses, 90 power banks, 65 pairs of shoes for our soldiers, 60 pairs of protective glasses, 30 ballistic helmets, 11 bulletproof vests, 10 thermal imagers, and much more.</p>

<p>In addition, we continue helping our cities to be stronger. Within the Transparent Cities program, we have established an emergency fund, which TI Ukraine uses to purchase the necessary equipment and send it to cities in need. We have already bought 5 generators for the city of Izium, 14 heaters, 10 flash drives, and 5 laptops for the Kupiansk City Military Civil Administration. We are also preparing laptops, heaters, power banks, etc. for delivery to the Lyman City Council. Thanks to this help, heating points are being set up in the de-occupied cities and the work of the military civil administrations is facilitated.</p>
<p>This year has undoubtedly been difficult for all Ukrainians. But now, more than ever, the understanding is coming that all achievements should be recorded so that we can look back to this later. <p>Based on the open competition, the Board of Transparency International Ukraine appointed Andrii Borovyk the organization’s executive director for a three-year period. He has been leading the organization since 2019.</p>
<p>In total, 57 people applied for the position of the executive director. After studying the documents submitted and conducting interviews, the Board of TI Ukraine decided that Andrii Borovyk is the most suitable candidate for the position.</p>
<p>According to the <a href="https://ti-ukraine.org/wp-content/uploads/2021/03/Statut-TIU.pdf">Charter of the organization</a>, the board members elect the executive director every three years, and the scheduled election was to be held in the spring of 2022. But due to Russia’s full-scale invasion into Ukraine, the competition was declared invalid. The new competition was announced in the fall and ended in December 2022. The elected director will lead the organization until 2025.</p>
<p><em>“The team of TI Ukraine has been standing strong during the war and continues to work hard. We have reconstruction ahead of us, which, among other things, will entail corruption risks. So there is a lot of work ahead. I am grateful for the trust, and I hope that I will help the organization in this difficult time,”</em> says Andrii Borovyk.</p>
<p>He has been working at Transparency International Ukraine for over 6 years. During this time, the organization has developed and launched the systems Prozorro and Prozorro.Sale, for procurement and sale of state-owned property and public property management, and handed them over to the state. The organization has also developed the transparency and accountability rankings of the 100 largest cities in Ukraine.</p>
<p><strong>Bio</strong></p>
<p>Andrii Borovyk is an expert with more than 5 years of experience in anti-corruption advocacy, business consulting, investment analysis and business processes in the public sector. He graduated from the National University of Kyiv-Mohyla Academy with a degree in economics and obtained a master&#8217;s degree in business analysis and consulting from Warwick Business School, UK. He was a member of the Public Council at NABU (2018), a member of the re-certification commission at the Prosecutor General&#8217;s Office (2019), a member of the commission for the selection of anti-corruption prosecutors (2020).</p>
<p>Andrii is currently a member of the Board of the RISE Coalition and NAKO, the Ethics Committee of the Ukrainian Network for Integrity and Compliance (UNIC) and the United Nations Convention Against Corruption (UNCAC). Previously, he served as Chief Administrative Officer in the Office of the Prosecutor General&#8217;s Reform and Quality Assurance Division with the Georgia Reform Team and as an investment analyst.</p>

<p>Every two years, the Amalia Award celebrates the professional excellence and impact by the anti-corruption fighters from within the global <a href="https://www.transparency.org/">Transparency International</a> movement.</p>
<p>This year, in the “Impact” category, the award has been given to Transparency International Ukraine.</p>

<p>Since its inception, our team has worked incessantly to make the country stronger: increase transparency, accountability, competitiveness, and efficiency at all levels.</p>
<p>TI Ukraine helped create and subsequently transferred <a href="https://prozorro.gov.ua/">Prozorro</a>, <u><a href="https://prozorro.sale/en">Prozorro.</a> Sale</u>, <a href="https://ehealth.gov.ua/">eHealth</a>, and <a href="https://prozvit.com.ua/">Prozvit</a> systems to the state. The team also implemented <a href="https://transparentcities.in.ua/">City Transparency and Accountability Rankings</a>, developed the <a href="https://dozorro.org/">DOZORRO</a> community to control public procurement, and co-founded the <a href="https://www.rise.org.ua/">RISE UA</a> Coalition, which protects integrity and efficiency in the rebuilding process.</p>
<p>At the same time, the Transparency International Ukraine team comprehensively works on:</p>
<ul>
<li>the improvement of <strong>the anti-corruption infrastructure</strong> of Ukraine: analyzes legislation, advocates for changes, participates in the selection of personnel in institutions, provides recommendations to bodies;</li>
<li>the <strong>asset confiscation</strong> processes and their effective management;</li>
<li><strong>the privatization</strong> of public property;</li>
<li>the reduction of corruption levels <strong>at the local level</strong> through regular studying of cities, cooperation with city councils, and engaging residents in decision-making;</li>
<li>defending the interests of the state and promoting the necessary changes in <strong>the international arena</strong>, etc.</li>
</ul>
<p>The organization is always focused on co-creating changes with the state, bringing together stakeholders, and constructive partnership.</p>
<p><em>“Our team is grateful for this award and is committed to making Ukraine stronger. Since the Revolution of Dignity, we regularly provide the authorities with recommendations and ways to implement them, as well as monitor the implementation processes — all in order for the state without corruption to become a norm in Ukraine, and the anti-corruption infrastructure to work smoothly for the benefit of citizens. <p>The award is named after Amalia Kostanyan, who was the chair of TI Armenia. She was an anti-corruption hero, who died suddenly in 2010 while engaged in the work that characterized her selfless and fearless contribution to the fight against corruption.</p>
<p>She was just one of the many anti-corruption fighters within the TI family.<br />
In 2010, the Transparency International annual membership meeting decided to establish an award that honors them.</p>
<p>The award has two categories:</p>
<ul>
<li>Impact — positive change brought about by an action or chapter. The changes affected peoples’ lives or institutional processes and policies that furthered the anti-corruption cause.</li>
<li>Professional excellence — advancing the mission of a chapter or Transparency International as a whole through demonstrating professional excellence and expertise in an area of anti-corruption work.</li>
</ul>
<p>The previous time, in <a href="https://www.transparency.org/en/news/transparency-international-amalia-award-2019">2019</a>, TI Lithuania&#8217;s Transparency School received the award in the “Impact” category. This is an annual state-of-the-art anti-corruption and accountability training for future leaders. And in the “Professional excellence” category — Ruth Liloqula, executive director of Transparency Solomon Islands, who led the organization during a difficult transformation period for the country.</p>
