On 24 June, Transparency International Ukraine held a one-day workshop for regional civil society organizations that it works with to combat corruption.

They include Civic Control Platform, Center of Public Monitoring and Research, Institute of Analysis and Advocacy, Trypilskyi Krai, Anti-Corruption Platform Center, ExpertsFor Reforms, Center of Public Monitoring and Analysis, Podil Agency for Regional Development, Corruption-Free Railway, Lviv Regulatory Hub and Kmelnytskyi Initiative.

Head of M&E Anastasiia Mazurok pointed out how important it was to plan strategically and shared her knowledge with the activists.

“It is a painful issue for everyone how to organize processes without sinking deeper into bureaucracy. All these procedures and policies often seem to make things more difficult for the team. But it is important to understand that such documents are meant to accumulate your knowledge and expertise. They will help you store the organization’s institutional memory.”

Writing a good grant proposal and receiving funding is only part of the process. Implementing the project and building a productive relationship with the donor is no less important.

“How do you communicate with donors to make it useful for everyone? Write follow-up emails after meetings, treat them as friends and partners and engage them in activity planning. And of course, invite them to your events,” said Head of International Relations Anastasiya Kozlovtseva.

Communications manager Yevhen Hrytsenko talked about the influence of social media on reform implementation.

“Why is Facebook communication so important? No other social network provides quite as close contact with the audience as Facebook currently does. You can instantly tag a city mayor or a suspected official and find out what this person thinks directly.”

In 2018, TI Ukraine approved its new Strategy, where one of the key priorities is engagement of a maximum number of supporters and uniting them into an active network, providing them with steady support.

To do that, the organization decided to build a network of strong partners, so it can realize its mission effectively. One of the ways to do that is a cycle of workshops that empower regional initiatives.

The Ukrainian chapter of the global anti-corruption network Transparency International will hold a workshop in Khmelnytskyi on 24 January 2019 “How to Raise Funds for CSO Projects.” The participants will learn where to find financing for their projects, write project proposals and work with donors.

Social activists, do you have ideas for projects but lack funds required for their implementation? Are you wondering where to search for sources of financing? Do you hope to learn how to write project proposals? This particular workshop is an excellent opportunity to develop fundraising skills for civil society organizations. The event will take place on 24 January from 9:30 a.m. to 5:30 p.m.

Workshop program:

– How to write a grant application for funding: purpose, objective, and problem statement.
– Formulate the project budget.
– What must one remember when cooperating with donors?
– Monitoring and evaluation of project results: how to construct indicators?

Workshop "Electronic Services and Open Data. Vinnytsia's Experience" Held in the City

On 13 December the workshop Electronic Services and Open Data. Vinnytsia’s Experience was held in Vinnytsia. Representatives of city and village councils of Vinnytsia oblast, activists and journalists participated in the event.
At the event, we discussed the electronic services that Vinnytsia city council provides to its citizens – according to city council representatives, the most popular service is signing up to the kindergarten online. It is connected with the fact that in 2015, the waiting list was fully transferred in the electronic form, which not only facilitates people’s access to the service but also decreased corruption risks.
We also discussed the participatory budget of Vinnytsia and a funding map of the Vinnytsia community. The peculiarity of the participatory budget in Vinnytsia is that the projects can only be submitted if they are related to “common good and use,” which decreases the number of applications from educational institutions which use participatory budgeting to renovate their facilities. “We understand that these works are important, but the participatory budget is designed to perform a different function – it allows the public to come up with ideas that will improve the space around them,” explain city council representatives.

The second part of the workshop was dedicated to creation, formatting and publication of open data. In Vinnytsia, over 400 unique data sets are available at the moment.

Finally, representatives of municipal enterprise Vinnytsiakartservis told about implementation of the electronic ticket – this part brought on a lot of questions and positive reactions, since in Vinnytsia, the launch of a unique ticket system for public transportation is planned.

The event speakers were progressive representatives of Vinnytsia city council and municipal enterprises: Dina Chernenko and Serhii Moskovko of the IT department, Volodymyr Khoroshev and Natalia Maletska of the legal policy and quality department and Kateryna Babkina of ME Vinnytsiakartservis.

The event was organized by the Transparent Cities program as part of the project Building Transparency in Ukrainian Cities, implemented with the support of the UN Democracy Fund.

Workshop Moving Up the City Transparency Ranking Held in Zhytomyr

On October 22-23, the Transparent Cities team with the Office of Friedrich Naumann Foundation in Ukraine held a workshop entitled Moving Up the City Transparency Ranking in Zhytomyr.

Together with city council representatives from Ukraine’s northern oblasts, civil society activists and journalists, we talked about the importance of transparency, the mechanism of its development and how the city can benefit from it. The participants also debated about local engagement in the budgeting process and transparency in the social and financial sectors.

The first part was delivered by Taras Sluchyk, trainer of International Republican Institute and an expert with the Institute of Political Education, who discussed why it was beneficial for city councils to be transparent. Taras also talked about mechanisms that helped to ensure efficient work of municipal enterprises in the context of transparency, and another part of the expert’s conversation with the participants was dedicated to best practices of local engagement in the budget process.

Olha Omelchuk, expert with the Institute of Political Education, focused on professional ethics and overcoming the conflict of interest in city councils. She discussed transparency in social services and housing policy with the participants and illustrated a variety of ways to ensure transparency in grants and funding.

At the end of the workshop, a survey was carried out so the participants would evaluate the event and ask questions.

Overall, the participants are happy with the workshop, they say that the information was interesting and practical and they are now ready to apply the knowledge they obtained.

The Ukrainian chapter of the global anti-corruption network Transparency International jointly with the Office of Friedrich Naumann Foundation in Ukraine cordially invite representatives of city councils of Ukraine’s eastern oblasts to the workshop Moving Up the City Transparency Ranking.

At the event, we will share how transparency benefits the city council and the city. We will dwell on the mechanisms for ensuring effective work of municipal enterprises, social services and housing policy. On September 27, the Ukrainian chapter of the global anti-corruption network Transparency International is holding the workshop Team Management in Civil Society Organizations in Ivano-Frankivsk. At the event the participants will learn about the importance of HR in the social sector, how to have an easier time looking for candidates and how to arrange training and development for team members.

This workshop will be of use for top management, project managers and HR managers. During the one-day training course the participants will learn about HRM (human resource management), HR functions in an institution, and how to select the right person out of all the candidates. The Ukrainian chapter of the global anti-corruption organization Transparency International cordially invites representatives of city councils to the workshop “Transparent Self-Government: How It Benefits the City Council and the Community.” The event takes place as part of the project Transparent Cities Club, which aims at inspiring cities to achieve high transparency scores and disseminate their best practices among other Ukrainian cities.

The public is not constructive and only comes to sessions to yell at us. How do we change the situation?
We publish a lot of information on the website, but civil society organizations still ask us to send it to them personally in their requests. How do we stop doing extra work?
We have launched a participation budget, but people only submit ideas on playgrounds and stadiums. How do we diversify it?
We have a lot of electronic services on the website and have spent a lot of money on them, but nobody is using them. What do we do?
We would like to attract investors. How do we achieve it using the city council website?
How do we make the official website the kind that citizens immediately think of when they need to receive some kind of public service?

The Ukrainian chapter of the global anti-corruption organization Transparency International cordially invites council representatives to the workshop “Electronic Resources to City Councils’ Aid: How to Use Their Potential in Interaction with the Community and Internal Work of the Council.” The event is taking place under the umbrella of the Transparent Cities Club project. The main goal of it is to inspire cities to achieve high rates of transparency and to spread this approach among other Ukraine cities.

During the event, we will discuss if it is possible to create an effective website of the city council for UAH 10,000, how to communicate with activists in a mutually beneficial way, how to optimize exchange of registers between divisions of the city council and much more.

In addition, a special guest from Madrid city council Miguel Arana will present a platform that helps to involve citizens in public procedures https://decide.madrid.es/. Using this platform, people can offer solutions for important city problems and contribute to them. The mission of the city council is to collect and implement these offers. The platform is already used by many countries and can help your city to become better.

On June 25^th and 26^th, the Ukrainian chapter of international anti-corruption organization Transparency International is holding a 2-day workshop “Corruption and Fighting It: Regional Dimension” in the city of Drohobych. During this event, participants will learn about preventing acts of corruption at the local level and searching for aid among both domestic and international NGOs.

This workshop is an excellent opportunity to learn from qualified experts with significant experience with leading anti-corruption campaigns at the local level. The workshop program consists of the following stages:

Monitoring city authorities’ work: practical aspects (using Drohobych as an example);
Legal tools to fight corruption – how to use them;
The role of civil society in fighting against corruption: how to prevent acts of corruption;

Control Budgets, Monitor Procurement. A Workshop in Odesa

The Ukrainian chapter of the global anti-corruption network Transparency International invites activists, journalists and everyone interested in the process of budget formation and public procurement to the workshop “Control Budgets, Monitor Procurement” in Odesa. At this event, representatives from the public sector will gain theoretical knowledge and learn about tools that will help them leverage local self-government authorities to be more transparent. The ways you can influence local self-government will be given special attention. We invite participants from Odesa, Kherson and Mykolaiiv oblasts.

The workshop will take place in Odesa on 11-12 June in the Marenero hotel at 23 Chornomorskoho Kozatstva Street. In the Public Procurement Monitoring section, the participants will find out about risk analysis tools in public procurement, possibilities provided by the bi.prozorro.org system for activists and journalists, how to trace movement of budget funds using spending.gov.ua and other useful information on the work with CSV files, dozorro.org and track connections with Google, Unified State Register, clarity-project.info, youcontrol.com.ua.

Attention! Please note that by applying for the seminar you agree to participate in the post-educational activity which consists of practical implementation of the knowledge gained at the event. The activity will be monitored by TI Ukraine.

Today, decentralization is underway in Ukraine, with local authorities gaining more power and local budgets becoming more independent. Therefore, it is necessary to create and develop mechanisms of public control which will prevent corruption on the regional level.

At this event, representatives from the public sector will gain theoretical knowledge and learn about tools that will help them leverage local self-government authorities to be more transparent. The ways you can influence local self-government will be given special attention. We invite participants from Ivano-Frankivsk, Ternopil, Khmelnitskyi, Chernivtsi, Lviv, Rivne and Zakarpattia oblasts.

The instructors are Mykola Orlov, expert of the “For Transparent Local Budgets” partnership, and Illia Rybakov, expert of “Civic Control” CSO.

The Budgeting Process section will focus on multiple ways to monitor budgets, how to engage citizens in the budget formation process, achieving gender-responsive budgeting, as well as online and offline possibilities of controlling local budgets and the role of the media in this process.

In the Public Procurement Monitoring section, the participants will find out about risk analysis tools in public procurement, possibilities provided by the bi.prozorro.org system for activists and journalists, how to trace movement of budget funds using spending.gov.ua and other useful information on the work with CSV files, dozorro.org and track connections with Google, Unified State Register, clarity-project.info, youcontrol.com.ua.

The Ukrainian chapter of the global anti-corruption network Transparency International is conducting a workshop “How to Raise Funds for CSO Projects” in Mariupol on May 18th, 2018. During the event, the participants will find out where to find funding for implementation of their projects and how to write project proposals and communicate with donors.

Social activists, do you have ideas for projects, but lack required funds? Are you wondering where to search for financial sources? Do you hope to learn how to write project proposals? This workshop is an excellent opportunity to develop fundraising skills for non-government organizations. The event will take place on May 18th, 2018 from 9:30am to 5pm.

Workshop program:

How to write a donor application: problems, objectives and goals
How to create a project budget
How to interact with potential donors
How to monitor and evaluate project results: how to construct necessary indicators

The trainees will be working with:

The Ukrainian chapter of the global anti-corruption network Transparency International cordially invites activists, journalists and everyone interested in the budgeting process and public procurement to the workshop in Kyiv “Control Budgets, Monitor Procurement.” At the event, representatives of the public will gain theoretical knowledge and practical tools which will help them to influence local self-government authorities.
