		<title>A July Record: DOZORRO Saves UAH 133 Million for the Budget</title>

<p><span style="font-weight: 400;">In July, the DOZORRO team analyzed 165 procurement procedures with a total estimated value exceeding UAH 10 billion. Violations were identified in more than half of them — 89 tenders.</span></p>
<p><span style="font-weight: 400;">The most common issue was inflated pricing: this concern was flagged in 74 procurement transactions, with total potential overpayments exceeding UAH 350 million.</span></p>
<p><span style="font-weight: 400;">Meanwhile, thanks to DOZORRO’s requests to procuring entities in previous months — and our cooperation with law enforcement agencies — we </span><b>helped prevent the ineffective use of UAH 133 million. </b><span style="font-weight: 400;">This is the highest monthly figure in 2025 so far. </span></p>
<p><span style="font-weight: 400;">Savings were achieved through three key mechanisms:</span></p>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Contract amount reductions – UAH 31 million</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Opening of criminal proceedings – UAH 79.8 million</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Contract cancellations – UAH 22.4 million.</span></li>
</ul>
<p><span style="font-weight: 400;">Since the beginning of the year, our experts have helped save UAH 600 million in total.</span></p>
<h1><b>Where the biggest savings were achieved</b></h1>
<p><span style="font-weight: 400;">Among the dozens of procurement procedures where we detected violations, several stand out due to their scale and impact. These cases delivered the most significant financial results.</span></p>
<h2><b>UAH 10.2 million saved: procurement by Donetsk State University of Internal Affairs</b></h2>
<p><span style="font-weight: 400;">DOZORRO analysts identified problems in two procurement contracts initiated by the Donetsk State University of Internal Affairs. </span></p>
<p><span style="font-weight: 400;">Both contracts were signed with </span><a href="https://youcontrol.com.ua/catalog/company_details/43233698/"><span style="font-weight: 400;">Primehomebud Construction Company LLC</span></a><span style="font-weight: 400;">. For </span><a href="https://prozorro.gov.ua/uk/tender/UA-2025-02-13-011193-a"><span style="font-weight: 400;">UAH 156.9 million</span></a><span style="font-weight: 400;">, the company was expected to carry out major renovations of part of the internal premises of the Kryvyi Rih Lyceum of Security and Patriotic Education. We identified </span><a href="https://drive.google.com/file/d/1s4-RcQIkTVcFiYNM2YN4V_RY3hyaD6tN/view"><span style="font-weight: 400;">UAH 5 million</span></a><span style="font-weight: 400;"> in potential overpayments in the construction estimate for this tender. The State Audit Service also took note of this procurement. </span></p>
<p><span style="font-weight: 400;">The most significant overpricing — UAH 2.3 million — related to decorative plaster. The company proposed supplying the material at UAH 263.57/kg (VAT included).  However, the contractor did not specify the exact name of the material, making a market price comparison impossible. Meanwhile: Leroy Merlin sells Ceresit CT 174 stone-effect silicone-silicate plaster (1.5 mm) at </span><a href="https://www.leroymerlin.ua/p/shtukaturka-kamintseva-sylikon-sylikatna-st-174-15-mm-25-kg-10900533"><span style="font-weight: 400;">UAH 129.30/kg</span></a><span style="font-weight: 400;">; Epicentr sells Alpina Expert Strukturputz (1.5 mm) at </span><a href="https://epicentrk.ua/ua/shop/strukturnaya-shtukaturka-expert-k15-25kg.html"><span style="font-weight: 400;">UAH 111.60/kg</span></a><span style="font-weight: 400;">; Nova Liniia sells Dufa EXPERT Silikon-Fassadenputz at </span><a href="https://www.nl.ua/ua/dekorativna-shtukaturka-baranets-dufa-expert-silikon-fassadenputz-k15-25-kg-biliy.html"><span style="font-weight: 400;">UAH 107.76/kg</span></a><span style="font-weight: 400;">. </span></p>
<p><span style="font-weight: 400;">In another contract with Primehomebud, we found an additional </span><a href="https://drive.google.com/file/d/1B7oA-UKp7IFVe0PD7uLAX0Iq-L4AxaVN/view"><span style="font-weight: 400;">UAH 5.3 million</span></a><span style="font-weight: 400;"> in potential overpayments. We contacted the procuring entity about both procurement transactions, but their </span><a href="https://drive.google.com/file/d/1sFObXDQBlq-aVyTBfTpTMEu2jt-Qtge0/view"><span style="font-weight: 400;">response</span></a><span style="font-weight: 400;"> claimed our calculations were not entirely accurate, as they allegedly did not take into account all aspects of the technical specifications.</span></p>
<p><span style="font-weight: 400;">Nevertheless, in July, the Donetsk State University of Internal Affairs signed amendments reducing the contract value by UAH 66.5 million. The procuring entity explained that the amount was reduced due to the need to revise the design documentation. We count the identified overpayment amount — UAH 10.2 million — as our contribution. </span></p>
<h2><b>Shelter for Chornomorsk Lyceum No. 3: over UAH 10 million in savings</b></h2>
<p><span style="font-weight: 400;">At the beginning of the year, DOZORRO experts </span><a href="https://dozorro.org/news/u-chornomorsku-pobuduyut-ukrittya-na-teritoriyi-liceyu-z-jmovirnoyu-pereplatoyu-10-mln-grn"><span style="font-weight: 400;">analyzed</span></a><span style="font-weight: 400;"> a procurement for the construction of a dual-purpose protective structure for Chornomorsk Lyceum No. 3. The Chornomorsk City Council signed a </span><a href="https://prozorro.gov.ua/uk/tender/UA-2024-12-26-014188-a"><span style="font-weight: 400;">UAH 97.8 million</span></a><span style="font-weight: 400;"> contract with Premiumstandardbud Construction Company LLC. The contractor is to build an underground shelter for 333 people, complete with a diesel generator and a children’s playground above it. </span></p>
<p><span style="font-weight: 400;">Earlier, we </span><a href="https://dozorro.org/news/u-chornomorsku-pobuduyut-ukrittya-na-teritoriyi-liceyu-z-jmovirnoyu-pereplatoyu-10-mln-grn"><span style="font-weight: 400;">reported</span></a><span style="font-weight: 400;"> that the potential overpayment on this project could reach UAH 10.1 million — about 10% of the contract value. We sent the contracting authority a letter with our calculations and requested a price reduction. The response was formal: the contract amount was fixed and confirmed by the design and its expert review. However, these reviews assess compliance with construction norms and laws, not market pricing of materials. We recently </span><a href="https://dozorro.org/blog/hto-pereviryaye-cini-na-materiali-v-budivelnih-tenderah"><span style="font-weight: 400;">explained</span></a><span style="font-weight: 400;"> who is actually responsible for verifying prices in construction tenders.</span></p>
<p><span style="font-weight: 400;">Back in May, we returned to the Chornomorsk Lyceum No. 3 case after observing initial payments under the contract. We referred the matter to the prosecutor&#8217;s office, and law enforcement eventually opened a criminal case concerning potential overpricing of materials.</span></p>
<h2><b>UAH 8.1 million saved on construction of the Borodianka Max Levin School of Arts</b></h2>
<p><span style="font-weight: 400;">In May, DOZORRO experts analyzed cost estimates for the new construction of the Max Levin Children’s School of Arts in Borydanka. The sole bidder and contract winner was </span><a href="https://kyivvlada.com.ua/wp-content/uploads/2025/01/41969018_tov_ibk_bild_lajf_2025-01-07_08-29.pdf"><span style="font-weight: 400;">Build Life Investment and Construction Company LLC,</span></a><span style="font-weight: 400;"> which signed a contract worth </span><a href="https://prozorro.gov.ua/uk/tender/UA-2024-12-04-020417-a"><span style="font-weight: 400;">UAH 184.5 million</span></a><span style="font-weight: 400;">. We identified over UAH 8 million in potential overpayments — particularly for reinforcement bars, concrete, bituminous primer, and musical instruments. In some cases, the prices exceeded market levels by 2 to 8 times.</span></p>

<p><span style="font-weight: 400;">DOZORRO reached out to the procuring entity, the Kyiv Regional State Administration’s Department of Regional Development, sharing calculations and suggesting a contract price revision to avoid overpayments. In response, we were told that final prices would be confirmed through work acceptance certificates, and that the department would monitor prices and quality of construction materials. However, in July, the department signed an additional agreement reducing the contract value by UAH 30.2 million due to a decrease in the scope of construction. We consider the identified overpayment — UAH 8.1 million — as our contribution to savings. </span></p>

		<title>In June, DOZORRO Helped the State Save Nearly UAH 51 Million</title>

<p><span style="font-weight: 400;">In June, the DOZORRO team managed to prevent the inefficient use of almost UAH 51 million — the outcome of requests our team sent to procuring entities in earlier months. Since the beginning of the year, we have helped save over UAH 410 million.</span></p>
<p><span style="font-weight: 400;">This month alone, our analysts identified new potential overpayments totaling another UAH 136 million. The most striking cases and typical violations are summarized in our monthly report.</span></p>
<h1><b>86 Procurement transactions worth UAH 4.5 billion: Analyzed and identified the risks</b></h1>
<p><span style="font-weight: 400;">In June, DOZORRO analyzed 86 procurement transactions and found violations in 50 tenders.</span></p>
<p><b>The most common issues related to inflated estimated contract values or risks of overpayment</b><span style="font-weight: 400;"> — such problems were found in 36 transactions. A telling example is the</span><a href="https://dozorro.org/news/novostvorena-firma-zvede-korpus-dityachoyi-likarni-u-zaporizhzhi-z-jmovirnoyu-pereplatoyu-32-mln-grn"> <span style="font-weight: 400;">construction</span></a><span style="font-weight: 400;"> of a new wing with a radiation shelter for the Zaporizhzhia Regional Children’s Hospital. The state enterprise “Local Roads of Zaporizhzhia Region” signed a contract worth</span><a href="https://prozorro.gov.ua/tender/UA-2025-04-11-000924-a"> <span style="font-weight: 400;">UAH 439.5 million</span></a><span style="font-weight: 400;"> with</span><a href="https://youcontrol.com.ua/catalog/company_details/45842134/"> <span style="font-weight: 400;">Kalmius Construction Company LLC</span></a><span style="font-weight: 400;"> — a firm founded only two months earlier. Our experts identified a potential overpayment of UAH 32 million on this project.</span></p>
<p><b>In 13 other cases, we found procedural violations</b><span style="font-weight: 400;">: procuring entities unjustifiably rejected participants or, conversely, awarded contracts to bidders with questionable offers.</span></p>
<h1><b>Over UAH 50 million saved in June</b></h1>
<h2><b>Contract amounts reduced</b></h2>
<p><span style="font-weight: 400;">The largest saving this month — UAH 6.2 million — came from the </span><b>reconstruction of huts for basic national resistance training.</b><span style="font-weight: 400;"> The Lviv Regional Council’s utility company “Technical Supervision”</span><a href="https://prozorro.gov.ua/tender/UA-2025-05-05-014185-a?oldVersion=true"> <span style="font-weight: 400;">procured</span></a><span style="font-weight: 400;"> the works for the Karpaty tourist base in the village of Kamianka. Only one bidder — Elitbudpro LLC — participated, offering a price UAH 150,000 below the estimated value. The contract was signed with them.</span></p>
<p><span style="font-weight: 400;">We noted inflated prices in the cost estimate: for sandwich panels alone, there could have been an overpayment of nearly UAH 2 million. DOZORRO sent the Lviv Regional Council’s utility company a letter with detailed calculations, asking them to adjust the prices. The result: the contract amount was reduced by UAH 6.2 million. The State Audit Service also reviewed this procurement and launched monitoring. The auditors asked for justification of the payment terms and warranty conditions. The procuring entity reported that the violations had been rectified.</span></p>
<p><span style="font-weight: 400;">For the</span><a href="https://prozorro.gov.ua/tender/UA-2025-04-11-006790-a?oldVersion=true"> <span style="font-weight: 400;">reconstruction</span></a><span style="font-weight: 400;"> of a building in Cherkasy, our request helped save UAH 3.1 million. Cherkasymiskbudproekt LLC had planned to do the work for almost UAH 43 million. The prices for construction materials were inflated. For example, Ceresit cement plaster was listed at UAH 18.72 per kg (including VAT), while Epicentr offers it for</span><a href="https://epicentrk.ua/shop/shtukaturka-ceresit-tsementna-25-kh.html"> <span style="font-weight: 400;">UAH 8.16 per kg</span></a><span style="font-weight: 400;"> and Leroy Merlin for</span><a href="https://www.leroymerlin.ua/p/shtukaturka-tsementna-ceresit-25-kg-2856233-12310704"> <span style="font-weight: 400;">UAH 6.96 per kg.</span></a><span style="font-weight: 400;"> We had previously noted price inflation in projects with this contractor. In May, DOZORRO</span><a href="https://dozorro.org/news/u-cherkasah-rekonstruyuyut-budivlyu-z-pereplatoyu-3-mln-grn"> <span style="font-weight: 400;">identified</span></a><span style="font-weight: 400;"> a potential overpayment of UAH 3 million in the reconstruction of a courthouse building in Cherkasy.</span></p>
<p><span style="font-weight: 400;">Another UAH 1.9 million was saved for the Central Base for Production and Technological Equipment of the National Guard of Ukraine. They announced a procurement for the construction of external engineering networks — pipelines, communication lines, and power supply lines. They planned to spend up to UAH 27 million.</span><a href="https://youcontrol.com.ua/catalog/company_details/43084157/"> <span style="font-weight: 400;">Grandtowerbud Construction Firm LLC</span></a><span style="font-weight: 400;"> was the sole participant and offered a bid almost half a million below the estimated value. Even so, DOZORRO found inflated prices in the cost estimate, which were adjusted accordingly. Nashi Hroshi had previously</span><a href="https://nashigroshi.org/2025/06/27/politsiia-frankivshchyny-zamovyla-budivnytstvo-za-236-mln-iz-zavyshchenymy-tsinamy/"> <span style="font-weight: 400;">reported</span></a><span style="font-weight: 400;"> a likely overpayment in another procurement with this contractor.</span></p>
<h2><b>Terminated contracts</b></h2>
<p><span style="font-weight: 400;">At DOZORRO, we try to prevent potential overpayments at the stage before a contract is signed. If violations occur anyway, we then shift our focus to fixing the situation. We have</span><a href="https://dozorro.org/blog/sho-take-ekonomiya-yak-rahuye-rezultat-svoyeyi-roboti-viddil-monitoringu-zakupivel-dozorro"> <span style="font-weight: 400;">explained</span></a><span style="font-weight: 400;"> before what we consider savings and how we calculate these figures.</span></p>
<p><span style="font-weight: 400;">In June alone</span><b>, over UAH 26 million in possible inefficient spending was avoided through contract terminations</b><span style="font-weight: 400;">.</span></p>
<p><span style="font-weight: 400;">For example, UAH 7.2 million was saved on the construction of a radiation shelter for Specialized School No. 44 in Kyiv. A year ago, the Education Department of the Holosiivskyi District State Administration in Kyiv announced a</span><a href="https://prozorro.gov.ua/tender/UA-2024-07-02-010505-a?oldVersion=true"> <span style="font-weight: 400;">procurement</span></a><span style="font-weight: 400;"> to build the protective structure, planning to spend up to UAH 122.6 million. Only one bidder —</span><a href="https://youcontrol.com.ua/ref/1331142/?returnUrl=%252Fcard%252Ftabs%252Fbad-news%252F%253Fid%253D28038544%2526tb%253Dbad-news"> <span style="font-weight: 400;">BMBUD LLC</span></a><span style="font-weight: 400;"> — submitted a bid to carry out the work for UAH 121.7 million.</span></p>
<p><span style="font-weight: 400;">We</span><a href="https://ti-ukraine.org/en/news/how-shelters-for-schools-and-kindergartens-are-procured-in-kyiv/"> <span style="font-weight: 400;">noted</span></a><span style="font-weight: 400;"> inflated prices for construction materials. The cost estimate listed concrete mix at one and a half times the market price, with a potential overpayment of UAH 7.3 million just on that item alone.</span></p>
<p><span style="font-weight: 400;">The State Audit Service also reviewed this procurement and found violations. The procuring entity failed to publish procurement information on time, and the tender documentation did not meet legal requirements. Another irregularity was that the Education Department did not reject the winning bid, though it should have done so. The monitoring outcome: the procuring entity terminated the contract with</span><a href="https://youcontrol.com.ua/ref/1331142/?returnUrl=%252Fcard%252Ftabs%252Fbad-news%252F%253Fid%253D28038544%2526tb%253Dbad-news"> <span style="font-weight: 400;">BMBUD LLC</span></a><span style="font-weight: 400;">.</span></p>
<p><span style="font-weight: 400;">The same happened with the procurement for the construction of a kindergarten in Hatne. DOZORRO reported on this long-delayed project back in April. Our experts</span><a href="https://dozorro.org/news/ditsadok-dovgobud-na-kiyivshini-dodatkovi-106-mln-grn-novij-pidryadnik-ta-zavisheni-cini"> <span style="font-weight: 400;">found</span></a><span style="font-weight: 400;"> potential overpayments of UAH 5.8 million in the cost estimates — avoided thanks to the contract termination.</span></p>
<p><span style="font-weight: 400;">Additional savings of</span><a href="https://prozorro.gov.ua/tender/UA-2024-03-08-006224-a?oldVersion=true"> <span style="font-weight: 400;">UAH 5.3 million</span></a><span style="font-weight: 400;">,</span><a href="https://prozorro.gov.ua/tender/UA-2025-02-19-012424-a?oldVersion=true"> <span style="font-weight: 400;">UAH 4.8 million</span></a><span style="font-weight: 400;">, and</span><a href="https://prozorro.gov.ua/tender/UA-2024-09-04-012741-a?oldVersion=true"> <span style="font-weight: 400;">UAH 3.6 million</span></a><span style="font-weight: 400;"> were achieved on the construction of an apartment building in Dnipro, a reconstruction project in Kharkiv, and an insulation project in Dnipro, respectively.</span></p>
<h2><b>Criminal proceedings</b></h2>
<p><span style="font-weight: 400;">We</span><a href="https://dozorro.org/blog/sho-take-ekonomiya-yak-rahuye-rezultat-svoyeyi-roboti-viddil-monitoringu-zakupivel-dozorro"> <span style="font-weight: 400;">believe</span></a><span style="font-weight: 400;"> that if prevention fails and funds are already spent inefficiently, those responsible must be held to account. In such cases, our experts forward information about potential overpayments not only to procuring entities but also to law enforcement. In June, there were two such cases.</span></p>
<p><span style="font-weight: 400;">Following our report, criminal proceedings were</span><a href="https://drive.google.com/file/d/1Vg3d7oDWUq1-BBEcU66w65qBex8xeCe9/view"> <span style="font-weight: 400;">opened</span></a><span style="font-weight: 400;"> regarding the procurement for the</span><a href="https://prozorro.gov.ua/tender/UA-2024-12-13-015561-a?oldVersion=true"> <span style="font-weight: 400;">construction</span></a><span style="font-weight: 400;"> of a radiation shelter at the Arkhanhelske Vocational Agrarian Lyceum. Here, DOZORRO identified a potential overpayment of UAH 3.2 million — this amount is counted as savings.</span></p>

		<title>May Results: DOZORRO Helped Save Nearly UAH 62 Million for the State</title>

<p><span style="font-weight: 400;">In May alone, the DOZORRO project helped prevent the inefficient use of UAH 62 million. This figure stems from requests that our monitoring team had previously sent to procuring entities. At the same time, in May, project experts identified potential overpayments worth UAH 208 million — more than double the amount recorded the</span><a href="https://dozorro.org/news/kvitnevi-kejsi-dozorro-zapobig-neefektivnomu-vikoristannyu-ponad-67-mln-grn"> <span style="font-weight: 400;">previous month.</span></a></p>
<p><span style="font-weight: 400;">Today’s article highlights the most noteworthy savings cases and the most common violations.</span></p>
<h1><b>Most common violations in May</b></h1>
<p><span style="font-weight: 400;">DOZORRO analyzed 74 procurement transactions in May and found violations in 55 tenders.</span></p>
<p><b>We paid particular attention to 40 transactions with inflated estimated value or risks of overpayment.</b><span style="font-weight: 400;"> One major example of potential harm to the budget is the reconstruction of water supply networks in Burshtyn, where the city</span><a href="https://dozorro.org/news/rekonstrukciya-vodoprovidnih-merezh-u-burshtini-yak-misto-mozhe-pereplatiti-68-mln-grn"> <span style="font-weight: 400;">may</span> <span style="font-weight: 400;">overpay</span></a> <span style="font-weight: 400;">by over UAH 68 million. </span></p>
<p><span style="font-weight: 400;">In such cases, we send detailed letters to procuring entities with calculations and requests to reduce the inflated prices for construction materials. The total estimated overpayment detected in these 40 tenders amounts to UAH 208 million.</span></p>
<p><span style="font-weight: 400;">Another common type of violation involves improper handling of tender proposals (unjustified rejections or unlawful recognition of winners). DOZORRO found </span><b>15 procurement transactions with this issue</b><span style="font-weight: 400;">.</span></p>
<h1><b>Savings cases</b></h1>
<h2><b>Shelter for Kharkiv Lyceum No. 105</b></h2>
<p><span style="font-weight: 400;">The largest amount saved — UAH 18.3 million — came from the </span><b>construction of a radiation protection shelter for Kharkiv Lyceum No. 105</b><span style="font-weight: 400;">. The Department for Improvement, Reconstruction, and Restoration of the Kharkiv City Council initially planned to spend</span><a href="https://prozorro.gov.ua/tender/UA-2025-01-07-006504-a"> <span style="font-weight: 400;">over UAH 105 million on the protective facility.</span></a><span style="font-weight: 400;"> The winning bidder, PJSC “ZHYTLOBUD-1 TRUST,” offered its services for UAH 100 million.</span></p>
<p><span style="font-weight: 400;">Our experts identified potential overpayments of UAH 5 million and sent letters to the procuring entity with calculations and requests to lower the inflated prices for construction materials.</span></p>
<p><span style="font-weight: 400;">The State Audit Service also took interest in this procurement. Among its concerns was a mismatch between the materials listed in the contract and those specified in the technical specifications. For example, the tender documentation included heavy concrete mixtures with varying aggregate sizes, although these were absent from the technical specification. </span></p>
<p><span style="font-weight: 400;">Auditors also noted the lack of information regarding delivery and storage costs for construction materials and requested explanations of how the technical and quality specifications, estimated value, and cost estimates were determined.</span></p>
<p><span style="font-weight: 400;">In response, the procuring entity stated that the changes in construction materials resulted from “equivalence” and dynamic pricing. As for the absence of transport and storage costs in the documentation, the Kharkiv City Council’s department explained that these costs are calculated individually — depending on transportation distance, material volume, applicable tariffs, and the contractor’s capacity — and may be excluded if the participant does not actually incur them. They also argued that the justification for the technical specifications and estimated value was valid because an expert organization had</span><a href="https://e-construction.gov.ua/document_detail/doc_id=3572771332569433275/optype=6"> <span style="font-weight: 400;">reviewed</span></a> <span style="font-weight: 400;">the project documentation and found no violations. </span></p>
<p><span style="font-weight: 400;">Nevertheless, the State Audit Service ordered the procuring entity to terminate the contract. The department complied with the audit findings — it signed an additional agreement and terminated the contract. The contractor was paid for the work already completed. We now await a re-announcement of the procurement.</span></p>
<p><span style="font-weight: 400;">This intervention</span><b> helped avoid an overpayment of more than UAH 18 million.</b></p>
<h2><b>Catering facilities for lyceums in Kolomyia</b></h2>
<p><b>Over UAH 11 million in savings </b><span style="font-weight: 400;">were achieved on </span><b>procurement transactions for the major repair of catering facilities in Kolomyia</b><span style="font-weight: 400;">. DOZORRO analyzed two tenders and in both cases identified inflated prices for construction materials and works. The procurements were organized by two lyceums—</span><a href="https://youcontrol.com.ua/catalog/company_details/20560936/"><span style="font-weight: 400;">Kolomyia Lyceum No. 9</span></a><span style="font-weight: 400;"> and</span><a href="https://youcontrol.com.ua/catalog/company_details/20560994/"> <span style="font-weight: 400;">Kolomyia Lyceum No. 1 named after V. Stefanyk</span></a><span style="font-weight: 400;">.</span></p>
<p><span style="font-weight: 400;">In the</span><a href="https://prozorro.gov.ua/tender/UA-2025-02-14-012409-a?lot_id=a7e334a48015450b989f7d5a2a9d933c#lots"><span style="font-weight: 400;"> first</span></a><span style="font-weight: 400;"> case, we identified a potential overpayment of</span><a href="https://drive.google.com/file/d/1KTZ5IGJ2PYEKWUxZPPlrLYnyV3KL_sIH/view"> <span style="font-weight: 400;">UAH 1.5 million</span></a><span style="font-weight: 400;">. The procuring entity signed a contract worth UAH 22.9 million with</span><a href="https://youcontrol.com.ua/catalog/company_details/33909174/"> <span style="font-weight: 400;">Prombudservice-Kosiv LLC</span></a><span style="font-weight: 400;">. The winning bidder had proposed inflated prices for some catering equipment—such as dishwashers, combi ovens, and refrigeration units. The company was the sole participant in the tender.</span></p>
<p><span style="font-weight: 400;">We contacted Kolomyia Lyceum No. 9 with detailed calculations and a request to reduce the inflated prices. The response was prompt—the procuring entity adjusted the cost estimates and </span><b>reduced the contract value by</b><a href="https://drive.google.com/file/d/17qqONa9MrbQOrm_MbdVfzj-uoBiGnli3/view"> <b>UAH 4.1 million</b></a><b>.</b></p>
<p><span style="font-weight: 400;">As for the second</span><a href="https://prozorro.gov.ua/tender/UA-2025-02-17-004106-a"> <span style="font-weight: 400;">procurement</span></a><span style="font-weight: 400;">—the major repair of the catering unit for Kolomyia Lyceum No. 1 named after V. Stefanyk—DOZORRO identified a likely overpricing of materials and equipment totaling</span><a href="https://drive.google.com/file/d/1dsbxKDV_0WvuTw-AWX5EHA2A1RSqkqok/view"> <span style="font-weight: 400;">UAH 1.8 million</span></a><span style="font-weight: 400;">. Three companies participated in the tender, and the winner was the private enterprise</span><a href="https://youcontrol.com.ua/catalog/company_details/31262652/"> <span style="font-weight: 400;">“TEHRAN,”</span></a><span style="font-weight: 400;"> with a contract value of UAH 31.4 million.</span></p>
<p><span style="font-weight: 400;">Potential overpricing was detected, for example, on various types of convection ovens, ceramic cooktops, concrete mixtures, and bricks. The procuring entity</span><a href="https://drive.google.com/file/d/1f3CzKKk5-Zd6Rpwx7b_ZquIKhKDv1Vsb/view"> <span style="font-weight: 400;">responded</span></a><span style="font-weight: 400;"> formally, stating that the prices were in order because the cost estimate had passed expert review and received a positive report. However, on May 15, it signed an additional agreement to the contract with private enterprise “TEHRAN” and </span><b>reduced the contract value by UAH 6.9 million.</b></p>

<h2><b>Tenders by procuring entities affiliated with the National Guard of Ukraine</b></h2>
<p><span style="font-weight: 400;">In May, we analyzed seven procurement transactions conducted by procuring entities within the structure of the National Guard of Ukraine. Potential overpricing was identified in three of them. </span><b>In total, UAH 7.2 million in overpayments were avoided </b><span style="font-weight: 400;">thanks to the analysis of cost estimates and follow-up communications with the procuring entities</span></p>
<p><span style="font-weight: 400;">Savings of UAH 5.2 million were achieved across two tenders conducted by the Kyiv Institute of the National Guard of Ukraine. These concerned the</span><a href="https://prozorro.gov.ua/tender/UA-2025-03-28-013416-a"> <span style="font-weight: 400;">construction</span></a><span style="font-weight: 400;"> of a new building and the</span><a href="https://prozorro.gov.ua/tender/UA-2025-03-01-000551-a"> <span style="font-weight: 400;">reconstruction</span></a><span style="font-weight: 400;"> of an existing one. The latter also drew the attention of the State Audit Service. An</span><a href="https://prozorro.gov.ua/tender/UA-2025-03-03-012465-a"> <span style="font-weight: 400;">additional UAH 2 million</span></a><span style="font-weight: 400;"> in inefficient spending was prevented on the construction of a special-purpose facility on the premises of Military Town No. 4 of NGU military unit 3061.</span></p>
<h2><b>Boryspil: shelter for preschool saves UAH 3.8 million</b></h2>
<p><span style="font-weight: 400;">Another example of DOZORRO’s effective intervention was the new construction of a protective shelter on the premises of Boryspil Preschool No. 3. The estimated project value was</span><a href="https://prozorro.gov.ua/tender/UA-2024-09-18-013760-a"> <span style="font-weight: 400;">UAH 31.4 million</span></a><span style="font-weight: 400;">. However, </span><b>following our request, a UAH 3.8 million overpayment was avoided</b><span style="font-weight: 400;">.</span></p>
<p><span style="font-weight: 400;">Only one bidder—</span><a href="https://youcontrol.com.ua/catalog/company_details/42989297/"><span style="font-weight: 400;">ALLAT CONSTRUCTION LLC</span></a><span style="font-weight: 400;">—took part in the tender. The company submitted a bid that was nearly UAH 600,000 below the estimated value. Nevertheless, we found inflated prices in the cost estimate. After we raised this issue, the contract value was reduced by UAH 3.8 million.</span></p>
<p><span style="font-weight: 400;">The State Audit Service also raised several questions for the procuring entity, the Capital Construction Department of the Boryspil City Council. Auditors sought clarification on how the estimated value of the works had been determined, whether justification was published on the website, and whether the winner—ALLAT CONSTRUCTION LLC—had actually paid the guarantee deposit under the contract. The procuring entity responded with</span><a href="https://public-docs.prozorro.gov.ua/get/e4e1d55b8e6642d2b8a5b41e1a0bd47a?Signature=6pvVT6lhSt%2FQPT7FLJTM4eB9Sz9wNlGiklJxCPJVGFBXEI4YjyI%252B9u1Mj2c0njnextpTbnJcb9uqg4x%252BPQZQCw%253D%253D&amp;KeyID=52462340"> <span style="font-weight: 400;">explanations</span></a><span style="font-weight: 400;"> and a</span><a href="https://public-docs.prozorro.gov.ua/get/eab7e5ab23b047eeb08851a45278676b?Signature=reAAVQtfZu2FhpJ8RYWfgBRoUnuXA%2FTSq2V%252BMitzkv2asTaQbpBp4qOugCYoYd690jtYGWzVXcctz2MG4UOYAw%253D%253D&amp;KeyID=52462340"> <span style="font-weight: 400;">bank statement</span></a><span style="font-weight: 400;"> confirming a payment of UAH 295,000. The State Audit Service found no violations.</span></p>

		<title>April Results: DOZORRO Helped Prevent Inefficient Spending of More Than UAH 67 Million</title>

<p><span style="font-weight: 400;">UAH 67 million is exactly how much money DOZORRO managed to save in April. These are the results of the requests our procurement and reconstruction monitoring department sent to procuring entities in previous months.</span></p>
<p><span style="font-weight: 400;">Today, we’re sharing four of the most encouraging cases — made possible by our monitoring efforts in previous months. Since the beginning of the year, we’ve helped prevent the inefficient use of nearly UAH 280 million.</span></p>
<p><span style="font-weight: 400;">Here are the latest figures for April: the DOZORRO team analyzed 62 procurement transactions with a total estimated value of over UAH 5.3 billion. Two-thirds of the monitored tenders — 43 in total — contained violations.</span></p>
<p><span style="font-weight: 400;">The most common issues were overestimated value or potential overpayments. These were identified in 34 tenders, with potential budget losses totaling UAH 91 million.</span></p>
<p><span style="font-weight: 400;">Another seven procurement transactions revealed violations in the tender evaluation process — for example, cases where the procuring entity unjustifiably selected a winner or, conversely, rejected a good bid.</span></p>

<h1><b>Insulating houses in Dnipro: nearly UAH 32 million added to the efficiency piggy bank</b></h1>
<p><span style="font-weight: 400;">Back in April 2024, DOZORRO</span><a href="https://dozorro.org/news/za-uteplennya-budinkiv-u-dnipri-mozhut-pereplatiti-ponad-39-mln-grn"><span style="font-weight: 400;"> identified</span></a><span style="font-weight: 400;"> the first instances of overpayment for home insulation projects in Dnipro. At that time, the Housing Department of the Dnipro City Council signed 13 contracts worth over UAH 425 million with Starbudcontract LLC.</span></p>
<p><span style="font-weight: 400;">The contractor inflated the prices of building materials used for home insulation. Items such as insulation, decorative plaster, reinforcing mesh, and several other materials were priced above market rates. We</span><a href="https://drive.google.com/file/d/1qUSusPzmTUTwsvR7gB4AvKGBJuw3yYvZ/view"> <span style="font-weight: 400;">reached out</span></a> <span style="font-weight: 400;">to the procuring entity and the city council, and a dialogue soon began.</span></p>
<p><span style="font-weight: 400;">By mid-May 2024, the total value of the contracts had already been</span><a href="https://dozorro.org/news/cini-na-uteplennya-v-dnipri-zmenshili-na-63-mln-grn-pislya-zvernennya-dozorro"> <span style="font-weight: 400;">reduced</span></a><span style="font-weight: 400;"> by UAH 64 million. A year later, in April 2025, the Dnipro City Council informed DOZORRO by</span><a href="https://drive.google.com/file/d/1P38paL7FMEqM7R9eUiMYaqZRcXtqgC7c/view"> <span style="font-weight: 400;">email</span></a> <span style="font-weight: 400;">that all 13 contracts had been fulfilled, and the Housing Department had saved UAH 95.2 million. This shows that the impact of our work can be seen even a year later — </span><b>with an additional UAH 32 million in savings on top of the UAH 64 million saved last year.</b></p>

<h1><b>UAH 16 million savings on staples</b></h1>
<p><span style="font-weight: 400;">In August of last year, the Education Department of the Dnipro Regional State Administration signed a</span><a href="https://prozorro.gov.ua/tender/UA-2024-06-03-010088-a"> <span style="font-weight: 400;">UAH 176 million</span></a><span style="font-weight: 400;"> contract with SMART UNIVERSAL GROUP LLC to build a shelter for School No. 146 in Kyiv.</span></p>
<p><span style="font-weight: 400;">Our analysts identified potentially inflated prices for building materials, in particular, for standard metal staples intended for securing cables. The estimate listed a single-lug 16 mm G 2.5–10 µm staple at UAH 1,578 per unit, while its average market price is only about UAH 3! That’s a price difference of more than 500 times. The price of another type of staple — a single-lug 20 mm G 2.5–10 µm — was inflated by more than 300 times.</span><b> Only for these two items, the potential overpayment exceeded UAH 19 million.</b></p>
<p><span style="font-weight: 400;">The total potential overpayment is more than UAH 36 million. We contacted the procuring entity twice, sent calculations and asked them to provide work acceptance certificates. As a result, the staple prices were revised, leading to </span><b>savings of UAH 16 million.</b></p>
<h1><b>UAH 8.8 million savings on school construction in Lviv region</b></h1>
<p><span style="font-weight: 400;">Our next case is all about playing the long game. Back in</span><a href="https://drive.google.com/file/d/15a6kuhdvWzbfs96lW6zswssX4G4w0UC_/view"> <span style="font-weight: 400;">June 2024</span></a><span style="font-weight: 400;">, DOZORRO uncovered inflated prices for building materials used in the construction of a Level I–III school in the village of Lybokhora, Lviv region. Technical Supervision, a municipal enterprise of the Lviv Regional Council, signed a contract worth nearly</span><a href="https://prozorro.gov.ua/tender/UA-2024-05-23-009735-a"><span style="font-weight: 400;"> UAH 96 million</span></a><span style="font-weight: 400;"> with Budprime PE. The contractor is supposed to complete the work by the end of 2025.</span></p>
<p><span style="font-weight: 400;">In the estimates, our experts saw inflated prices for some building materials. For example, Budprime planned to supply Ceresit CT 42 acrylic paint at UAH 372 per liter (including VAT), while the average market price was under UAH 223 per liter. The project could have overpaid more than twice the market rate for sports linoleum (6.5 mm thick, with a wear layer of 0.7 mm). It was planned to be procured at UAH 3,164.28 per sq. m (including VAT), while the average market price for similar material was UAH 874.04 per sq.m. Overall, according to our calculations, </span><b>overpayments on just 10 items could exceed UAH 3.7 million</b><span style="font-weight: 400;">.</span></p>
<p><span style="font-weight: 400;">In June 2024, we sent an official letter to the procuring entity, providing a detailed analysis and calculations, along with a request to adjust the prices to market averages. Although the contract price was fixed, the procuring entity signed an addendum and finally reduced the total contract value. </span><b>The total savings amounted to UAH 8.8 million.</b></p>

<h1><b>Hostel in Kamianske: UAH 6.8 million in savings</b></h1>
<p><span style="font-weight: 400;">At the beginning of 2025, Blahoustrii municipal enterprise of the Kamianske City Council signed a contract for major repairs of a dormitory building at 61 Himnazychnyi Avenue. The contractor was UKRGASSPETSSERVICE, and the contract was valued at over</span><a href="https://prozorro.gov.ua/tender/UA-2024-12-16-021374-a?lot_id=9dbae3feebeb56af677ab8e7effac582#lots"> <span style="font-weight: 400;">UAH 81.8 million</span></a><span style="font-weight: 400;">.</span></p>
<p><span style="font-weight: 400;">In total, our experts identified potential overpayments exceeding UAH 10 million. The highest potential overpayment, according to analysts, was for plastic clamps with 25 mm impact anchors used to secure pipes and cables. Ukrgasspetservice LLC included them in the estimate at UAH 146.11 per unit, while the average market price is UAH 9.19 per unit. Only here the possible overpayment reached more than UAH 1.8 million.</span></p>

		<title>Where Kyiv Residents’ Money Goes: Million-Dollar Contracts of Kyivzelenbud</title>

<p><span style="font-weight: 400;">In March, the prosecutor’s office exposed the management of the Kyivzelenbud Municipal Enterprise for </span><a href="https://suspilne.media/kyiv/968617-pravoohoronci-pidozruut-kerivnictvo-kiivzelenbudu-u-korupcii/"><span style="font-weight: 400;">soliciting 15% kickbacks</span></a><span style="font-weight: 400;"> from contractors. Under the 2024 contracts, they were set to receive at least UAH 25 million in illicit payments. The head of the enterprise, Yurii Bakhmat, along with his deputies, was dismissed. </span></p>
<p><span style="font-weight: 400;">Amid these developments, TI Ukraine’s DOZORRO project analyzed Kyivzelenbud’s procurement activities for 2024 and the first quarter of 2025 to identify where the bulk of the funds were allocated and what priorities the utility company had set. The analysis also included an in-depth review of the year’s largest repair contracts and planned expenditures.</span></p>
<h1><span style="font-weight: 400;">Statistics</span></h1>
<p><span style="font-weight: 400;">According to the BI Prozorro Public Module, Kyivzelenbud conducted 626 procurement procedures throughout 2024 and the first quarter of 2025. The total estimated value of these contracts was UAH 835 million. However, the initial value of the signed contracts was approximately </span><b>UAH 600 million</b><span style="font-weight: 400;">, as around 11% of the tenders were either unsuccessful or canceled. It is important to note that the text refers to signed contracts, not the funds that have actually been paid out.</span></p>
<p><span style="font-weight: 400;">If you thought Kyivzelenbud only procures flower seedlings, think again. The majority of its spending goes toward large-scale renovations — around UAH 341 million. An additional UAH 138 million was allocated for vehicle procurement, including dump trucks, pickups, and the aerial platform. Tree maintenance and seasonal weed removal received UAH 9.6 million.</span></p>

<p><span style="font-weight: 400;">Nearly 90% of procurement transactions were conducted via open bidding with features. Another 9% were signed through direct contracts, and about 1% used the price quotation method.</span></p>
<p><span style="font-weight: 400;">The total value of Kyivzelenbud’s 2024 contracts exceeds the amount spent in the peaceful year of 2021 (UAH 440 million), though inflation must be considered. Compared to the first year of the full-scale invasion, spending has doubled — in 2022, contracts totaled UAH 225 million. In 2023, it rose to nearly UAH 385 million.</span></p>

<h2><span style="font-weight: 400;">Major contracts</span></h2>
<p><span style="font-weight: 400;">One of Kyivzelenbud’s top priorities is the construction and renovation of parks, squares, and public recreation areas — accounting for 57% of total procurement value. Below are five of the largest projects initially planned for completion by the end of 2024. However, due to year-end budget cuts, many were only partially implemented. </span></p>
<p><span style="font-weight: 400;">Park Around the Yordanske and Kyrylivske Lakes</span></p>
<p><span style="font-weight: 400;">One of the largest projects in 2024 was the renovation of the park surrounding the Yordanske and Kyrylivske Lakes in the Obolonskyi District. In October, Kyivzelenbud signed a </span><a href="https://prozorro.gov.ua/tender/UA-2024-09-20-012636-a"><span style="font-weight: 400;">UAH 32.1 million</span></a><span style="font-weight: 400;"> contract with Ukratomenergobud PrJSC. Of that, UAH 18.6 million was actually paid for completed work. </span></p>
<p><span style="font-weight: 400;">In response to our request, </span><a href="https://drive.google.com/file/d/1h3uCxwwoLYcdAK-Sp3rfVLEZ6Cf2Y-NW/view?usp=sharing"><span style="font-weight: 400;">Kyivzelenbud</span></a><span style="font-weight: 400;"> reported that the contractor built pedestrian paths, laid the foundation for a pumping station, constructed a retaining wall, began installing an irrigation system, and prepared the area for lawn installation. </span></p>
<p><span style="font-weight: 400;">In addition, at the end of the year, Kyivzelenbud signed a direct contract with Ukratomenergobud for additional work valued at </span><a href="https://prozorro.gov.ua/tender/UA-2024-12-24-018268-a"><span style="font-weight: 400;">UAH 4.5 million</span></a><span style="font-weight: 400;">. This included, in particular, repairs to the retaining wall, which the company completed within a few days and for which it received payment.</span></p>
<p><span style="font-weight: 400;">This year, work will continue with the completion of the pumping station and irrigation system, along with the installation of playgrounds, sports grounds, benches, litter bins, and gabions. A total of UAH 20 million has been budgeted for these activities.</span></p>

<p><span style="font-weight: 400;">Orliatko Park</span></p>
<p><span style="font-weight: 400;">Another project is the reconstruction of Orliatko Park in the Solomianskyi District. In early December, a contract worth </span><a href="https://prozorro.gov.ua/tender/UA-2024-11-06-016803-a?lot_id=c2f96e3778e74d2aafed0e755e187ac9#lots"><span style="font-weight: 400;">UAH 26.8 million </span></a><span style="font-weight: 400;">was awarded to Region 11 LLC. The scope of work included paving pedestrian paths, installing outdoor lighting and irrigation systems, and placing anti-parking bollards.</span></p>
<p><span style="font-weight: 400;">By year-end, UAH 13.7 million — half of the original amount — had been paid. According to</span><a href="https://drive.google.com/file/d/1lqiOGmytzy3yifdn0eybaWaIkMc4lL7m/view?usp=sharing"><span style="font-weight: 400;"> Kyivzelenbud</span></a><span style="font-weight: 400;">, the contractor completed lighting installation and partially built the irrigation system. </span><a href="https://drive.google.com/file/d/1lqiOGmytzy3yifdn0eybaWaIkMc4lL7m/view?usp=sharing"><span style="font-weight: 400;">Work is planned to continue </span></a><span style="font-weight: 400;">this year, with an additional UAH 10 million allocated for it in the city budget.</span></p>

<p><span style="font-weight: 400;">Natalka Park Reconstruction</span></p>
<p><span style="font-weight: 400;">In the autumn, Kyivzelenbud signed a </span><a href="https://prozorro.gov.ua/tender/UA-2024-10-09-009992-a?lot_id=679eb12a46244135beaf9171c2bf2a35#lots"><span style="font-weight: 400;">UAH 20.9 million</span></a><span style="font-weight: 400;"> contract with Rialbud PE for the reconstruction of a recreation park in the Natalka tract in the Obolonskyi District. The plans included a Hobbiton-style playground with carousels, artificial turf, rubber surfacing, a water supply and sewage system, stairs, and a pumping station. </span></p>
<p><span style="font-weight: 400;">However, Kyivzelenbud </span><a href="https://drive.google.com/file/d/1cV5oFhfDa7lloGm2WkI9cv2D3zCZ5OuQ/view?usp=sharing"><span style="font-weight: 400;">noted </span></a><span style="font-weight: 400;">that the contractor completed only part of the project — constructing a pumping station room and installing pumps — for which they received UAH 10.1 million. There are no plans to resume work in 2025. </span></p>
<p><span style="font-weight: 400;">Garden Square on Mytropolyta Sheptytskoho Andriia Street</span></p>
<p><span style="font-weight: 400;">Rialbud PE was also awarded another major project — the renovation of the garden square at 5 Mytropolyta Andriia Sheptytskoho Street. The contract was valued at </span><a href="https://prozorro.gov.ua/tender/UA-2024-10-23-008823-a?lot_id=aae240e679e64efbb457a58b2dd3e5a5#lots"><span style="font-weight: 400;">UAH 18.9 million</span></a><span style="font-weight: 400;">. </span></p>
<p><span style="font-weight: 400;">In response to the request, </span><a href="https://drive.google.com/file/d/1_DuiD61XUEw1weyc8kpHG6mP9Z9Brpdz/view?usp=sharing"><span style="font-weight: 400;">Kyivzelenbud reported</span></a><span style="font-weight: 400;"> that the contractor had only partially completed the work at this site as well. They installed paving slabs, benches, and litter bins, partially installed an irrigation system, and prepared the area for lawn installation. The company received UAH 11.7 million for the completed work.</span></p>
<p><span style="font-weight: 400;">In the final days of the year, the procuring entity signed a direct contract with Rialbud PE for additional work valued at </span><a href="https://prozorro.gov.ua/tender/UA-2024-12-23-021643-a"><span style="font-weight: 400;">UAH 471,000</span></a><span style="font-weight: 400;">. The company received the full amount for soil transportation</span><span style="font-weight: 400;">.</span><span style="font-weight: 400;"> </span></p>
<p><span style="font-weight: 400;">This year, the garden square repairs are scheduled to be completed, including the installation of outdoor lighting, a sports and rehabilitation area, and a children&#8217;s playground.</span></p>
<p><span style="font-weight: 400;">Festyvalnyi Park in Troieshchyna </span></p>
<p><span style="font-weight: 400;">A contract for the overhaul of Festyvalnyi Park—located along Chervonoii Kalyny Avenue, from Lyfaria Street to Reagan Street—was awarded to Kyiv Ukrainian-European Firm Diamant LLC. The contract is valued at </span><a href="https://prozorro.gov.ua/tender/UA-2024-09-19-014235-a?lot_id=734f1d558a0e4220b976ba23bd42d8b4#lots"><span style="font-weight: 400;">UAH 16.7 million</span></a><span style="font-weight: 400;">. The company is owned by Ihor Platonov.</span></p>
<p><span style="font-weight: 400;">According to </span><a href="https://drive.google.com/file/d/1p202iQbwMMj8fPXHnfZnuh1F0nQghHfK/view?usp=sharing"><span style="font-weight: 400;">Kyivzelenbud</span></a><span style="font-weight: 400;">, within the allocated funding, the contractor repaired paving tiles, including in front of the children’s art school, installed benches and litter bins, laid sleeves, and installed utility wells. The company was paid UAH 12 million for the completed work. </span></p>
<p><span style="font-weight: 400;">At the end of the year, Kyivzelenbud signed a direct contract with Ukrainian-European Firm Diamant LLC for additional work. The company installed a curb at a cost of </span><a href="https://prozorro.gov.ua/tender/UA-2024-12-26-009935-a"><span style="font-weight: 400;">UAH 3.4 million</span></a><span style="font-weight: 400;">. </span></p>
<p><span style="font-weight: 400;">Work will continue this year — a children’s playground will be installed, as well as lighting, pergolas and information signs.</span></p>
<h1><span style="font-weight: 400;">What else has been done? </span></h1>
<p><span style="font-weight: 400;">In addition to large-scale projects, Kyivzelenbud signed numerous contracts for smaller works. </span></p>
<p><a href="https://prozorro.gov.ua/tender/UA-2024-09-17-014025-a?lot_id=4b7dc3f81f52460eb73cfe1908572e05#lots"><span style="font-weight: 400;">UAH 12.7 million</span></a><span style="font-weight: 400;"> was contracted for landscaping repairs in the park along the Dniprovska Embankment near Berkovshchyna Bay, </span><a href="https://prozorro.gov.ua/tender/UA-2024-10-10-013987-a?lot_id=01a42865b2404e76941f84e4efb6e94d#lots"><span style="font-weight: 400;">UAH 11.4 million</span></a><span style="font-weight: 400;"> for similar work on Illienka Street, and </span><a href="https://prozorro.gov.ua/tender/UA-2024-09-30-010471-a?lot_id=aafb09f223064905b6ab399142a17239#lots"><span style="font-weight: 400;">UAH 10.9 million</span></a><span style="font-weight: 400;"> for repairs in the left section of Hidropark. </span></p>
<p><span style="font-weight: 400;">Also, a contract worth </span><a href="https://prozorro.gov.ua/tender/UA-2024-09-13-004976-a?lot_id=951d17ed5d4044d58b9916506e353caa#lots"><span style="font-weight: 400;">UAH 10.5 million </span></a><span style="font-weight: 400;">was signed for the installation of an irrigation system in Pozniaky Park, and a contract valued at U</span><a href="https://prozorro.gov.ua/tender/UA-2024-09-13-011179-a?lot_id=f63fe6a9889c46d4b69152c0728a07f2#lots"><span style="font-weight: 400;">AH 9.6 million </span></a><span style="font-weight: 400;">was concluded for repairs in Radunka Park.</span></p>
<p><span style="font-weight: 400;">Kyivzelenbud also contracted </span><a href="https://prozorro.gov.ua/tender/UA-2024-07-19-009692-a?lot_id=d237613bb22f45febc8d500aee67152a#lots"><span style="font-weight: 400;">UAH 4.7 million</span></a><span style="font-weight: 400;"> for the repair of a restroom in the Syretskyi recreation park. A contract worth </span><a href="https://prozorro.gov.ua/tender/UA-2024-10-09-006646-a"><span style="font-weight: 400;">UAH 3 million </span></a><span style="font-weight: 400;">was also signed for the procurement of decorative seedlings, including Japanese and gray spirea, panicle hydrangea, willow, white cedars, maple, Spanish sycamore, and others.</span></p>
<p><span style="font-weight: 400;">What vehicles have been procured?</span></p>
<p><span style="font-weight: 400;">Another area of procurement by Kyivzelenbud is vehicles. Last year, the procuring entity contracted UAH 158 million for the procurement of dump trucks, cars, aerial work platforms, and tractors. </span></p>
<p><span style="font-weight: 400;">More than UAH 31 million was allocated for Chinese trucks, minibuses and JAC cars. Another approximately UAH 125 million worth of contracts were signed for the procurement of tractors, dump trucks, garbage trucks and aerial work platforms. Almost UAH 2 million went to spare parts and tires for the equipment.</span></p>
<h2><span style="font-weight: 400;">Contractors of the year </span></h2>
<h2><span style="font-weight: 400;">The largest contracts were awarded to five companies. The total value of their contracts is more than half of the total amount. </span></h2>
<p><span style="font-weight: 400;">Budshlyahmash Trade House</span></p>
<p><a href="https://youcontrol.com.ua/catalog/company_details/32670703/"><span style="font-weight: 400;">Budshlyahmash </span></a><span style="font-weight: 400;">is the leader in concluded contracts. The Kyiv-based company was awarded contracts totaling UAH 159 million, accounting for 26% of the total contract value. The contracts concerned the supply of vehicles. The company is owned by Myroslav Huivan. </span></p>
<p><span style="font-weight: 400;">Since 2024, the firm has been implicated in a </span><a href="https://reyestr.court.gov.ua/Review/117208167"><span style="font-weight: 400;">case</span></a><span style="font-weight: 400;"> involving the embezzlement of funds during the procurement of road maintenance vehicles by Kyivavtodor. In 2023, it inflated the estimated procurement value to involve affiliated companies, including Budshlyakhmash, and misappropriate a portion of the funds among the participants.</span></p>
<p><span style="font-weight: 400;">Rialbud</span></p>
<p><a href="https://youcontrol.com.ua/catalog/company_details/36432040/"><span style="font-weight: 400;">Rialbud PE</span></a><span style="font-weight: 400;"> ranks second, with contracts totaling UAH 64 million, accounting for 11% of the total value of concluded contracts. The company is based in Bohuslav. Its owner, </span><a href="https://kor.gov.ua/deputatskyi-korpus/tatoian-artashes-harnikovych/"><span style="font-weight: 400;">Artashes Tatoian</span></a><span style="font-weight: 400;">, is a member of the Kyiv Regional Council representing the European Solidarity Party, and its director is Oleksii Horbach.</span></p>
<p><span style="font-weight: 400;">The company has a </span><a href="https://glavcom.ua/kyiv/news/skilki-hroshej-tsoho-roku-kijiv-vitratit-na-remonti-parkiv-ta-skveriv-spisok-1031041.html"><span style="font-weight: 400;">history of criminal allegations</span></a><span style="font-weight: 400;">. In 2020, investigators </span><a href="https://reyestr.court.gov.ua/Review/92941511"><span style="font-weight: 400;">suspected</span></a><span style="font-weight: 400;"> Tatoian of organizing a scheme to embezzle funds through substandard and incomplete work. Currently, Rialbud’s director is a </span><a href="https://reyestr.court.gov.ua/Review/117558540"><span style="font-weight: 400;">suspect </span></a><span style="font-weight: 400;">in another criminal case involving the misappropriation of funds allocated for the procurement of a sand and salt mixture commissioned by the Obukhiv City Council.</span></p>
<p><span style="font-weight: 400;">The most recent </span><a href="https://reyestr.court.gov.ua/Review/125880543"><span style="font-weight: 400;">case </span></a><span style="font-weight: 400;">involves the alleged embezzlement of funds allocated for the </span><a href="https://prozorro.gov.ua/tender/UA-2024-09-24-014414-a"><span style="font-weight: 400;">repairs of a Kyiv park square </span></a><span style="font-weight: 400;">in Chekhovskyi Lane earlier this year. In 2024, Kyivzelenbud paid Rialbud UAH 6 million for work that was not performed. The deputy head of Kyivzelenbud has been officially notified of </span><a href="https://kyiv.gp.gov.ua/ua/news.html?_m=publications&amp;_c=view&amp;_t=rec&amp;id=379313"><span style="font-weight: 400;">suspicion</span></a><span style="font-weight: 400;">.</span></p>
<p><span style="font-weight: 400;">Region 11</span></p>
<p><a href="https://youcontrol.com.ua/catalog/company_details/43494508/"><span style="font-weight: 400;">Region 11 LLC</span></a><span style="font-weight: 400;"> ranks third, with agreements totalling UAH 59 million, equivalent to 10% of the total value of concluded contracts. The company is owned by Serhii Prokofiev from Luhansk.</span></p>
<p><span style="font-weight: 400;">Ukratomenegobud </span></p>
<p><a href="https://youcontrol.com.ua/catalog/company_details/32347574/"><span style="font-weight: 400;">Ukratomenergobud PrJSC</span></a><span style="font-weight: 400;"> ranks fourth in terms of the total value of contracts received, with agreements totalling UAH 37 million. The company is owned by Halyna Musiienko and Roman Khodin. </span></p>
<p><span style="font-weight: 400;">DSZ </span></p>
<p><span style="font-weight: 400;">Dnipro-based </span><a href="https://youcontrol.com.ua/catalog/company_details/34914426/"><span style="font-weight: 400;">DSZ</span></a><span style="font-weight: 400;"> rounds out the top five contractors, with agreements totalling UAH 37 million. The company is owned by Vitalii Kantsur and Andzhelika Polovko.</span></p>
<p><span style="font-weight: 400;">The company has a questionable reputation. In 2019, DSZ was found to have engaged in fictitious competition during a tender for the reconstruction of a children&#8217;s sanatorium in the Dnipropetrovsk region. Last year, the Anti-Monopoly Committee </span><a href="https://amcu.gov.ua/news/tak-amku-oshtrafuvala-kompanii-na-49-mln-hrn-za-zmovu-na-torhakh"><span style="font-weight: 400;">fined</span></a><span style="font-weight: 400;"> the company and Nikopolgazbud PE a total of UAH 4.9 million. </span></p>
<p><span style="font-weight: 400;">In addition, according to </span><a href="https://www.slidstvo.info/news/moz-zamovylo-remont-budivli-u-kompanii-iaka-fihuruie-u-7-my-kryminalnykh-spravakh-pro-rozkradannia-derzhkoshtiv/"><span style="font-weight: 400;">Slidstvo.Info</span></a><span style="font-weight: 400;">, throughout 2022, DSZ LLC, in collaboration with Kyivzelenbud, </span><a href="https://youcontrol.com.ua/judgedoc/?documentId=114398926&amp;cid=8227837"><span style="font-weight: 400;">signed </span></a><span style="font-weight: 400;">cost estimates with inflated values. These estimates are  related to programs for the overhaul, reconstruction, construction, and maintenance of green spaces. Officials from Kyivzelenbud, acting as procuring entities in these construction programs, allegedly colluded to ensure the selection of DSZ LLC as the winning contractor. </span></p>
<p><span style="font-weight: 400;">Since 2024, the firm has been </span><a href="https://reyestr.court.gov.ua/Review/125389146"><span style="font-weight: 400;">involved</span></a><span style="font-weight: 400;"> in a case concerning the misappropriation of funds during repair works on a basic shelter for a Kyiv school and kindergarten, as well as the replacement of windows at a kindergarten commissioned in 2023 by the Department of Education of the Desnianskyi District State Administration in Kyiv. </span></p>
<h1><span style="font-weight: 400;">This year’s plans </span></h1>
<p><span style="font-weight: 400;">In 2025, Kyivzelenbud plans to <a href="https://drive.google.com/file/d/1VsfuA4UFKkKuP1gj_bbyaBP93pKuihq8/view?usp=sharing">spend UAH 140 million</a> on the overhaul of 13 sites.<br />

		<title>High-Value Cars or Pickups for the Armed Forces of Ukraine: Vehicles Procured Through Prozorro in 2024</title>

<p><span style="font-weight: 400;">The DOZORRO team has been </span><a href="https://dozorro.org/blog/chinovnickij-avtopark-za-byudzhetni-koshti"><span style="font-weight: 400;">monitoring</span></a><span style="font-weight: 400;"> the procurement of vehicles on Prozorro since 2019. We are examining how officials use taxpayer money to expand vehicle fleets. This year, we are analyzing whether trends in budget-funded vehicle procurements have shifted during the third year of the full-scale invasion.</span></p>
<p><span style="font-weight: 400;">We analyze procurements using the specific classification code </span><i><span style="font-weight: 400;">34110000-1 Passenger cars </span></i><span style="font-weight: 400;">and relevant keywords. The sample excludes specific vehicles that fall under this classification, such as ambulances, snow and swamp vehicles for the State Emergency Service, and cash transit vans.</span></p>
<p><span style="font-weight: 400;">During the first year of the full-scale invasion (February 24, 2022 – February 24, 2023), vehicles were procured through Prozorro for a total of </span><a href="https://dozorro.org/blog/yaki-avtivki-pridbali-na-prozorro-u-pershij-rik-povnomasshtabnoyi-vijni"><span style="font-weight: 400;">UAH 2.4 billion</span></a><span style="font-weight: 400;">. In the calendar year 2022, the value of such contracts was half that of pre-war 2021 — UAH 1.8 billion compared to </span><a href="https://dozorro.org/blog/zakupivli-avtomobiliv-u-prozorro-2021"><span style="font-weight: 400;">UAH 3.6 billion</span></a><span style="font-weight: 400;">. In 2023, the value of contracts for vehicle procurement through Prozorro nearly returned to pre-war levels, reaching </span><a href="https://dozorro.org/blog/lyuks-chi-robochij-klas-yaki-avto-kupuvali-na-prozorro-u-2023"><span style="font-weight: 400;">UAH 3.7 billion.</span></a><span style="font-weight: 400;"> In 2024, UAH 8.1 billion was spent on vehicle procurement through Prozorro, more than 2.2 times the amount spent the previous year.</span></p>

<p><span style="font-weight: 400;">In 2024, the largest number of procurements — almost every seventh — was announced in November, at the end of the budget year. Overall, 87% of the cars were procured through competitive procedures, while the remaining were directly procured from sellers. </span></p>
<p><span style="font-weight: 400;">Last year, 56% of the vehicles procured (3,500 units) were priced between UAH 1–2 million each. Another 40% of the vehicles procured were priced at no more than UAH 1 million each. <h1><span style="font-weight: 400;">Top 5 most expensive cars in 2024</span></h1>
<p><b>Isuzu D-Max (armored) &#8211; UAH 4.3 million</b><span style="font-weight: 400;">. </span></p>
<p><span style="font-weight: 400;">The Main Directorate of the National Police in the Kherson region </span><a href="https://prozorro.gov.ua/tender/UA-2024-10-01-003809-a"><span style="font-weight: 400;">procured</span></a><span style="font-weight: 400;"> an armored pickup truck, the НСА IDM3S-3, based on the Isuzu D-MAX model. Class 3 Armored Vehicle with bullet-resistant windows of class BR6. The vehicle was funded through the local budget. </span></p>
<p><b>Volkswagen Multivan — UAH 4 million. </b></p>
<p><span style="font-weight: 400;">The Department of State Security of Ukraine </span><a href="https://prozorro.gov.ua/tender/UA-2024-09-06-002200-a"><span style="font-weight: 400;">procured </span></a><span style="font-weight: 400;">seven Volkswagen Multivans for UAH 4 million. The metallic black vehicles with automatic transmission are required to accommodate seven personnel, including the driver, along with weapons and personal protective equipment. Each vehicle will also be equipped with a signal and loudspeaker system, two LED beacons under the windshield, and eight LED headlights mounted on the front and rear of the body. </span></p>

<p><b>Toyota Land Cruiser — UAH 3.9 million. </b></p>
<p><span style="font-weight: 400;">The Department of State Security of Ukraine </span><a href="https://prozorro.gov.ua/tender/UA-2024-08-21-009268-a"><span style="font-weight: 400;">procured</span></a><span style="font-weight: 400;"> four Toyota Land Cruisers for UAH 3.9 million. </span></p>
<p><span style="font-weight: 400;">The vehicles will also be equipped with metal engine protection, a protective grille for the radiator, winter tires, tinted windows (excluding the windshield), and a motorist&#8217;s road kit. The specialized equipment includes LED headlights integrated into the radiator grille and beneath the rear window, signal beacons, and a powerful loudspeaker system with remote light control.</span></p>
<p><span style="font-weight: 400;">According to the </span><a href="https://www.facebook.com/udoukyiv/posts/pfbid031wbcWXZWLzw3qiRNLhar8BtE94ZLGUbWuHdHnZQcqv2jhUtVAswLXrtSkCoJ9h6Fl"><span style="font-weight: 400;">Department&#8217;s explanation</span></a><span style="font-weight: 400;">, four Toyota Land Cruisers were procured to appropriately host foreign officials visiting Ukraine.</span></p>
<p><b>Volkswagen Multivan — UAH 3.8 million</b></p>
<p><span style="font-weight: 400;">The National Bank of Ukraine </span><a href="https://prozorro.gov.ua/tender/UA-2024-12-05-019985-a"><span style="font-weight: 400;">procured</span></a><span style="font-weight: 400;"> three Volkswagen Multivans for UAH 3.8 million. The vehicle features a 2-liter diesel engine, all-wheel drive, and an automatic transmission. </span></p>
<p><b>Peugeot Landtrek (armored) — UAH 3.6 million</b></p>
<p><span style="font-weight: 400;">The Main Directorate of the National Police in the Dnipropetrovsk region </span><a href="https://prozorro.gov.ua/tender/UA-2024-09-13-011686-a"><span style="font-weight: 400;">procured</span></a><span style="font-weight: 400;"> three armored Peugeot Landtreks for UAH 3.6 million. These pickups meet the specifications of a Class 3 Armored Vehicle with bullet-resistant windows of class BR6.</span></p>
<h1><span style="font-weight: 400;">Leaders in vehicle procurement </span></h1>
<p><span style="font-weight: 400;">In general, law enforcement agencies dominate among the</span><a href="https://www.slovoidilo.ua/2016/09/22/infografika/bezpeka/sylovi-ta-speczialni-struktury-ukrayiny-xto-oxoronyaye-nash-spokij"><span style="font-weight: 400;"> law enforcement and special structures</span></a><span style="font-weight: 400;"> in procurements. Public procurements by the Ministry of Internal Affairs, the Security Service of Ukraine, and military units alone account for about the half of the procured vehicles. They usually procured special purpose vehicles. As a rule, these are models of typical civilian vehicles equipped with specific features such as flashing lights, sirens, walkie-talkies, and a safe for storing weapons.</span></p>
<p><span style="font-weight: 400;">In 2024, the</span><b> National Police and its structural divisions</b><span style="font-weight: 400;"> procured nearly 1,800 vehicles at a total cost of UAH 2.2 billion. This represents a 25% increase c</span><a href="https://dozorro.org/blog/lyuks-chi-robochij-klas-yaki-avto-kupuvali-na-prozorro-u-2023"><span style="font-weight: 400;">ompared to last year’s fleet expansion</span></a><span style="font-weight: 400;">. The National Police most frequently procured Renault Dusters — 513 vehicles for UAH 452 million, Peugeot Landtreks — 262 vehicles for UAH 400 million, and Skoda Octavias — 217 vehicles for UAH 215 million.</span></p>
<p><span style="font-weight: 400;">The </span><b>Defense Procurement Agency</b><span style="font-weight: 400;"> ranks second, having procured </span><b>359 vehicles</b><span style="font-weight: 400;"> for UAH 358 million. These included Great Wall Wingle pickups for the </span><a href="https://mod.gov.ua/news/agencziya-oboronnih-zakupivel-postavila-154-pikapi"><span style="font-weight: 400;">Armed Forces of Ukraine</span></a><span style="font-weight: 400;">.</span></p>

<p><span style="font-weight: 400;">The third and fourth places were occupied by the state enterprise Forests of Ukraine and the SSU along with its regional departments, respectively. Interestingly,</span><a href="https://dozorro.org/blog/lyuks-chi-robochij-klas-yaki-avto-kupuvali-na-prozorro-u-2023"><span style="font-weight: 400;"> in 2023</span></a><span style="font-weight: 400;">, the SSU held third place, while Forests of Ukraine ranked fourth. Both organizations procured more vehicles this year compared to last: Forests of Ukraine increased by 117 vehicles, and the SSU by 17. </span></p>
<p><b>Forests of Ukraine </b><span style="font-weight: 400;">expanded its fleet with </span><b>303 vehicles.</b><span style="font-weight: 400;"> The majority of the vehicles procured were Renault Dusters (161) and Mitsubishi L200s (111). </span></p>
<p><span style="font-weight: 400;">In 2024, the </span><b>SSU</b><span style="font-weight: 400;"> and its </span><b>regional divisions</b><span style="font-weight: 400;"> procured </span><b>293 vehicles.</b><span style="font-weight: 400;"> This year, the most frequently procured vehicles were Toyota RAV4s (101 units), Renault Dusters (35 units), and Hyundai Starias (24 units).</span></p>
<p><span style="font-weight: 400;">The top five also includes the </span><b>Security Police</b><span style="font-weight: 400;">, which procured 190 vehicles worth UAH 207 million. The most commonly procured models were Renault Dusters (65 units) and Toyota Camrys (23 units).</span></p>
<h1><span style="font-weight: 400;">Pickups</span></h1>
<p><span style="font-weight: 400;">Half of last year&#8217;s contract value was allocated to the procurement of pickups — </span><b>2,800 vehicles worth UAH 4 billion. Those cars were mostly bought for the Armed Forces of Ukraine.</b><span style="font-weight: 400;"> Pickups and jeeps are the most popular vehicles at the front due to their height and spacious luggage compartments, which can accommodate backpacks, spare tires, ammunition, food, equipment, and other essentials needed in wartime.</span></p>
<p><b>Toyota Hilux</b></p>
<p><span style="font-weight: 400;">A third of the procured </span><b>Toyota Hilux</b><span style="font-weight: 400;"> pickups falls on two procuring entities: Military Unit T0950 procured </span><a href="https://prozorro.gov.ua/tender/UA-2024-09-27-009981-a"><span style="font-weight: 400;">151 vehicles</span></a><span style="font-weight: 400;"> for UAH 267 million, and the National Police of Ukraine procured </span><a href="https://prozorro.gov.ua/tender/UA-2024-05-06-002891-a"><span style="font-weight: 400;">150 vehicles</span></a><span style="font-weight: 400;"> for UAH 233 million. Another </span><a href="https://prozorro.gov.ua/tender/UA-2024-09-27-006436-a"><span style="font-weight: 400;">58</span></a><span style="font-weight: 400;"> Toyota Hilux pickups, worth UAH 86 million, were procured by Ukrnafta; 57, worth UAH 107 million, by the State Special Communication Services; and 50, worth UAH 73 million, by Ratusha Service.</span></p>
<p><b>Peugeot Landtrek</b></p>
<p><span style="font-weight: 400;">The majority of </span><b>Peugeot Landtreks </b><span style="font-weight: 400;">were contracted by the National Police of Ukraine — 150 vehicles, with </span><a href="https://prozorro.gov.ua/tender/UA-2024-10-31-005172-a"><span style="font-weight: 400;">100</span></a><span style="font-weight: 400;"> procured in November and </span><a href="https://prozorro.gov.ua/tender/UA-2024-06-26-005190-a"><span style="font-weight: 400;">50</span></a><span style="font-weight: 400;"> in July. The total contract price was UAH 223 million. Another </span><a href="https://prozorro.gov.ua/tender/UA-2024-11-07-015793-a"><span style="font-weight: 400;">100</span></a><span style="font-weight: 400;"> Peugeot Landtreks were procured for UAH 151 million by the Liut Joint Assault Brigade of the National Police of Ukraine.</span></p>

<p><b>Mitsubishi L200 </b></p>
<p><span style="font-weight: 400;">The clear leader in the number of Mitsubishi L200 pickups procured is the State Enterprise “Forests of Ukraine,” which acquired 111 vehicles for UAH 163 million. Additionally, the Main Intelligence Directorate of the Ministry of Defense procured </span><a href="https://prozorro.gov.ua/uk/search/tender?buyer=22990919&amp;text=Mitsubishi+L200&amp;status=complete"><span style="font-weight: 400;">57</span></a><span style="font-weight: 400;"> such pickups for UAH 87 million. </span><a href="https://prozorro.gov.ua/uk/search/tender?status=complete&amp;text=Mitsubishi+L+200&amp;buyer=04051327"><span style="font-weight: 400;">Lutsk</span></a><span style="font-weight: 400;"> and </span><a href="https://prozorro.gov.ua/uk/search/tender?text=Mitsubishi+L200&amp;buyer=03084813&amp;status=complete"><span style="font-weight: 400;">Vinnytsia</span></a><span style="font-weight: 400;"> city councils each procured 30 Mitsubishi L200 pickups. </span></p>
<p><b>Great Wall Wingle</b></p>
<p><span style="font-weight: 400;">The Defense Procurement Agency </span><a href="https://prozorro.gov.ua/uk/search/tender?text=Pick-Up&amp;buyer=44725823&amp;status=complete"><span style="font-weight: 400;">procured</span></a><span style="font-weight: 400;"> the most Great Wall Wingle pickups, with a total of 354 vehicles. Since information about such procurements is classified during the war, it is impossible to determine the exact models of Wingle pickups purchased by the Agency. In August, the Ministry of Defense </span><a href="https://mod.gov.ua/news/agencziya-oboronnih-zakupivel-postavila-154-pikapi"><span style="font-weight: 400;">reported</span></a><span style="font-weight: 400;"> that 154 of the pickups procured by the Agency had already been delivered to the military.</span></p>
<p><span style="font-weight: 400;">The Kryvyi Rih city council procured </span><a href="https://prozorro.gov.ua/tender/UA-2024-02-13-013063-a"><span style="font-weight: 400;">50 Great Wall Wingle 7</span></a><span style="font-weight: 400;"> pickups for UAH 53 million.</span></p>
<p><b>Tata Xenon X2 </b></p>
<p><span style="font-weight: 400;">Eighty-five percent of the total number of procured Tata Xenon X2 pickups (136 vehicles worth UAH 173 million) were </span><a href="https://prozorro.gov.ua/uk/search/tender?value.start=99000000&amp;value.end=&amp;text=%D0%9F%D1%96%D0%BA%D0%B0%D0%BF%D0%B8&amp;buyer=42795490&amp;status=complete"><span style="font-weight: 400;">procured </span></a><span style="font-weight: 400;">by the Operator of the Gas Transport System of Ukraine LLC.</span></p>
<h1><span style="font-weight: 400;">Crossovers </span></h1>
<p><b>Renault Duster</b></p>
<p><b>The Renault Duster, a budget crossover, continues to be the absolute leader in the number of cars procured through Prozorro. </b><span style="font-weight: 400;">This compact and relatively budget-friendly crossover-SUV is suitable for both regular roads and moderately challenging off-road conditions. This year, 1,485 such cars were procured, or 23% of the total number. The National Police procured the most Renault Dusters, with a total of 513 vehicles, through Prozorro. For the most part, these are special-purpose vehicles, equipped with an LED panel with flashing lights, a loudspeaker, a radio station for walkie-talkies, and a safe. Another</span><a href="https://prozorro.gov.ua/tender/UA-2024-04-15-005337-a"><span style="font-weight: 400;"> 175</span></a><span style="font-weight: 400;"> such crossovers were procured by the Ministry of Health </span><a href="https://moz.gov.ua/uk/medzakladi-ukrayini-otrimali-175-pozashlyahovikiv-dlya-pokrashennya-dostupu-do-medichnoyi-dopomogi"><span style="font-weight: 400;">as part of the joint project </span></a><span style="font-weight: 400;">with the World Bank, “Strengthening the Health System and Preserving Life” (Heal Ukraine).</span></p>
<p><span style="font-weight: 400;">Ukrainian Forests procured 161 Renault Dusters. </span></p>
<p><b>Skoda Karoq</b></p>
<p><span style="font-weight: 400;">The Skoda Karoq ranks second, with 205 units procured for UAH 183 million. Of these, 181 cars worth UAH 223 million were procured by the National Police. To be specific, the National Police </span><a href="https://prozorro.gov.ua/tender/UA-2024-06-21-009961-a"><span style="font-weight: 400;">procured</span></a><span style="font-weight: 400;"> 150 Skoda Karoqs, the </span><a href="https://prozorro.gov.ua/tender/UA-2024-10-14-011252-a"><span style="font-weight: 400;">Patrol Police Department </span></a><span style="font-weight: 400;">procured 23 more, and the Service Center for National Police units procured 5.</span></p>

<p><span style="font-weight: 400;">Most often these crossovers were procured by the </span><a href="https://prozorro.gov.ua/tender/UA-2024-10-22-012329-a"><span style="font-weight: 400;">State Security Department</span></a><span style="font-weight: 400;"> and </span><a href="https://prozorro.gov.ua/tender/UA-2024-02-16-008095-a"><span style="font-weight: 400;">village communities</span></a><span style="font-weight: 400;">. </span></p>
<h1><span style="font-weight: 400;">Sedans </span></h1>
<p><b>Skoda Octavia</b></p>
<p><span style="font-weight: 400;">In 2024, the most popular sedan was the Skoda Octavia, with 279 units procured for UAH 280 million. Nearly two-thirds of the total number of these vehicles were </span><a href="https://prozorro.gov.ua/tender/UA-2024-05-14-002829-a"><span style="font-weight: 400;">procured</span></a><span style="font-weight: 400;"> by the National Police. The cost of one Skoda Octavia was UAH 982,000, with the total contract amounting to </span><a href="https://prozorro.gov.ua/tender/UA-2024-05-14-002829-a"><span style="font-weight: 400;">UAH 196 million.</span></a><span style="font-weight: 400;"> The vehicles are equipped with a SDT-9 LED signal device as special equipment. </span></p>
<p><b>Toyota Corolla </b></p>
<p><span style="font-weight: 400;">The Toyota Corolla ranks second, with 171 units procured for UAH 173 million. The fleet of the Main Service Center of the Ministry of Internal Affairs saw the largest increase with these vehicles. Last year, they procured </span><a href="https://prozorro.gov.ua/uk/search/tender?value.start=11000000&amp;value.end=&amp;text=%D0%9B%D0%B5%D0%B3%D0%BA%D0%BE%D0%B2%D1%96+%D0%B0%D0%B2%D1%82%D0%BE%D0%BC%D0%BE%D0%B1%D1%96%D0%BB%D1%96+%D1%81%D0%BF%D0%B5%D1%86%D1%96%D0%B0%D0%BB%D1%96%D0%B7%D0%BE%D0%B2%D0%B0%D0%BD%D0%BE%D0%B3%D0%BE+%D0%BF%D1%80%D0%B8%D0%B7%D0%BD%D0%B0%D1%87%D0%B5%D0%BD%D0%BD%D1%8F+(%D0%BD%D0%B0%D0%B2%D1%87%D0%B0%D0%BB%D1%8C%D0%BD%D1%96)&amp;buyer=40109173&amp;status=complete"><span style="font-weight: 400;">76 such vehicles</span></a><span style="font-weight: 400;"> for UAH 81 million. Two Toyota Camry sedans were procured by the </span><a href="https://prozorro.gov.ua/tender/UA-2024-04-22-010588-a"><span style="font-weight: 400;">SSU Department in the Volyn region</span></a><span style="font-weight: 400;"> and the </span><a href="https://prozorro.gov.ua/uk/search/tender?buyer=20001792&amp;text=Toyota+Camry&amp;status=complete"><span style="font-weight: 400;">Main Directorate of the SSU in Kyiv and the Kyiv region</span></a><span style="font-weight: 400;">. <p><span style="font-weight: 400;">A total of 46 such sedans were procured for UAH 31 million during the year. The Citroen C-Elysee was primarily procured by the</span><a href="https://prozorro.gov.ua/tender/UA-2024-01-19-009750-a"><span style="font-weight: 400;"> service centers of the Ministry of Internal Affairs</span></a><span style="font-weight: 400;">, the Police Department, and the </span><a href="https://prozorro.gov.ua/tender/UA-2024-10-01-008892-a"><span style="font-weight: 400;">Security Police</span></a><span style="font-weight: 400;">. </span></p>

<p><b>Skoda Superb</b></p>
<p><span style="font-weight: 400;">The top five is rounded out by the Skoda Superb, with 14 units procured for UAH 23.5 million. The majority of these vehicles, five in total, were </span><a href="https://prozorro.gov.ua/tender/UA-2024-05-17-006916-a"><span style="font-weight: 400;">procured</span></a><span style="font-weight: 400;"> by the SIB. The cars in the Ambition configuration cost the procuring entity UAH 1.5 million each. Slightly more expensive equipment, costing UAH 1.9 million, was procured by the </span><a href="https://prozorro.gov.ua/tender/UA-2024-11-21-000586-a?lot_id=28bd0626fa6042229072906bb0e8f69b#lots"><span style="font-weight: 400;">SSU Department in the Vinnytsia region</span></a><span style="font-weight: 400;"> and the </span><a href="https://prozorro.gov.ua/tender/UA-2024-12-11-020773-a"><span style="font-weight: 400;">State Scientific Control Institute of Biotechnology and Strains of Microorganisms</span></a><span style="font-weight: 400;">. The </span><a href="https://prozorro.gov.ua/tender/UA-2024-10-18-013325-a"><span style="font-weight: 400;">Main Service Center of the Ministry of Internal Affairs </span></a><span style="font-weight: 400;">and the </span><a href="https://prozorro.gov.ua/tender/UA-2024-09-23-009356-a?lot_id=64e1ea623a0c4254a8ea381adcebcd0f#lots"><span style="font-weight: 400;">Main Directorate of the SSU in the Donetsk and Luhansk regions</span></a><span style="font-weight: 400;"> each paid UAH 2 million for the sedan. <h1><span style="font-weight: 400;">Vans </span></h1>
<p><b>Ford Transit </b></p>
<p><span style="font-weight: 400;">In this category, the Ford Transit was procured the most, with 179 vehicles worth UAH 418 million. The majority of these vehicles were procured by the National Police, with 78 units purchased for UAH 220 million. In particular, </span><a href="https://prozorro.gov.ua/tender/UA-2024-09-03-001948-a"><span style="font-weight: 400;">30</span></a><span style="font-weight: 400;"> of these vehicles, each costing UAH 2.8 million, are used for the transportation of detainees. </span><a href="https://prozorro.gov.ua/tender/UA-2024-05-06-003169-a"><span style="font-weight: 400;">Another 30 vehicles</span></a><span style="font-weight: 400;">, for specialized purposes, cost UAH 3 million each. Additionally, </span><a href="https://prozorro.gov.ua/tender/UA-2024-07-19-009713-a"><span style="font-weight: 400;">8 Ford Transit Kombis </span></a><span style="font-weight: 400;">were procured by the Liut Joint Assault Brigade of the National Police of Ukraine. Ford Transits were also procured by regional power companies: 10 by </span><a href="https://prozorro.gov.ua/tender/UA-2024-01-25-015554-a"><span style="font-weight: 400;">Zakarpattiaoblenergo</span></a><span style="font-weight: 400;"> and 6 by </span><a href="https://prozorro.gov.ua/tender/UA-2024-02-16-002712-a"><span style="font-weight: 400;">Volynoblenergo</span></a><span style="font-weight: 400;">. </span></p>
<p><span style="font-weight: 400;">The SSU procured 10 Ford Transit vehicles, totaling UAH 11.3 million, in various specifications. In particular, the SSU procured 3 </span><a href="https://prozorro.gov.ua/uk/search/tender?value.start=2000000&amp;value.end=&amp;status=complete&amp;text=%D0%90%D0%B2%D1%82%D0%BE%D0%B1%D1%83%D1%81&amp;buyer=00034074"><span style="font-weight: 400;">Ford Transit Minibuses</span></a><span style="font-weight: 400;">, each costing UAH 2.2 million, and 2 Ford Transit Custom Cars, each priced at </span><a href="https://prozorro.gov.ua/tender/UA-2024-03-08-006930-a"><span style="font-weight: 400;">UAH 2.3 million</span></a><span style="font-weight: 400;">. The rest were procured by regional departments. </span></p>
<p><b>Renault Express</b></p>
<p><span style="font-weight: 400;">This budget-friendly van was most frequently procured by regional power companies and various utilities. For example, Chernivtsioblenergo </span><a href="https://prozorro.gov.ua/tender/UA-2024-11-07-011209-a?lot_id=ad14a300a91c4c60956d777c68ec2fc0#lots"><span style="font-weight: 400;">procured</span></a><span style="font-weight: 400;"> 22 Renault Express vans, while Rivneoblenergo acquired </span><a href="https://prozorro.gov.ua/tender/UA-2024-01-15-009811-a"><span style="font-weight: 400;">9</span></a><span style="font-weight: 400;">. In total, 148 such vans were procured for UAH 136 million.</span></p>
<p><b>Hyundai Staria</b></p>
<p><span style="font-weight: 400;">The futuristic minivan with a minimalist design, the Hyundai Staria, remains quite popular among Ukrainian government agencies. Last year, 84 such vehicles were procured for UAH 171 million. The SSU and its regional departments procured the most Hyundai Staria vehicles, with a total of 24 cars, bringing the total contract amount to UAH 51.4 million. The SSU itself </span><a href="https://prozorro.gov.ua/uk/search/tender?text=%D1%81%D0%BF%D0%B5%D1%86%D1%96%D0%B0%D0%BB%D1%96%D0%B7%D0%BE%D0%B2%D0%B0%D0%BD%D0%BE%D0%B3%D0%BE+%D0%BF%D1%80%D0%B8%D0%B7%D0%BD%D0%B0%D1%87%D0%B5%D0%BD%D0%BD%D1%8F&amp;status=complete&amp;tenderer=37311783&amp;buyer=0003407"><span style="font-weight: 400;">procured 1</span></a><span style="font-weight: 400;">6 Hyundai Staria vehicles: 15 for UAH 2 million each, and one for UAH 2.6 million. The remaining Hyundai Staria units were procured by regional departments and the </span><a href="https://prozorro.gov.ua/tender/UA-2024-10-18-012275-a"><span style="font-weight: 400;">SSU Aviation Center</span></a><span style="font-weight: 400;">. </span></p>
<p><span style="font-weight: 400;">The State Investigation Bureau procured 9 Hyundai Staria vehicles for UAH 18 million in the Business configuration: </span><a href="https://prozorro.gov.ua/tender/UA-2024-06-04-002104-a"><span style="font-weight: 400;">6</span></a><span style="font-weight: 400;"> all-wheel drive vehicles for UAH 2.1 million each, and </span><a href="https://prozorro.gov.ua/tender/UA-2024-06-03-006468-a"><span style="font-weight: 400;">3 </span></a><span style="font-weight: 400;">front-wheel drive vehicles for UAH 2 million each. </span></p>
<p><span style="font-weight: 400;">Additionally, 5 Hyundai Staria units were procured by the </span><a href="https://prozorro.gov.ua/tender/UA-2024-06-11-009819-a"><span style="font-weight: 400;">Black Sea branch of the USPA</span></a><span style="font-weight: 400;"> and </span><a href="https://prozorro.gov.ua/tender/UA-2024-05-21-007959-a"><span style="font-weight: 400;">Delta-Lotsman SE</span></a><span style="font-weight: 400;">.</span></p>

In particular, 8 such vans were</span><a href="https://prozorro.gov.ua/uk/search/tender?text=%D0%90%D0%B2%D1%82%D0%BE%D0%BC%D0%BE%D0%B1%D1%96%D0%BB%D1%8C+%D0%BB%D0%B5%D0%B3%D0%BA%D0%BE%D0%B2%D0%B8%D0%B9+5-%D1%82%D0%B8+%D0%BC%D1%96%D1%81%D0%BD%D0%B8%D0%B9&amp;buyer=45204941&amp;status=complete"><span style="font-weight: 400;"> procured</span></a><span style="font-weight: 400;"> by the Lviv branch of Gas Distribution Networks of Ukraine LLC, while 3 vehicles each were procured by </span><a href="https://prozorro.gov.ua/tender/UA-2024-02-12-013275-a"><span style="font-weight: 400;">Donetskoblgas</span></a><span style="font-weight: 400;"> and </span><a href="https://prozorro.gov.ua/tender/UA-2024-04-09-012669-a"><span style="font-weight: 400;">Mykolaiivkomuntrans</span></a><span style="font-weight: 400;">.</span></p>
<p><b>Citroen Berlingo</b></p>
<p><span style="font-weight: 400;">The top five also included the Citroen Berlingo, with 32 units procured for nearly UAH 37 million. These vans were most frequently procured by various companies: </span><a href="https://prozorro.gov.ua/tender/UA-2024-11-19-014694-a"><span style="font-weight: 400;">7 </span></a><span style="font-weight: 400;">by Mykolaiivoblenergo, and 2 each by </span><a href="https://prozorro.gov.ua/uk/search/tender?status=complete&amp;text=Citroen+Berlingo&amp;buyer=23399393"><span style="font-weight: 400;">Chernivstsiteplokommunenergo</span></a><span style="font-weight: 400;"> and </span><a href="https://prozorro.gov.ua/tender/UA-2024-08-14-011568-a"><span style="font-weight: 400;">Military Unit A4362</span></a><span style="font-weight: 400;">. </span></p>
<h1><span style="font-weight: 400;">Conclusion </span></h1>
<p><span style="font-weight: 400;">2024 marked a shift in the general trend of vehicle procurements through Prozorro since the start of the full-scale war, with more vehicles being procured for the Defense Forces than for civilian use. </span><b>Half of the total contract value </b><span style="font-weight: 400;">was allocated to the </span><b>procurement of pickups, the majority of which were procured for the Armed Forces of Ukraine. </b><span style="font-weight: 400;">In the top 5 most popular vehicles, 4 are pickups. In 2024, compared to 2023, fewer luxury cars were procured that had previously been in the top rankings. In particular, 6 times fewer Toyota Land Cruisers were procured—10 units compared to 65 in 2023. However, some government agencies continue to procure expensive cars, the need for which is clearly questionable. For example, in 2024, compared to 2023, they procured 2.5 times more Toyota Camrys (68 units vs. 26) and 1.5 times more Hyundai Starias (83 units vs. 56). </span></p>
