On May 19 at 12:00 p.m., the Transparent Cities program of Transparency International Ukraine will present the results of the annual Transparency Ranking of 100 Ukrainian Cities

The full-scale invasion has shown that transparency and effective local governance in Ukraine became important markers of the capacity and resilience of communities. Many things were expected from the local governments: to ensure sufficient quality of life, access to basic services, support for citizens in difficult circumstances, and effective solutions in the face of uncertainty. Despite constraints related to the security situation, demographic changes, and staff shortages, some cities managed not only to maintain but also increase transparency by implementing innovative solutions. Others, however, turned out not to be ready for the challenges. 

The Transparent Cities program has been researching the work of municipalities since 2017, and annually updates its assessment approaches in line with the country’s present situation. This year, analysts evaluated 100 cities from 21 oblasts based on 70 criteria, identified leaders and outsiders, as well as factors that influenced the raise in transparency most. 

Which of the last year’s leaders managed to maintain their positions? Why has Ternopil been deprived of its status and position in the 2024 Transparency Ranking? Which of the frontline cities made an incredible leap and showed that transparency doesn’t depend on the number of air alerts? We will cover this and more during the presentation. 

As part of the event, analysts will also present the condensed summary of transparency results over 8 years, and show not only numbers but also trends to answer the question “What does transparency (not) depend on?”

Upon publishing the results, an honest discussion with municipal leaders will take place on the aspects that help and hinder the path of Ukrainian cities towards becoming transparent and sustainable in a European way. 

The main discussion topics: 

  • Which management-level decisions change the lives of the communities and how does political will affect real results?
  • Changes required of Ukrainian cities to overcome the challenges of war, promote effective recovery, and rapid European integration. 
  • Cities near the frontline vs. cities in the rear: has transparency become a tool of survival or the contrary – an extra challenge?
