UAH 67 million is exactly how much money DOZORRO managed to save in April. These are the results of the requests our procurement and reconstruction monitoring department sent to procuring entities in previous months.

Today, we’re sharing four of the most encouraging cases — made possible by our monitoring efforts in previous months. Since the beginning of the year, we’ve helped prevent the inefficient use of nearly UAH 280 million.

Here are the latest figures for April: the DOZORRO team analyzed 62 procurement transactions with a total estimated value of over UAH 5.3 billion. Two-thirds of the monitored tenders — 43 in total — contained violations.

The most common issues were overestimated value or potential overpayments. These were identified in 34 tenders, with potential budget losses totaling UAH 91 million.

Another seven procurement transactions revealed violations in the tender evaluation process — for example, cases where the procuring entity unjustifiably selected a winner or, conversely, rejected a good bid.

Insulating houses in Dnipro: nearly UAH 32 million added to the efficiency piggy bank

Back in April 2024, DOZORRO identified the first instances of overpayment for home insulation projects in Dnipro. At that time, the Housing Department of the Dnipro City Council signed 13 contracts worth over UAH 425 million with Starbudcontract LLC.

The contractor inflated the prices of building materials used for home insulation. Items such as insulation, decorative plaster, reinforcing mesh, and several other materials were priced above market rates. We reached out to the procuring entity and the city council, and a dialogue soon began.

By mid-May 2024, the total value of the contracts had already been reduced by UAH 64 million. A year later, in April 2025, the Dnipro City Council informed DOZORRO by email that all 13 contracts had been fulfilled, and the Housing Department had saved UAH 95.2 million. This shows that the impact of our work can be seen even a year later — with an additional UAH 32 million in savings on top of the UAH 64 million saved last year.

UAH 16 million savings on staples

In August of last year, the Education Department of the Dnipro Regional State Administration signed a UAH 176 million contract with SMART UNIVERSAL GROUP LLC to build a shelter for School No. 146 in Kyiv.

Our analysts identified potentially inflated prices for building materials, in particular, for standard metal staples intended for securing cables. The estimate listed a single-lug 16 mm G 2.5–10 µm staple at UAH 1,578 per unit, while its average market price is only about UAH 3! That’s a price difference of more than 500 times. The price of another type of staple — a single-lug 20 mm G 2.5–10 µm — was inflated by more than 300 times. Only for these two items, the potential overpayment exceeded UAH 19 million.

The total potential overpayment is more than UAH 36 million. We contacted the procuring entity twice, sent calculations and asked them to provide work acceptance certificates. As a result, the staple prices were revised, leading to savings of UAH 16 million.

UAH 8.8 million savings on school construction in Lviv region

Our next case is all about playing the long game. Back in June 2024, DOZORRO uncovered inflated prices for building materials used in the construction of a Level I–III school in the village of Lybokhora, Lviv region. Technical Supervision, a municipal enterprise of the Lviv Regional Council, signed a contract worth nearly UAH 96 million with Budprime PE. The contractor is supposed to complete the work by the end of 2025.

In the estimates, our experts saw inflated prices for some building materials. For example, Budprime planned to supply Ceresit CT 42 acrylic paint at UAH 372 per liter (including VAT), while the average market price was under UAH 223 per liter. The project could have overpaid more than twice the market rate for sports linoleum (6.5 mm thick, with a wear layer of 0.7 mm). It was planned to be procured at UAH 3,164.28 per sq. m (including VAT), while the average market price for similar material was UAH 874.04 per sq.m. Overall, according to our calculations, overpayments on just 10 items could exceed UAH 3.7 million.

In June 2024, we sent an official letter to the procuring entity, providing a detailed analysis and calculations, along with a request to adjust the prices to market averages. Although the contract price was fixed, the procuring entity signed an addendum and finally reduced the total contract value. The total savings amounted to UAH 8.8 million.

Hostel in Kamianske: UAH 6.8 million in savings

At the beginning of 2025, Blahoustrii municipal enterprise of the Kamianske City Council signed a contract for major repairs of a dormitory building at 61 Himnazychnyi Avenue. The contractor was UKRGASSPETSSERVICE, and the contract was valued at over UAH 81.8 million.

In total, our experts identified potential overpayments exceeding UAH 10 million. The highest potential overpayment, according to analysts, was for plastic clamps with 25 mm impact anchors used to secure pipes and cables. Ukrgasspetservice LLC included them in the estimate at UAH 146.11 per unit, while the average market price is UAH 9.19 per unit. Only here the possible overpayment reached more than UAH 1.8 million.

We submitted a formal request to the procuring entity and received a response in April: the prices were revised, and the contract value was reduced by UAH 6.8 million. The clips now cost 14.6 UAH apiece, which is 10 times less than the original amount.
