

On September 25, the government appointed the members of the Competition Commission tasked with choosing the Head of the Asset Recovery and Management Agency under the new rules.
The Commission includes:
- Wolf-Tilman Baumert — Head of the Economic Crime Investigation Department of the Wuppertal Prosecutor’s Office, Federal Republic of Germany, and expert of the German Foundation for International Legal Cooperation.
- Serhii But — Chairman of the Board of Prozorro.Sale JSC.
- Anzhelika Krusian — Academic Secretary of Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine.
- Valentyna Lukianets-Shakhova — Chief Research Fellow at the Research Laboratory on Issues of State-Building and Law Enforcement of the Institute of Law and Psychology of the National Academy of Internal Affairs.
- Kateryna Ryzhenko — Deputy Executive Director of TI Ukraine for Legal Affairs. For the past eight years, she has monitored ARMA’s activities and advocated legislative amendments to improve the Agency’s work.
- Rita Simões — Prosecutor from Portugal, international expert in financial crimes, corruption, money laundering, and asset recovery; Senior Asset Recovery Specialist (Policy) at the Basel Institute on Governance (ICAR).
The law launching a comprehensive reform of the ARMA entered into force on July 30. It sets out the new rules for selecting the Agency’s head. Earlier, we described how this competition will take place.
The Competition Commission will next be required to establish and publish its rules of procedure, the competition process, as well as the criteria and methodology for evaluating candidates. It will also set the terms and conditions of the competition and publish the official announcement on the website of the Cabinet of Ministers of Ukraine.
