This was reported by Member of Parliament Yaroslav Zhelezniak. Only 219 MPs voted in favor of the draft resolution.

According to the law, the Advisory Group of Experts (AGE) is formed of six experts. Half of them are appointed based on proposals from international and foreign organizations, while the other half are appointed based on proposals from parliamentary factions and groups following a ranking vote.

The international organizations had nominated the following candidates to the Advisory Group of Experts:

  • Igors Ludboržs (Latvia) — former member and dean of the European Court of Auditors;
  • Pascal Mounier (France) — honorary magistrate of the French Court of Auditors;
  • Leigh Summerfield (United Kingdom) — head of a department of the National Audit Office of the United Kingdom of Great Britain and Northern Ireland.

Based on the results of the ranking vote, the following candidates were proposed by the Parliament to be included in the Advisory Group of Experts:

  • Oleksandra Rozhko — doctor of economics, professor at the Department of Finance, Faculty of Economics, Taras Shevchenko National University of Kyiv;
  • Oleksandr Boiko — certified auditor and president of the Public Union “Chamber of Auditors and Accountants of Ukraine,” former deputy head of the Auditing Chamber of Ukraine;
  • Myroslava Masliak — assistant and adviser to a Member of the Parliament of Ukraine, doctor of philosophy, senior lecturer at the Department of Public Administration, Public Policy and Economic Policy, Simon Kuznets Kharkiv National University of Economics.

It should be recalled that at the end of last year the Verkhovna Rada adopted the law on the reform of the Accounting Chamber. One of the key changes was the introduction of a renewed procedure for the competitive selection of members of the Accounting Chamber, granting international experts a prevailing right to vote.

The official competition for the vacant positions of members of the Accounting Chamber was launched in December last year with the entry into force of the law on the reform of the body. However, for eight months it has not been able to start due to the absence of the Advisory Group of Experts.

Following the failed vote, the draft resolution may be reintroduced on the Parliament’s agenda.
