<p><i><span style="font-weight: 400;">Transparency International Ukraine has released its 2024 annual report.</span></i></p>
<p><span style="font-weight: 400;">Last year, we focused primarily on effective anti-corruption policy, public procurement, transparency of local self-government, the proper confiscation and sale of Russian assets, and strengthening sanctions against the Russian Federation. In each priority area, we achieved significant results that brought us closer to our mission — strengthening Ukraine and reducing corruption. </span></p>

We launched new products, uncovered procurement violations, and strengthened our analytical and advocacy capabilities. <p><span style="font-weight: 400;">European integration remains a key guiding principle for our organization, as it paves the way for strengthening democracy, the rule of law, and good governance. Just last year, our experts addressed the fight against corruption in the Shadow Report for the European Commission, and our European partners took our recommendations into account to improve their public procurement systems. </span></p>
<p><b>Transparency International Ukraine sincerely thanks all partners who supported us and helped our country remain resilient. This support has always been—and will continue to be—our greatest value in these challenging times.</b></p>

<p><span style="font-weight: 400;">Transparency International Ukraine has published </span><a href="https://report.ti-ukraine.org/2023/en/"><span style="font-weight: 400;">an annual report</span></a><span style="font-weight: 400;"> on the work of the team in 2022.</span></p>
<p><span style="font-weight: 400;">Last year, TI Ukraine continued to focus on its key priorities: anti-corruption policy, public procurement, data disclosure at the local level, work on unblocking frozen assets abroad and enhancing sanctions against Russia. In regard to each of the priorities, we have significant results that bring us closer to the implementation of our mission—reducing the level of corruption in Ukraine.</span></p>

<p><i><span style="font-weight: 400;">“Comprehensive activities in terms of these and other priorities allow us to assert that TI Ukraine today is an important part of the civil sector with strong expertise, which allows us to play a significant role in the development of our country. These successful results would have been impossible without two components. First of all, the achievements of the organization were ensured by the incredible and dedicated team of Transparency International Ukraine. On the other hand, all our activities were possible thanks to the Defense Forces,”</span></i><span style="font-weight: 400;"> emphasized </span><b>Andrii Borovyk</b><span style="font-weight: 400;">, Executive Director of Transparency International Ukraine.</span></p>
<p><span style="font-weight: 400;">In addition to our professional activities, we continued to help our </span><span style="font-weight: 400;">defenders</span><span style="font-weight: 400;">. In 2023, TI Ukraine continued to provide material support to our troops and cities. We purchased quadcopters and blood transfusion kits for our defenders.</span></p>
<p><span style="font-weight: 400;">We also purchased equipment for cities affected by Russian aggression: 19 Ukrainian municipalities received assistance.</span></p>

<p>The war has affected and changed everyone. It&#8217;s time for people to help the people. Our organization also continues to work and help those who need it.</p>
<p>However, transparency, accountability, and the fight against corruption remain in the priorities of the work. And after reconstruction, we are convinced that this will be an even greater need.</p>
<p>However, at the same time, further movement is impossible without analyzing previous work, reflections on the tasks performed, searching for growth zones and understanding of strengths.</p>
<p>Therefore, we have prepared a report for 2021 with the most important achievements of the team because we are convinced that it is worth moving on after recording the results and analyzing the previous work. <p>In this report, we talk about the achievements that make the state stronger and more resilient to crises. Our team focuses on preventing corruption, engaging the public in reducing it, and the effectiveness of the system of punishing bribe-takers.</p>
<p>For example, we supported and assisted in reforming the anti-corruption infrastructure (the NABU, NACP, SAPO, ARMA, HACC), the transparency of the work of state enterprises and city councils, as well as public procurement (and introduced public control over them)</p>
<p>We believe that our country will use the support of the whole world and the opportunities that we now have, and in 2023, we will talk about the new achievements of the team in the fight for transparency of processes in the state. We keep on working.</p>

										<content:encoded><![CDATA[<p><em>Transparency International Ukraine has presented its </em><a href="https://report.ti-ukraine.org/2020/eng"><em>2020 report</em></a><em>.</em></p>
<p>In 2020, our organization continued to work hard to implement strategic priorities:</p>
<ul>
<li><strong>Corruption prevention: </strong>Mitigate corruption risks at the national and the local level by increasing transparency and accountability in authorities’ work.</li>
<li><strong>Civic engagement: </strong>Engage the maximum number of participants and create conditions enabling them to unite into effective networks by providing them with regular support.</li>
<li><strong>Punishment for corruption: </strong>Ensure an effective system of punishment for corruption violations</li>
</ul>

<p><em>“2020 was certainly an extraordinary year not just in Ukraine, but worldwide. Last year, TI Ukraine presented its annual report during the first week of the quarantine. We had no idea what lay ahead. This year has been a challenge for each of us, and that’s what makes the big and small wins that we have still achieved all the more precious,” </em>said TI Ukraine’s Executive Director <strong>Andrii Borovyk</strong>.</p>
<p>In 2020, we became more grown-up, stronger, more resilient. One of the reasons is the fact that we had to overcome multiple challenges.</p>
<p><strong>COVID-19</strong>. No one was ready for such a scenario, and the unpreparedness of the state increased the constant stress.</p>
<p><strong>Constitutional justice crisis.</strong> It affected the work of the entire anti-corruption infrastructure, not just the NACP.</p>
<p><strong>Turbo mode in chaos. </strong>In 2020, we had to observe the consideration of a number of toxic laws in the parliament hall. And this, too, had to be fought.</p>
<p><strong>Local elections. </strong>Major story and a lot of work.</p>
<p><strong>Eternal resistance of the authorities and stakeholders </strong>in the fight against corruption. This topic goes beyond any time frames or borders. There have been numerous attempts to invalidate the achievements of the anti-corruption infrastructure. And we helped fight back and keep moving.</p>
<p>But there’s more to come. TI Ukraine continues to do everything possible to combat corruption in Ukraine. And we are sure that in a year, our team will share even more new victories.</p>

The report contains detailed information on the implementation of the Strategy 2019–2021 and the organization’s achievements in each strategic priority: prevention, punishment, engagement and institutional development.</span></p>

<p><b>Prevention</b></p>
<p><span style="font-weight: 400;">In this area, TI Ukraine focused on mitigating corruption risks at the national and local levels through increasing transparency and accountability of the authorities. The teams of Transparent Cities and Innovation Projects, as well as TI Ukraine’s lawyers, did a lot of work on prevention.</span></p>
<p><span style="font-weight: 400;">Here are our successes:</span></p>
<ul>
<li style="font-weight: 400;"><span style="font-weight: 400;">Laws on NACP reboot and on corruption whistleblowers have been approved;</span></li>
<li style="font-weight: 400;"><span style="font-weight: 400;">TI Ukraine’s Head of Legal served as the co-chair of the Selection Commission for the Head of the NACP;</span></li>
<li style="font-weight: 400;"><span style="font-weight: 400;">The ProZorro.Sale system, which is a result of three years of our work, has been transferred to the government;</span></li>
<li style="font-weight: 400;"><span style="font-weight: 400;">In partnership with the MEDT team, we have created ProZvit, a public portal of analytical reporting for state-owned enterprises;</span></li>
<li style="font-weight: 400;"><span style="font-weight: 400;">We created DOZORRO bot, which can help you subscribe to a tender and follow its updates;</span></li>
<li style="font-weight: 400;"><span style="font-weight: 400;">We carried out and published three analytical studies on public procurement: procurement of petrol, gas, and the level of trust in ProZorro;</span></li>
<li style="font-weight: 400;"><span style="font-weight: 400;">We advocated an increase in transparency in 38 Ukrainian cities, which led to the cities becoming more transparent and successful.</span></li>

<p><b>Punishment</b></p>
<p><span style="font-weight: 400;">Our goal in this focus area was to ensure an effective system of punishment for corruption-related violations. In this sphere, we:</span></p>

<li style="font-weight: 400;"><span style="font-weight: 400;">Analyzed 30 draft laws, laws and Constitutional Court opinions;</span></li>
<li style="font-weight: 400;"><span style="font-weight: 400;">Analyzed over 120 candidates for the positions of HACC judges and 300 candidates for jobs in the ARMA;</span></li>
<li style="font-weight: 400;"><span style="font-weight: 400;">Published a study on consistency of the ARMA’s functions with human rights;</span></li>
<li style="font-weight: 400;"><span style="font-weight: 400;">Surveyed NABU detectives and SAPO prosecutors on certain issues with investigations on Criminal Code of Ukraine articles;</span></li>
<li style="font-weight: 400;"><span style="font-weight: 400;">4 representatives of TI Ukraine were on the selection and disciplinary commissions of the NABU and the HR commission of the Prosecutor General’s Office.</span></li>
</ul>

<p><span style="font-weight: 400;"><em>“First, you should always engage in dialogue. We are ready to speak with everyone as long as there is an opportunity to change something. Second, don&#8217;t give up! We often talk about combating corruption, but we at TI know that this is impossible. We can only help mitigate corruption. Third, do not forget the values. You always have to make compromises in your work, but there is always a limit you are not ready to cross. <p><b>Engagement</b></p>
<p><span style="font-weight: 400;">One of our strategic priorities was to engage as many allies as possible, unite them into an effective network and to ensure its stable support. To do this:</span></p>

<li style="font-weight: 400;"><span style="font-weight: 400;">We held an international conference on the occasion of TI Ukraine’s five-year anniversary.</span></li>
<li style="font-weight: 400;"><span style="font-weight: 400;">Our experts wrote over 60 articles.</span></li>
<li style="font-weight: 400;"><span style="font-weight: 400;">We had six meetings with representatives of the IMF and advocated anti-corruption priorities for Ukraine.</span></li>
<li style="font-weight: 400;"><span style="font-weight: 400;">We participated in a closed meeting with Barack Obama as part of the Global Summit of Open Government Partnership in Ottawa.</span></li>
<li style="font-weight: 400;"><span style="font-weight: 400;">The team of TI Ukraine participated in 149 events during the year.</span></li>

<p><b><i>What did TI Ukraine focus on in 2018? What results did it achieve? Who joined the organization&#8217;s projects and who supported it with resources? Find out in TI Ukraine&#8217;s annual report. </i></b></p>
<p>In the publication, you can find information on the organization&#8217;s effort towards maintaining the current anti-corruption infrastructure. Among other things, you can find out how the organization&#8217;s team contributed to the launch of the High Anti-Corruption Court and the work of the Asset Recovery and Management Agency. There is a section on the work of the DOZORRO community and development of BI tools for public procurement monitoring. We report on transfer of the ProZorro.Sale system to the government. The team of the Transparent Cities program has prepared an extensive report on its work in 2018. The team also talks about its work on support of whistleblowers. For the first time, we are reporting on our new focus area &#8211; building the capacity of regional civil society organizations. There is also a section on TI Ukraine itself as a leading non-governmental anti-corruption organization: its institutional development, international relations, communications and finance. A financial report is also included.</p>
<p>In the foreword, Executive Director <strong>Andrii Borovyk </strong>thanks his team for their work:</p>
<p><em><span style="font-weight: 400;">&#8220;I am thankful to the team of Transparency International Ukraine and our partners for all the results we obtained last year. Given 2019 is the year of presidential and parliamentary elections, we can probably expect a pause in reforms. There will be change, undoubtedly, but there will probably be more talk than concrete action. It will be a time to take a good look at the successes and failures of recent years, regroup, accumulate all possible resources and prepare for new victories after the election fuss concludes.&#8221;</span></em></p>

Organizing public activists community around the </span><b>DOZORRO </b><span style="font-weight: 400;">system became one of the main achievements. Community members covered the whole Ukraine with public procurement monitoring. New digital analytical tools created by TI Ukraine are now at their disposal. Adoption of important regulatory acts the most crucial of which is the one on Public Procurement Monitoring was made possible by common efforts. The </span><b>ProZorro.Sale</b><span style="font-weight: 400;"> system, which TI Ukraine had created in partnership with the government and business, has become the biggest one in the country. In addition to that, the </span><b>eHealth </b><span style="font-weight: 400;">project &#8211; the medical e-system &#8211; entered the stage of practical implementation. The system already has registered doctors, patients and medical facilities</span>.</p>

The team evaluated 100 biggest cities of Ukraine. Many of them considered the first results and subsequently took steps for improvement. They succeeded. Other cities wish to join the ranking</span>.</p>
<p><b>Oleksandr Kalitenko, </b><span style="font-weight: 400;">the project manager of the DeCorruption platform, introduced us to the main results of anti-corruption </span><b>awareness campaign “I Don’t Bribe!”</b><span style="font-weight: 400;">. Millions of Ukrainians saw the different media products of the campaign and the vast majority of them rated it positively. Oleksandr also reported on the work of TI Ukraine on </span><b>support of whistleblowers</b><span style="font-weight: 400;">. Transparency International Ukraine helped the whistleblowers within the  NAPC and continued to support whistleblower judge Larysa Holnyk</span>.</p>

Unfortunately, for now, the government is yet to demonstrate results the society is waiting for. The activity in this matter is not  transparent, which is why TI Ukraine sued the state with a demand to make the judicial decision about the seizure of $1.5 billion allegedly belonging to Viktor Yanukovych public. Kateryna told about how TI Ukraine supports the newly created structure <strong>ARMA (Asset Recovery and Management Agency</strong>), which manages seized assets</span>.</p>
<p><b>Olena Tregub, </b><span style="font-weight: 400;"> Secretary General of </span><b>NAKO </b><span style="font-weight: 400;">(Nezalezhnyi Antikoruptsiinyi Komitet z pytan Oborony, Independent Defense Anti-Corruption Committee) told us about the key analytical reports prepared by TI Ukraine in the defense area. <p><b>Andrii Borovyk</b><span style="font-weight: 400;">, Chief Operating Officer at TI Ukraine, shared the achievements of the organization’s institutional development. For example, the team of TI Ukraine got twice as big over the last year, we created the Department of Monitoring and Evaluation, which is working to increase the efficiency of projects and individual team members. </span></p>
<p><span style="font-size: 1rem;"><span style="font-weight: 400;">Last but not least, </span><b>Yaroslav Yurchyshyn</b><span style="font-weight: 400;">, Chief Executive Officer, spoke about challenges that await the Ukrainian chapter of the global anti-corruption movement Transparency International in 2018. It is clear that the pressure on public activists will only increase. The recently established e-declarations and increased number of attacks on the civic sector representatives are proving this. But nonetheless, TI Ukraine will keep the pace and continue to work for the sake of the increasing the transparency of the government and business</span>.</span></p>

										<content:encoded><![CDATA[<p><em>Тransparency International </em><em>Ukraine</em><em>, </em><em>the</em> <em>anti</em><em>&#8211;</em><em>corruption</em> <em>civil</em> <em>society</em> <em>organization,</em> <em>is</em> <em>publishing</em> <em>its</em> <em>Annual</em> <em>Report</em><em>, covering objectively, transparently, and in det</em><em>a</em><em>il its activity for the year 2016</em><em>. The key final document presents TI Ukraine’s working principles, describes the transformation undergone by the organization, the main directions adopted, the different aspects of its work and its achievements for the past year.</em></p>
<p>In 2016 TI Ukraine&#8217;s team dedicated itself to a major rethinking of the organization&#8217;s vision and mission that the team should not lose sight of while performing its daily tasks and activities.&#8221;The mission and the vision are presented in the beginning of the Annual Report.</p>
<p>The introductory word of the Executive Director Yaroslav Yurchyshyn and the Chair of the Board of TI’s global network Jose Ugaz is followed by a review of the organization’s achievements. The main directions of the anti-corruption work in the format “problem-action-result” are also introduced, indicating who are the donors and partners who helped TI Ukraine to reach its goals.</p>
<p>Moreover, the organization analyzed its media presence in 2016 and introduced its printed publications s for the previous years.</p>
<p>The ‘Finance’ section is one of the key elements of the Annual Report. Presented in the form of infographics, it shows how much money was given to TI Ukraine and to which projects it was allocated. The section also shows an increase in income compared to the past years.</p>
<p>“<em>With</em> <em>this</em> <em>Report</em> <em>we</em> <em>demonstrate</em> <em>transparency</em> <em>and</em> <em>openness</em><em>, </em><em>confirming</em> <em>the</em> <em>name of the organization. We are sure that the practice of reporting to the society will promote and increase confidence both in TI Ukraine and the public sector in general,”</em>stated <strong>Yaroslav Yurchyshyn</strong>.</p>
<p>We invite all parties interested in fighting corruption to become acquainted with the Annual Report for the year 2016 of one of the most powerful anti-corruption organizations of Ukraine. The document is available in Ukrainian and English.</p>
