The DOZORRO team has been monitoring the procurement of vehicles on Prozorro since 2019. We are examining how officials use taxpayer money to expand vehicle fleets. This year, we are analyzing whether trends in budget-funded vehicle procurements have shifted during the third year of the full-scale invasion.
We analyze procurements using the specific classification code 34110000-1 Passenger cars and relevant keywords. The sample excludes specific vehicles that fall under this classification, such as ambulances, snow and swamp vehicles for the State Emergency Service, and cash transit vans.
During the first year of the full-scale invasion (February 24, 2022 – February 24, 2023), vehicles were procured through Prozorro for a total of UAH 2.4 billion. In the calendar year 2022, the value of such contracts was half that of pre-war 2021 — UAH 1.8 billion compared to UAH 3.6 billion. In 2023, the value of contracts for vehicle procurement through Prozorro nearly returned to pre-war levels, reaching UAH 3.7 billion. In 2024, UAH 8.1 billion was spent on vehicle procurement through Prozorro, more than 2.2 times the amount spent the previous year.
In 2024, the largest number of procurements — almost every seventh — was announced in November, at the end of the budget year. Overall, 87% of the cars were procured through competitive procedures, while the remaining were directly procured from sellers.
Last year, 56% of the vehicles procured (3,500 units) were priced between UAH 1–2 million each. Another 40% of the vehicles procured were priced at no more than UAH 1 million each. The cost of 274 vehicles, accounting for less than 5% of the total, ranged between UAH 2–3 million. The price of 8 cars exceeded UAH 4 million.
Top 5 most expensive cars in 2024
Isuzu D-Max (armored) – UAH 4.3 million.
The Main Directorate of the National Police in the Kherson region procured an armored pickup truck, the НСА IDM3S-3, based on the Isuzu D-MAX model. Class 3 Armored Vehicle with bullet-resistant windows of class BR6. The vehicle was funded through the local budget.
Volkswagen Multivan — UAH 4 million.
The Department of State Security of Ukraine procured seven Volkswagen Multivans for UAH 4 million. The metallic black vehicles with automatic transmission are required to accommodate seven personnel, including the driver, along with weapons and personal protective equipment. Each vehicle will also be equipped with a signal and loudspeaker system, two LED beacons under the windshield, and eight LED headlights mounted on the front and rear of the body.
Toyota Land Cruiser — UAH 3.9 million.
The Department of State Security of Ukraine procured four Toyota Land Cruisers for UAH 3.9 million.
The vehicles will also be equipped with metal engine protection, a protective grille for the radiator, winter tires, tinted windows (excluding the windshield), and a motorist’s road kit. The specialized equipment includes LED headlights integrated into the radiator grille and beneath the rear window, signal beacons, and a powerful loudspeaker system with remote light control.
According to the Department’s explanation, four Toyota Land Cruisers were procured to appropriately host foreign officials visiting Ukraine.
Volkswagen Multivan — UAH 3.8 million
The National Bank of Ukraine procured three Volkswagen Multivans for UAH 3.8 million. The vehicle features a 2-liter diesel engine, all-wheel drive, and an automatic transmission.
Peugeot Landtrek (armored) — UAH 3.6 million
The Main Directorate of the National Police in the Dnipropetrovsk region procured three armored Peugeot Landtreks for UAH 3.6 million. These pickups meet the specifications of a Class 3 Armored Vehicle with bullet-resistant windows of class BR6.
Leaders in vehicle procurement
In general, law enforcement agencies dominate among the law enforcement and special structures in procurements. Public procurements by the Ministry of Internal Affairs, the Security Service of Ukraine, and military units alone account for about the half of the procured vehicles. They usually procured special purpose vehicles. As a rule, these are models of typical civilian vehicles equipped with specific features such as flashing lights, sirens, walkie-talkies, and a safe for storing weapons.
In 2024, the National Police and its structural divisions procured nearly 1,800 vehicles at a total cost of UAH 2.2 billion. This represents a 25% increase compared to last year’s fleet expansion. The National Police most frequently procured Renault Dusters — 513 vehicles for UAH 452 million, Peugeot Landtreks — 262 vehicles for UAH 400 million, and Skoda Octavias — 217 vehicles for UAH 215 million.
The Defense Procurement Agency ranks second, having procured 359 vehicles for UAH 358 million. These included Great Wall Wingle pickups for the Armed Forces of Ukraine.
The third and fourth places were occupied by the state enterprise Forests of Ukraine and the SSU along with its regional departments, respectively. Interestingly, in 2023, the SSU held third place, while Forests of Ukraine ranked fourth. Both organizations procured more vehicles this year compared to last: Forests of Ukraine increased by 117 vehicles, and the SSU by 17.
Forests of Ukraine expanded its fleet with 303 vehicles. The majority of the vehicles procured were Renault Dusters (161) and Mitsubishi L200s (111).
In 2024, the SSU and its regional divisions procured 293 vehicles. This year, the most frequently procured vehicles were Toyota RAV4s (101 units), Renault Dusters (35 units), and Hyundai Starias (24 units).
The top five also includes the Security Police, which procured 190 vehicles worth UAH 207 million. The most commonly procured models were Renault Dusters (65 units) and Toyota Camrys (23 units).
Pickups
Half of last year’s contract value was allocated to the procurement of pickups — 2,800 vehicles worth UAH 4 billion. Those cars were mostly bought for the Armed Forces of Ukraine. Pickups and jeeps are the most popular vehicles at the front due to their height and spacious luggage compartments, which can accommodate backpacks, spare tires, ammunition, food, equipment, and other essentials needed in wartime.
Toyota Hilux
A third of the procured Toyota Hilux pickups falls on two procuring entities: Military Unit T0950 procured 151 vehicles for UAH 267 million, and the National Police of Ukraine procured 150 vehicles for UAH 233 million. Another 58 Toyota Hilux pickups, worth UAH 86 million, were procured by Ukrnafta; 57, worth UAH 107 million, by the State Special Communication Services; and 50, worth UAH 73 million, by Ratusha Service.
Peugeot Landtrek
The majority of Peugeot Landtreks were contracted by the National Police of Ukraine — 150 vehicles, with 100 procured in November and 50 in July. The total contract price was UAH 223 million. Another 100 Peugeot Landtreks were procured for UAH 151 million by the Liut Joint Assault Brigade of the National Police of Ukraine.
Mitsubishi L200
The clear leader in the number of Mitsubishi L200 pickups procured is the State Enterprise “Forests of Ukraine,” which acquired 111 vehicles for UAH 163 million. Additionally, the Main Intelligence Directorate of the Ministry of Defense procured 57 such pickups for UAH 87 million. Lutsk and Vinnytsia city councils each procured 30 Mitsubishi L200 pickups.
Great Wall Wingle
The Defense Procurement Agency procured the most Great Wall Wingle pickups, with a total of 354 vehicles. Since information about such procurements is classified during the war, it is impossible to determine the exact models of Wingle pickups purchased by the Agency. In August, the Ministry of Defense reported that 154 of the pickups procured by the Agency had already been delivered to the military.
The Kryvyi Rih city council procured 50 Great Wall Wingle 7 pickups for UAH 53 million.
Tata Xenon X2
Eighty-five percent of the total number of procured Tata Xenon X2 pickups (136 vehicles worth UAH 173 million) were procured by the Operator of the Gas Transport System of Ukraine LLC.
Crossovers
Renault Duster
The Renault Duster, a budget crossover, continues to be the absolute leader in the number of cars procured through Prozorro. This compact and relatively budget-friendly crossover-SUV is suitable for both regular roads and moderately challenging off-road conditions. This year, 1,485 such cars were procured, or 23% of the total number. The National Police procured the most Renault Dusters, with a total of 513 vehicles, through Prozorro. For the most part, these are special-purpose vehicles, equipped with an LED panel with flashing lights, a loudspeaker, a radio station for walkie-talkies, and a safe. Another 175 such crossovers were procured by the Ministry of Health as part of the joint project with the World Bank, “Strengthening the Health System and Preserving Life” (Heal Ukraine).
Ukrainian Forests procured 161 Renault Dusters.
Skoda Karoq
The Skoda Karoq ranks second, with 205 units procured for UAH 183 million. Of these, 181 cars worth UAH 223 million were procured by the National Police. To be specific, the National Police procured 150 Skoda Karoqs, the Patrol Police Department procured 23 more, and the Service Center for National Police units procured 5.
Toyota RAV4
Eighty percent of the total number of procured Toyota RAV4s (101 vehicles worth UAH 147 million) were procured by the SSU and its regional divisions. The majority of these crossovers, 89 units for UAH 131 million, were procured by the SSU, with the remainder procured by its regional divisions in Dnipropetrovsk, Zhytomyr, Vinnytsia, Kharkiv, and Odesa regions.
Hyundai Tucson
The majority of these crossovers were procured by the National Police, with 21 units purchased for UAH 26 million. In particular, 18 Hyundai Tucsons were procured by the Patrol Police Department, while the remaining vehicles were acquired by regional divisions.
Chery Tiggo
Most often these crossovers were procured by the State Security Department and village communities.
Sedans
Skoda Octavia
In 2024, the most popular sedan was the Skoda Octavia, with 279 units procured for UAH 280 million. Nearly two-thirds of the total number of these vehicles were procured by the National Police. The cost of one Skoda Octavia was UAH 982,000, with the total contract amounting to UAH 196 million. The vehicles are equipped with a SDT-9 LED signal device as special equipment.
Toyota Corolla
The Toyota Corolla ranks second, with 171 units procured for UAH 173 million. The fleet of the Main Service Center of the Ministry of Internal Affairs saw the largest increase with these vehicles. Last year, they procured 76 such vehicles for UAH 81 million. These vehicles are used for practical driving exams and are therefore equipped with additional pedals and rear-view mirrors. Another 52 Toyota Corollas were procured by Ukrnafta, with the contract totaling UAH 48 million.
Toyota Camry
The Toyota Camry Business Class sedan ranks third. This year, 68 of them were procured.
- Fifteen Toyota Camry sedans, worth UAH 98 million, were procured by the SSU and its regional divisions. In particular, the SSU Department in the Odesa region procured 7 Toyota Camry sedans. Two Toyota Camry sedans were procured by the SSU Department in the Volyn region and the Main Directorate of the SSU in Kyiv and the Kyiv region. One vehicle was procured by the SSU Departments in Ternopil, Zakarpattia, Mykolaiiv, and Vinnytsia regions.
- Nine Toyota Camry sedans, worth UAH 12 million, were procured by the BES and its territorial divisions. In particular, the central BES procured 6 Toyota Camry sedans, the BES in the Vinnytsia region procured 2, and the BES in the Odesa region procured 1.
- SIB procured 5 vehicles worth UAH 7 million.
- NABU procured two vehicles worth UAH 2.7 million.
Citroen C-Elysee
A total of 46 such sedans were procured for UAH 31 million during the year. The Citroen C-Elysee was primarily procured by the service centers of the Ministry of Internal Affairs, the Police Department, and the Security Police.
Skoda Superb
The top five is rounded out by the Skoda Superb, with 14 units procured for UAH 23.5 million. The majority of these vehicles, five in total, were procured by the SIB. The cars in the Ambition configuration cost the procuring entity UAH 1.5 million each. Slightly more expensive equipment, costing UAH 1.9 million, was procured by the SSU Department in the Vinnytsia region and the State Scientific Control Institute of Biotechnology and Strains of Microorganisms. The Main Service Center of the Ministry of Internal Affairs and the Main Directorate of the SSU in the Donetsk and Luhansk regions each paid UAH 2 million for the sedan. The most expensive Skoda Superb, costing UAH 2.2 million, was procured by the SSU Department in the Lviv region.
Vans
Ford Transit
In this category, the Ford Transit was procured the most, with 179 vehicles worth UAH 418 million. The majority of these vehicles were procured by the National Police, with 78 units purchased for UAH 220 million. In particular, 30 of these vehicles, each costing UAH 2.8 million, are used for the transportation of detainees. Another 30 vehicles, for specialized purposes, cost UAH 3 million each. Additionally, 8 Ford Transit Kombis were procured by the Liut Joint Assault Brigade of the National Police of Ukraine. Ford Transits were also procured by regional power companies: 10 by Zakarpattiaoblenergo and 6 by Volynoblenergo.
The SSU procured 10 Ford Transit vehicles, totaling UAH 11.3 million, in various specifications. In particular, the SSU procured 3 Ford Transit Minibuses, each costing UAH 2.2 million, and 2 Ford Transit Custom Cars, each priced at UAH 2.3 million. The rest were procured by regional departments.
Renault Express
This budget-friendly van was most frequently procured by regional power companies and various utilities. For example, Chernivtsioblenergo procured 22 Renault Express vans, while Rivneoblenergo acquired 9. In total, 148 such vans were procured for UAH 136 million.
Hyundai Staria
The futuristic minivan with a minimalist design, the Hyundai Staria, remains quite popular among Ukrainian government agencies. Last year, 84 such vehicles were procured for UAH 171 million. The SSU and its regional departments procured the most Hyundai Staria vehicles, with a total of 24 cars, bringing the total contract amount to UAH 51.4 million. The SSU itself procured 16 Hyundai Staria vehicles: 15 for UAH 2 million each, and one for UAH 2.6 million. The remaining Hyundai Staria units were procured by regional departments and the SSU Aviation Center.
The State Investigation Bureau procured 9 Hyundai Staria vehicles for UAH 18 million in the Business configuration: 6 all-wheel drive vehicles for UAH 2.1 million each, and 3 front-wheel drive vehicles for UAH 2 million each.
Additionally, 5 Hyundai Staria units were procured by the Black Sea branch of the USPA and Delta-Lotsman SE.
Opel Combo
The fourth place was taken by the Opel Combo, with 49 units procured for UAH 62 million. In particular, 8 such vans were procured by the Lviv branch of Gas Distribution Networks of Ukraine LLC, while 3 vehicles each were procured by Donetskoblgas and Mykolaiivkomuntrans.
Citroen Berlingo
The top five also included the Citroen Berlingo, with 32 units procured for nearly UAH 37 million. These vans were most frequently procured by various companies: 7 by Mykolaiivoblenergo, and 2 each by Chernivstsiteplokommunenergo and Military Unit A4362.
Conclusion
2024 marked a shift in the general trend of vehicle procurements through Prozorro since the start of the full-scale war, with more vehicles being procured for the Defense Forces than for civilian use. Half of the total contract value was allocated to the procurement of pickups, the majority of which were procured for the Armed Forces of Ukraine. In the top 5 most popular vehicles, 4 are pickups. In 2024, compared to 2023, fewer luxury cars were procured that had previously been in the top rankings. In particular, 6 times fewer Toyota Land Cruisers were procured—10 units compared to 65 in 2023. However, some government agencies continue to procure expensive cars, the need for which is clearly questionable. For example, in 2024, compared to 2023, they procured 2.5 times more Toyota Camrys (68 units vs. 26) and 1.5 times more Hyundai Starias (83 units vs. 56).
