At three meetings on May 9 and 14, the HQCJ considered the issue of admission of 154 participants in the competition for the positions of judges of the HACC and the HACC Appeals Chamber. 

During these two days, 100 participants were allowed to the qualification assessment (59 to the HACC and 41 to the HACC AC). The commission found shortcomings in the documents of 40 candidates, which did not allow their further participation in the competition. 

Thus, to date, the commission has admitted 135 candidates to the competition. The admission of another 12 candidates was postponed for additional examination of documents, and in respect of 2 candidates, the HQCJ members declared self-recusals, which was why their consideration was postponed until the new composition of the panels was determined.

The key reasons why the HQCJ did not admit certain candidates further at these meetings were:

  •     lack of the required 7 years of work experience;
  •     failure to confirm the level of proficiency in the state language.
  •     submission of outdated integrity declarations;
  •     submission of an outdated declaration of family ties;
  •     failure to submit a statement about the absence of circumstances provided for in Article 7, Part 4 of the Law on the High Anti-Corruption Court;
  •     work experience in the bodies of the Ministry of Internal Affairs and the Prosecutor’s Office;
  •     lack of consent to a special check.

Subsequently, the admitted candidates will undergo a qualification assessment, which is a key stage of competitive selection. During it, the HQCJ, together with the Public Council of International Experts (PCIE), will establish the compliance of admitted candidates with the criteria of competence, professional ethics, and integrity.
