Kyiv residents had barely celebrated the reopening of the Pivdennyi Bridge when it was closed again. Traffic restrictions on the Pivdennyi Bridge over the Dnipro River were implemented on March 28 and will remain in place until August 1 due to the necessary repairs on the right-bank overpass.

This bridge has been in a limited operational state since 2021, and emergency repair work has been ongoing for several years. 

The DOZORRO TI Ukraine project identified all procurement transactions by the Kyivavtoshliakhmist municipal enterprise that mentioned “Pivdennyi Bridge” in their title. Since 2022, 12 contracts related to the routine and emergency repairs of the Pivdennyi Bridge, its overpasses, and approaches have been published on Prozorro. The total value of these agreements is approximately UAH 770 million. However, it’s important to note that some of these contracts also include repairs to other facilities, meaning not all the contracted funds are directly allocated to the Pivdennyi Bridge. Furthermore, the text refers to signed contracts, not the funds that have actually been paid out.

What were the contracts for?

August 9, 2022: Ukrtransmist LLC was contracted for UAH 6.1 million for emergency work to replace expansion joints on the Pivdennyi Bridge crossing.

August 11, 2022: signed an agreement with VdomaLad for emergency repairs to eliminate potholes on the right-bank overpass of the Pivdennyi Bridge. The cost of the works amounted to UAH 16.6 million.

August 12, 2022: another contract was signed with VdomaLad for UAH 99.4 million. By the end of the year, the company was to replace the waterproofing on 9,000 square meters of ten facilities, including the Pivdennyi Bridge. 

April 24, 2023: UAH 85.5 million was contracted to Enterprise Mast-Bud LLC to repair the expansion joints of the Pivdennyi Bridge over the Dnipro and its overpasses. 

July 4, 2023: an agreement was signed with Ukrbudmist LLC for UAH 8.8 million. For these funds, the company was to perform emergency repairs on the Op.9.1 support and girders of the overpass span structure. 

July 17, 2023: an agreement was signed to repair the girder slab. Altius-Prom LLC received the works for UAH 7.9 million.

July 19, 2023: UAH 119.8 million was contracted with Komandor. The company used the funds to carry out emergency repairs, including the replacement of waterproofing on the Pivdennyi Bridge over the Dnipro and the right-bank overpass.

November 28, 2023: signed an agreement with Altius-Prom LLC to repair the ceiling and consoles of the span structure slab. The contract amount is UAH 16 million 

December 15, 2023: signed a contract with Altius-Prom LLC to repair the ceiling and consoles of the girder slabs. The cost of the works is UAH 52.8 million.

April 17, 2024: signed a contract with Interbudpostach LLC for UAH 224.3 million. By the end of 2025, the company will repair sidewalks, replace pavement, waterproofing, and restore the facades of the Pivdennyi Bridge’s reinforced concrete structures. The repairs will cover several parts of the bridge and overpasses.

June 27, 2024: Another agreement with Komandor was signed. This time, the contract amount is UAH 92.2 million. By the end of 2025, the contractor has to repair the Pivdennyi Bridge and, in particular, the right-bank overpasses.

November 21, 2024: UAH 42.3 million was contracted with Altius-Prom LLC for emergency repairs of the ceiling and slabs on the right-bank overpass. The company also has to complete these works by the end of 2025.

According to the 007 search and analytical system, Kyivavtoshliakhmist paid more than UAH 340 million under these agreements.

About contractors

Ukrtransmist LLC

Kyiv-based Ukrtransmist LLC is owned by Iryna Karnakova. The company has been involved in procurement since 2017, receiving orders worth UAH 11 billion through Prozorro during this period. 

Currently, Ukrtransmist, along with Komandor Company LLC and Mast-Bud Enterprise LLC, is implicated in criminal proceedings. Law enforcement agencies are investigating alleged abuses specifically related to the Pivdennyi Bridge repairs. 

Ukrbudmist LLC

Lviv-based Ukrbudmist LLC was founded in 2020 and is owned by Yurii Marchenko, Pavlo Hrytsiuk, and Ihor Humeniuk. The company participated in procurement only in 2023, receiving orders worth UAH 41.4 million through Prozorro.

VdomaLad

Kyiv-based VdomaLad LLC was registered in November 2018 and is owned by Yurii Ivka. Since 2019, the company has received orders worth UAH 170.4 million through Prozorro, with Kyivavtoshliakhmist Municipal Enterprise being its largest procuring entity (UAH 116 million).

Since the summer of 2023, the company has been implicated in a case concerning abuses during repairs, including those of the Pivdennyi Bridge. The investigation revealed that during the implementation of a contract for the repair of Kyiv’s bridges and overpasses, including the Pivdennyi Bridge, the Kyiv city budget incurred losses of UAH 3.5 million. 

Mast-Bud Enterprise LLC 

Mast-Bud Enterprise LLC was registered in Mariupol in 2005 and re-registered in Kyiv in May 2022. The company was founded by United Bridge Construction Company LLC, and its ultimate beneficiary since the beginning of 2025 is Oleksandr Boiko, who also owns Avtomagistral-Pivden LLC. Mast-Bud Enterprise LLC has been participating in procurement since 2016, receiving orders worth UAH 1.6 billion through Prozorro during this time.

Mast-Bud is known for its repair work on the Central Bridge in Dnipro, which cost almost UAH 312 million. At that time, the company was owned by Mykhailo Bekker. Following this work, law enforcement agencies opened proceedings on suspicion of misappropriation of budget funds. Investigators discovered that the total cost of materials and work in the technical documentation included a kickback intended for officials of the Dnipro City Council’s Department of Improvement and Infrastructure. This was allegedly to be covered up with falsified completion certificates showing inflated volumes of work and material prices. In 2019, Mykhailo Bekker was detained and placed in a pre-trial detention center but was later released by the court. 

Komandor Company

Komandor LLC was founded in 1996 in Chernihiv region, and in 2024 the company was re-registered in Kyiv. The owner of the company is Andrii Blyndar. The company has been participating in procurement since 2021. In three years, the company has received orders for UAH 566 million.

According to KyivVlada, in 2021, Budkomplekt Service LLC, owned by Oleksandr Yefimchuk, was listed among the founders of this company. In 2018, he was one of the co-owners of Spetsbud-Plus LLC, which at the time was involved in a scandal over the repair of the Shuliavskyi overpass. Back then, two companies competed in the tender — Spetsbud-plus LLC and North Ukrainian Construction Alliance LLC. The latter won the tender. Later it turned out that the competition between these companies was fake, because they are both connected to the scandalous developer, former MP of the Verkhovna Rada and ex-member of Kyiv City Council Maksym Mykytas. For example, North-Ukrainian Construction Alliance LLC is owned by Andrii Yakusevych, a former parliamentary assistant to Maksym Mykytas, and Spetsbud-Plus LLC was previously affiliated with the state-owned Ukrbud Corporation, which was once headed by Mykytas.

Interbudpostach LLC

Interbudpostach LLC was registered in 2009 in Brovary. Its owner is Viacheslav Rechytskyi from Kyiv. The company started participating in procurement only in 2023. Interbudpostach has contracted UAH 566.6 million through Prozorro. 

Since the summer of 2024, Interbudpostach LLC has been involved in a criminal case of misappropriation of budget funds. The pre-trial investigation found that during 2023 and from January to May 2024, the company entered into 13 contracts for the repair of premises and shelters of educational institutions in Brovary and Brovary district at inflated prices of more than UAH 12 million. This led to the misappropriation of budget funds during martial law.

Altius-Prom LLC 

Kyiv-based Altius-Prom LLC was registered in 2017. The owner of the company is Oleksii Ivanov. During that time, the company received orders for UAH 209.4 million through Prozorro.

When the Pivdennyi Bridge will be opened

In response to an inquiry, Kyivshliakhmist did not provide a clear answer on whether they plan to fully or partially close the Pivdennyi Bridge again after August 1. However, the municipal enterprise stated that the work is proceeding according to schedule. 

The current repair of the right-bank overpass “B” of the Pivdennyi Bridge towards Saperno-Slobidska is planned to be completed on August 1. Meanwhile, the response to the inquiry indicates that work on the Korchuvate-bound lanes will continue according to schedule until the end of the year and will also involve partial traffic restrictions.
