Last year, Kyivavtodor, its subordinate enterprises, district housing and utility departments, and housing stock management companies carried out around 3,900 procurement transactions for road repairs in Kyiv. 

The DOZORRO TI Ukraine project collected all road repair contracts in Kyiv from last year and early 2025, where the address could be identified, and visualized them on an interactive map (Ukrainian only). This allows citizens to monitor the locations and scale of the work performed.

The largest procuring entity for road repairs in the capital is Kyivavtodor and its subordinate enterprises. According to the BI Prozorro Public Module, they conducted over 3,800 procurement transactions in 2024, with a total estimated value of UAH 8.8 billion. However, the total value of signed contracts amounts to approximately UAH 7 billion, as 11% of the tenders were either unsuccessful or canceled. It is important to note that the data refers to concluded contracts, not the actual amounts paid, and the contracts may cover works over several years.

In 2024, the cost of road procurements was roughly comparable to pre-war levels, although it is important to consider that prices have risen since then. In 2021, public utility companies contracted works worth UAH 7.1 billion, with most of the funds allocated to construction works. However, compared to the first year of the full-scale invasion, expenditures increased significantly — in 2022, contracts were signed for only UAH 1.5 billion, while in 2023, the contracted amount reached almost UAH 6.9 billion. 

Top 5 contractors

Five companies received the largest contracts, with their total value accounting for more than half of all contracts concluded by Kyivavtodor and its subordinate enterprises. 

The undisputed leader in terms of contract value is the Turkish company Onur, owned by Onur Çetinceviz. The company’s contracts amount to UAH 2 billion, which represents 28% of the total value. 

Rostdorstroi LLC ranks second. Three contracts were signed with this Odesa-based company, totaling UAH 842 million — equivalent to 12% of the total value of concluded contracts. Rostdorstroi LLC is owned by Yurii Shumakher and Yevhen Konovalov through the Austrian company Uttema AU GmbH LLC. 

Avtomahistral-Pivden LLC ranks third, with contracts worth UAH 504 million. This accounts for 7% of the total value of concluded contracts. The owner of Avtomahistral-Pivden LLC is Oleksandr Boiko, Vice President of the National Association of Road Workers of Ukraine.

Fourth place is held by Avtomahistral PE, which secured contracts worth UAH 342 million. The company is owned and managed by Mykola Skorostetskyi, who served as Head of the Automobile Road Service in the Kyiv region from 2005 to 2007. 

Ukrtransmist LLC closes the top five, with contracts totaling UAH 285 million. The company is owned by Iryna Karnakova. Previously, Ukrtransmist LLC was owned by Mykola Karnakov and managed by Ihor Karnakov. Before relocating to Kyiv, both were registered at the same address in Donetsk.

In 2018, Ihor Karnakov was listed as a signatory of Altcom Road Construction LLC, which is part of the Altcom business group owned by Donetsk businessman Oleksandr Tislenko. During Viktor Yanukovych’s presidency and the preparations for the 2012 European Football Championship, Altcom Road Construction LLC was one of the most active recipients of public funds. In the past, the company has been involved in criminal proceedings concerning the possible embezzlement of budget funds during major repairs and reconstructions of overpasses in Kyiv. 

The most expensive projects 

Repair of the Metro bridge across the Dnipro River

One of the largest ongoing projects in Kyiv is the renovation of the Metro Bridge over the Dnipro River. It was built back in 1965. Today, it is one of the oldest bridges in the capital and is in a state of disrepair. According to European experts, the reconstruction is expected to cost at least €500 million.

Since restoration designs have not yet been commissioned to ensure the bridge’s safety, it was decided to carry out emergency response work. In July of last year, a contract was signed with the Turkish company Onur to install supports beneath the purlins. The contract value was UAH 2 billion. 

In response to a request, Kyivavtodor reported that the work is expected to be completed by August 2026. The contractor is currently driving piles and constructing a roll-in pier. To date, Onur has completed work worth UAH 122 million.

Once the emergency response works are completed, design and estimate documentation for the main restoration and construction works is expected to be developed.

In the autumn of 2024, Kyivavtodor signed a contract for the reconstruction of the overpass at the intersection of Budivelnykiv Street, Brovarskyi Avenue, and the Sviatoshynsko-Brovarska metro line near Darnytsia metro station. The cost of work is UAH 440 million

An overpass is a bridge that spans over another road or railway, allowing traffic to move on different levels without intersecting.

This overpass has been in operation since 1963 and has not undergone any major repairs since then. A survey conducted in 2021 found the structure to be inoperable due to a worn road surface, damaged waterproofing, and other issues. As a result, public utility services were compelled to initiate reconstruction.

The contract was awarded to Avtomahistral-Pivden, despite another bidder offering a lower price. However, that offer was rejected due to deficiencies in the documentation confirming the company’s experience. The reconstruction is planned to be completed by the end of this year.Active work began at the site in February. The overpass is currently being dismantled, electrical cables are being relocated, and bored piles are being installed.

Major repairs of the overpass in Novokostiantynivska Street

Another major project in Kyiv is the repair of the overpass at the intersection of Novokostiantynivska Street with the railway access tracks along Portova Street and two roadways. The project includes the construction of new structures, installation of barrier fencing and lighting, as well as the repair of roads and utility lines. 

A contract worth UAH 377 million was signed with Rostdorstroi LLC. However, this amount covers only part of the work, as the total estimated cost of the project is UAH 510.78 million.

This overpass was built in 1969. Since then, no major repairs have been carried out. The bridge is in poor technical condition, and the structural components have exhausted their service life. 

According to the agreement, the work is scheduled to be completed by May 2026. The overpass is currently being dismantled on site. 

Rostdorstroi LLC has previous experience working with Kyivavtodor. In particular, the company was involved in the reconstruction of the Dehtiarivskyi overpass, which collapsed during repairs in 2023. Following the incident, police launched an investigation into possible embezzlement of funds at the site.

Overpass above the railway track on the Kyiv–Petrivka–Kyiv HPP section

Rostdorstroi received another contract — for major repairs of the overpass spanning the railway track on the Kyiv–Petrivka–Kyiv HPP line along Poliarna Street. The contract, worth UAH 366 million, was concluded at the end of 2024.

This overpass was put into operation in 1983 and has never undergone a full repair. The survey revealed that moisture is penetrating through damaged areas into the superstructure and supports. As a result, the reinforced concrete elements are deteriorating due to reinforcement corrosion, cracking, and concrete spalling.

The design includes the construction of new overpass structures, railings, and barrier fencing; installation of lighting poles; restoration of underground and above-ground communications; and the construction of a new road surface. In addition, the project provides for the creation of bicycle lanes and paths with a total length of 1.3 km on the overpass.

In response to a request, Kyivavtodor stated that the repair is expected to be completed by the end of this year. Currently, transition slabs and bridge deck structures are being dismantled on one side of the overpass, in the direction of Simii Kulzhenkiv Street.

Repair of an overpass in Obolon

Last summer, Kyivavtodor contracted over UAH 285 million for major repairs of the overpass at the intersection of Luhova and Bohatyrska Streets. The design for these works was commissioned just a few days before the start of the full-scale war with Russia. However, the utility companies did not abandon their plans. The tender was awarded to Ukrtransmist LLC, which is expected to complete the repairs by May of this year. 

Last year, the contractor completed work on one half of the overpass, in the direction of Simii Kulzhenkiv Street. Work is now ongoing on the other half, toward Levko Lukianenko Street. In particular, the contractor is installing superstructure beams and constructing embankment cones at the end supports.Kyivavtodor has already paid Ukrtransmist UAH 92.8 million for the completed works.

In addition to significant bridge and overpass repair projects, Kyiv continues to work on restoring the road network and communications. For example, public utilities ordered major repairs of the roadway and sidewalks on Tsentralna Sadova Street for UAH 98.9 million. An additional UAH 65.3 million was contracted for supplementary construction work as part of the overhaul of Metropolitan Vasyl Lypkivskyi Street. A contract worth UAH 25 million was signed for the repair of Boryspilska Street, and another for UAH 22 million for the repair of Nova Street. Projects are also underway to repair rainwater sewers on Panteleimon Kulish and Kazanska Streets, with contracts worth UAH 21.1 million and UAH 7.8 million, respectively. An additional UAH 35 million was allocated for the application of road markings.

Plans for this year

This year, Kyivavtodor plans to continue ongoing projects and launch new ones, including several overpass repairs:

  • near the Osokorky metro station on Mykoly Bazhana Avenue;
  • as part of the transport interchange at the intersection of Myropilska Street with Brovarskyi Avenue and the Sviatoshynsko–Brovarska metro line near Chernihivska metro station;
  • on Draisera Street over the high-speed tram tracks;
  • No. 1 at the intersection of a continuous traffic highway and the Stratehichne Highway.

The cost and timeline for implementing these projects will be determined following the completion of design work and expert assessments.

This year, Kyivavtodor and its subordinate enterprises have already contracted UAH 385 million. Among them, an agreement was signed for the repair of the bridge to Trukhaniv Island, worth UAH 27 million.

Another UAH 655 million worth of procurement transactions remain active. Among them is a tender for emergency response work on the bridge over the Desenka River, valued at UAH 225 million.

In addition, tenders have been announced for the development of design and estimate documentation for the repair of the overpass on Lybidska Square (UAH 15.2 million) and for the repair of two bridges over the Rusanivskyi Canal (UAH 7.8 million each).
