Tender for Okhmatdyt Reconstruction to be Canceled and Reopened on Prozorro. This was announced by Health Minister Viktor Liashko at a press briefing.

The Okhmatdyt Charitable Fund will transfer the funds to the institution’s treasury account, so the next tender will be conducted in the Prozorro electronic system and follow public procurement rules. SE “Medical Procurement” will be involved in its implementation. Next week, a supervisory and auditing board will be established to set contractor requirements and oversee the spending of funds. A meeting with construction companies is planned.

The minister also mentioned that he requested the National Police to investigate the winner of the initial procurement. Law enforcement officers found that the company’s balance sheet lacked sufficient equipment to perform the work. Therefore, he stated that the procurement was canceled due to the risk of contract non-fulfillment.

On July 31, Okhmatdyt announced that Bud-Technology LLC was the winning bidder for the repair of the hospital building, which had been damaged by a missile in July. The company submitted the third-largest bid, valued at UAH 307 million.

It is worth noting that the price was only 30% of the total evaluation for the tender proposals. Important criteria also included previous experience, integrity, material and technical resources, a sufficient number of qualified workers, and an understanding of the project — all of which bidders had to demonstrate during their interview with the tender committee.

On August 1, Nashi Groshi reported that the selected contractor’s estimate inflated the prices of building materials, the company did not confirm the availability of the required equipment, and the procuring entity did not consider several lower-cost offers.
