DOZORRO TI Ukraine and the Centre for Excellence in Procurement at the Kyiv School of Economics have presented the study report Challenges in IT Procurement.

The report was prepared at the request of the Ministry of Digital Transformation of Ukraine to analyze the current state of IT procurement via Prozorro, identify challenges faced by the state and businesses, and explore European approaches to improving the process. A separate goal was to assess whether Ukraine needs a parallel system for IT procurement transactions, as currently outlined in the state Anti-Corruption Strategy and its implementation program.

The team analyzed international experience and interviewed procuring entities and bidders using Prozorro. This enabled them to identify key issues and propose recommendations for their resolution, including:

  •     Streamlining procurement transactions by setting consistent requirements for typical IT products
  •     Consolidating procurement transactions for better management and cost savings
  •     Updating legislation to facilitate tender procedures
  •     Improving procuring entities’ expertise with specialized training

The key finding of our study is that Ukraine does not need additional parallel systems for IT procurement beyond Prozorro. The study found that existing mechanisms and regulations already provide the necessary conditions to address the issues outlined in the Anti-Corruption Strategy and Program.

Rather than developing new tools—such as an official training platform or a separate system for IT procurement—it is more effective to focus on optimizing existing procurement procedures and mechanisms within Prozorro.

 It is also worth enhancing existing mechanisms in line with international standards to effectively address the challenges outlined in the Anti-Corruption Strategy and Program.
