Transparency International Ukraine, with the support of the Swedish International Development Cooperation Agency (SIDA), is launching a project to build the capacity of a newly established procurement agency under the Ministry of Defense.

State Enterprise Defense Procurement Agency will be engaged in meeting the non-lethal needs of the Armed Forces of Ukraine, that is, those that are not related to weapons. In particular, it will purchase food, fuel, clothing, and tactical medicine.

Transparency International Ukraine within the framework of the project, will help the Agency develop effective and systemic processes and policies to ensure the sustainability of the institution. Particular attention will be paid to the creation of an IT architecture for the quality management of the entire supply cycle: from the collection of needs to supplies. Digitalization of processes will promote transparency and accountability, increase the efficiency of the organization. 

TI Ukraine has repeatedly stressed that procurement in the field of defense that does not relate to weapons has long been in need of systemic changes. Corruption scandals concerning the purchase of food and clothing for the militaryonly confirm this opinion. 

“During the war, society is unwilling to tolerate irrational spending of funds and corruption in procurement, especially in relation to the army. The newly created Agency shall ensure not only integrity-based, but also effective procurement for the rear needs of the army,” explains Andrii Borovyk, Executive Director of TI Ukraine.

The project will also join the development of the Agency’s recognition, building trust in it to ensure effective communication with all stakeholders and participants in the procurement process.
