Today the results of the study of municipal transparency of the 100 largest cities of Ukraine over the past year are available: http://bit.ly/transparentcities_rating2019

For the first time in the history of CityTrasparencyRanking, we have two leaders at once – Drohobych and Pokrov, which received 79.1 points. In addition, Ternopil (76.0), Mariupol (74.6) and Vinnytsia (74.2) were in the top five.

Pokrovsk and Kolomyia became the leaders in the growth of points. They showed that having the desire and political will, in just a year, you can take a leap of 67 positions. By the way, Kyiv as a result has taken 15th place in the ranking.

The top three “anti-ranking” leaders were headed by Konotop, Svitlovodsk, and Novomoskovsk. In total, more than a third of cities this year crossed the mark of 50 points.

“Despite the positive dynamics, the level of city transparency is declining. In 2018, the level of transparency has increased by 12%, and in 2019 – by 6%,” said the Executive Director of TI Ukraine Andrii Borovyk. “It is obvious that the city councils are quicker to implement the recommendations that are easier for them. And the changes in more complex spheres are delayed by the officials for later.”

It should be noted that this year, the most transparent were the spheres of personnel issues and access and participation. The social and housing sectors remain the least transparent. This “unpopularity” of openness in the housing sector has been observed for three years in a row – this year, as many as 18 cities have not scored points in this direction.
