Oleksandr Kalitenko was one of three Ukrainian citizens awarded a scholarship by the government of the Republic of Lithuania, where in 2014, he received an LL.M. degree in European Union Law and International Law at Vilnius University. His master’s thesis was supervised by the President of the Constitutional Court of Lithuania and consisted in analyzing the relationship between the responsibility of states and international organizations for internationally wrongful acts.

Oleksandr has extensive volunteer experience. He underwent a three-month internship at one of the largest Swedish law firms, which has repeatedly been the winner of The British Legal Awards for the best law firm in Europe. Prior to cooperation with TI Ukraine, Oleksandr conducted a study of the level of legal protection of whistleblowers in each of the 27 EU countries, including from the perspective of human rights, and developed recommendations for Transparency International Latvia and subsequently for a working expert group led by the Latvian Prime Minister on the relevant future Law of Latvia, for which he received a grant from the European Union.

Since 2014, he has been engaged in the development, analysis, and advocacy of new Ukrainian anti-corruption legislation and amendments to it. He has also been a lecturer, public speaker, and co-author of several studies on the features and development of the anti-corruption ecosystem in Ukraine for 10 years. Oleksandr regularly analyzes the activities of the NACP on e-declaration, anti-corruption policy, conflicts of interest, protection of whistleblowers, the formation of zero tolerance for corruption, etc., and provides recommendations to improve their effectiveness.

In 2015-16, Oleksandr coordinated the information and community mobilization campaign They Would not Keep Silent to change the negative attitude towards whistleblowers of corruption and their support. In 2017-18, he was the project manager of the I Don’t Give (Bribes) communication campaign. Oleksandr coordinated the selection of volunteers and organized their work during 2014-19.

In 2020, he was the manager of the What Your School Buys project, which developed an online map of school procurement and a detailed guide for parents. Since 2021, as a legal advisor, Oleksandr continues to provide advisory expert support on issues in the field of preventing and combating corruption at the national and international levels.
