On Thursday 22 June 2017, there was a presentation of the system during which the Acting Minister of Healthcare, Ulana Suprun, explained how the future of the electronic system will look like:

It will work as the register of healthcare centers, the register of patients and doctors. Over time, we will move to electronic recipes and medical cards and thereby all citizens will have access to medical information.

The healthcare professional, Ulana Suprun, reminded that deputies have already managed the legal framework of the future electronic system, however, have not supported the financial provision for the reform. Suprun hopes that the Verkhovna Rada will mend the problem.

The Deputy Minister of Healthcare Pavlo Kovtonyuk noted that after the parliamentarians finish to adopt the law,  from the beginning of April of 2018 the eHealth will become “the official source of information on what should a patient pay to each particular medical institution for certain medical service”. Till that time, the system works the pilot project. The official also called the heads of medical institutions to register facilities right now. The registration of healthcare professionals will start later and registration of patients will begin at autumn.

In autumn this year, our project team will realize the function thus the “Affordable medicines” (the program of reimbursement of medical products) is also transformed into the electronic system. The system is free now and will stay free after becomes official.

Pavlo Kovtonyuk noted that electronic healthcare system will be a key element which will maintain the principle «money follows the patient».

Ambassador Extraordinary and Plenipotentiary of Canada in Ukraine, Roman Waschuk, on behalf of donors admitted: “In Ukraine, there are reforms which should be adjusted, and there are reformers should be forward-looking and to keep abreast of the times. And  Ministry of Healthcare of Ukraine has to try very hard to catch up with those reformers”.

Dmytro Sherembey, the head of Coordination Council of All-Ukrainian Network of People Living with HIV/AIDS, appealed to parliamentarians to adopt necessary laws for adequate service of the eHealth system:

The reform is devoted to patients. You will see how the dream comes true. And it is important to note that those dreams are shared not only by officials but also by the patients organizations, by international organizations, by the Ministry of Healthcare and by the CMU. For the first time, the half of the Parliament did something to improve patients’ services. In fact, Ministry of Healthcare has taken decisive action.  It will come to my house, to my computer and my smartphone and I as a patient will understand how to get medicaments and make an appointment with my doctor.

During the presentation, the director of the eHealth project office, the representative of Transparency International Ukraine, Yurii Buhai, demonstrated how to register medical centre in this system. In front of people the head doctor of the hospital of Netishyn city (Khmelnytskyi region) successfully completed the process. Yurii Buhai told who would ensure the access of all the parties to the process:

14 developers of medical information systems supported the process. Expertise for the developing of information systems is very competitive. 4 of these 14 have passed testing, elaborated functional and joined the central component. There is no difference in basic functional made by these companies all developments allow the same functions.

The electronic system of the health care reform or eHealth will take Ukrainian medicine to a new level. By eHealth system, all the documentation and processes will be transformed into the electronic version and the new register of hospitals, doctors and patients will be created.

According to the memorandum from 25.11.2016 and from 22.12.2016 initiated by the association of medical IT business, public activists and experts, the first necessary thing to introduce is the Minimum viable product which will maintain the launch of the primary healthcare facilities, services and further reimbursement of medical products.

On 16 March 2017 by the Memorandum the Ministry of Healthcare, the State Agency for E-Governance, Transparency International Ukraine and charitable organisation All-Ukrainian Network of People Living with HIV/AIDS have established the office of the eHealth in order to coordinate the embodiment of electronic system declared in two previous memorandums.
