On 24 September 2018 the State Audit Service of Ukraine started procurement monitoring through their own electronic account in the ProZorro system regulated by amendments to legislation of 27 January 2018. Currently, the monitoring is taking place in pilot mode, but it is expected to cover all the regions very soon. 

Transparency International Ukraine is working on development of the new page in the business intelligence module to filter the SASU data.

Procurement to be inspected will be marked in ProZorro in the separate section “Information on Monitoring.”

TI Ukraine’s lawyer Marta Hohol has already explained the monitoring procedure. Here is a brief summary of the main points:

  1. Anyone will be able to observe SASU monitoring and check why this particular tender has been selected for inspection
  2. The decision on initiation of monitoring is made by the head of the supervisory agency and published in the electronic system within 2 business days of being made
  3. Monitoring will not suspend procurement procedure
  4. The profile will help to implement one of the provisions of the law on exchange of information between the procuring agency and auditors in the electronic form
  5. The monitoring procedure lasts 15 working days from the moment of its start and the eventual conclusion is published in the electronic system
  6. The procuring entity can approach the SASU with a request for explanation if it disagrees with the decision or dispute the conclusion with the court within 10 days
  7. The procedure of SASU monitoring will perform a preventive function, allowing the procuring entity to eliminate violations identified in the course of monitoring without imposing sanctions against such a procuring entity
  8. The monitoring covers all actions of the procuring entity taken in the course of the procurement procedure until full implementation of the agreement.

The State Audit Service of Ukraine is one of the principal supervisory agencies in the sector of public procurement tasked with control over observance of procurement legislation by means of inspection and monitoring.
