The Specialized Anti-Corruption Prosecutor’s Office has published its 2026–2028 Strategy. This became known through communication on social media.
The document is linked to the implementation of the Rule of Law Road Map and was adopted on December 12, 2025. The Strategy sets out the following goals for the next three years:
- Strengthening SAPO’s institutional autonomy and ensuring the independence of prosecutors.
- Strengthening internal integrity, accountability, and oversight mechanisms.
- Developing a professional and stable team supported by an adequate resource base.
- Ensuring the functionality and interoperability of digital resources.
- Developing a data collection and analysis system to improve prosecutorial and management practices.
- Improving cooperation with key national and international partners.
- Building trust through transparent and consistent communication.
Following improvements to the legislation governing SAPO’s work in December 2023, the institution strengthened its procedural autonomy to some extent. Therefore, the adoption of this Strategy made it possible to systematize the current state of affairs within the specialized prosecutor’s office and to identify areas that require improvement.
At Transparency International Ukraine, we have repeatedly emphasized the importance of adopting a Strategy, including in the Shadow Report. This is precisely the document that will systematically define SAPO’s direction of development as an institution and will also make it possible to assess its progress.
This is not the first comprehensive document of this kind for an institution within the anti-corruption segment of criminal justice. On November 20, 2025, the assembly of judges of the High Anti-Corruption Court approved its own 2026–2028 Strategy. The need to adopt this document was even highlighted by the European Commission in its 2025 Enlargement Report. Earlier, the NABU adopted its 2025–2030 Development Strategy with an action plan that incorporates the recommendations of an international audit.
We expect these documents to serve as reliable road maps for institutional development, and that the experience gained from their implementation will be taken up by other bodies within the criminal justice system.
