The selection of candidates for 15 positions of judges of the High Anti-Corruption Court (first instance) and 10 positions of judges of the Appeals Chamber has started. 

As reported by the HQCJ members at a press conference, the documents will be accepted from March 1 to March 15, 2024. 

Documents are to be submitted online on the official website of the HQCJ: ksk.vkksu.gov.ua.

The Commission also reminded of the features of the competition, namely, that the following persons cannot be judges of the HACC:

  • persons who, for 10 years before that, worked in the prosecutor’s office, the National Police, the SSU, the NABU, law enforcement agencies, the NACP, the ARMA, etc.;
  • persons who, in the past 5 years, were members of political parties or had contractual relations with them; 
  • those included in the Register of Corrupt Officials, or those who were part of the governing or supervisory bodies of legal entities, and information in them was entered in this register;
  • persons who were members of the HQCJ or the High Council of Justice before April 11, 2014;
  • persons who were members of the Interdepartmental Commission on Public Procurement before the creation of Prozorro;
  • persons convicted for intentional criminal offenses or those who, by sentence, cannot hold certain positions, regardless of the termination of their conviction.

According to Oleh Koliush, member of the HQCJ, the Commission hopes to form a 6-member Public Council of International Experts this month, which will assist in assessing the integrity of candidates. According to Koliush, the actual selection and appointment of new judges of the HACC and the HACC Appeals Chamber should take place by the end of 2024
