In September, the DOZORRO team prevented the inefficient use of UAH 87 million. This was achieved through requests that DOZORRO had sent to procuring entities and law enforcement agencies in previous months. These results were reached through three mechanisms:

  • Contract amount reductions – UAH 51 million
  • Opening of criminal proceedings – UAH 16.9 million
  • Contract or procurement cancellations – UAH 19.5 million. 

DOZORRO most often initiates monitoring before a contract is signed, giving procuring entities the chance to adjust prices in advance and avoid overpayment. We previously explained how DOZORRO calculates the results of its work in a separate article.

What violations we found

In September, the DOZORRO team analyzed 40 procurement transactions with a total estimated value of UAH 3.5 billion. Violations were identified in 29 of them. 

The most common problems were:

  • Overstated estimated value or risk of overpayment — 24 procurement transactions worth UAH 164 million (UAH 14 million less than in August);
  • Errors in tender documentation or during publication — 3 procurement transactions;
  • Discriminatory requirements limiting competition — 3 procurement transactions.

The results of the requests for these cases will become visible over time.

Price adjustments bring savings

This month, we focus on several cases where contract prices were revised following DOZORRO’s interventions. 

UAH 33.4 million saved on road repairs in Dnipro

The Department of Improvements and Infrastructure of the Dnipro City Council announced a tender worth over UAH 311 million for current repairs of nearly 200 streets and roads — from central avenues to smaller courtyards. The list included Dmytro Yavornytskyi, Lesia Ukrainka, and Slobozhanskyi Avenues, as well as Heroiv UPA, Ihor Sikorskyi, and Starokozatska Streets, among many others. 

The sole participant and winner was Avtomahistral 2016 LLC, which offered a price only UAH 360,000 below the estimated value. Founded in November 2016 by Oleh Lohvynenko, the company is an experienced procurement participant with total contracts worth UAH 3.8 billion.

According to media reports, the company is linked to the entourage of former Dnipropetrovsk Regional State Administration head Valentyn Reznichenko and the Dubynskyi brothers, who were wanted by the FBI on suspicion of real estate fraud in the United States. 

Our analysis of cost estimates revealed a likely UAH 33.4 million overpayment on asphalt mixtures. Avtomahistral 2016 planned to supply them at UAH 6,960 per ton (VAT included), while at the time of analysis, the All-Ukrainian Road Association and Stolychnyi Asphalt Plant sold similar mixtures at UAH 5,1605,161 per ton. We contacted the procuring entity in April. The department promptly replied, claiming that we had not considered all regional factors and that the commercial offers we provided were not representative. Nevertheless, nearly six months later, the procuring entity reduced the contract price by UAH 33.4 million. 

UAH 1.1 million saved on water supply construction in Sukhyi Lyman

In January, the Tairove Settlement Council (Odesa region) signed a UAH 15.2 million contract for the construction of a water pipeline along Shevchenko and Nadiia Streets in the village of Sukhyi Lyman. The sole participant and winner was Hrado-Stroi Construction Company LLC, registered in 2008 and owned by Odesa resident Yurii Samoilenko. Since 2018, the company has signed contracts totaling over UAH 239 million.

Our analysis of the bill of materials showed potential overpayments — for example, fire hydrants priced at UAH 50,781 each, roughly double the market rate. For comparison: Pozhbud Group offered similar hydrants for UAH 17,568, and Technological System for UAH 19,426.55. This alone could have led to an overpayment of UAH 624,000. An additional UAH 1.1 million in inflated prices was identified on polyethylene pipes of various types. 

DOZORRO contacted the procuring entity in March and received a formal response justifying the pricing. This was not the first time we pointed out potential overpayments in Tairove’s tenders. In March, during the reconstruction of the settlement’s sewage collector, DOZORRO analysts found over UAH 6 million in likely overpricing.

In September, the procuring entity and Hrado-Stroi reached an agreement to reduce the contract amount by UAH 1.1 million.

UAH 1.1 million saved on repairs at Pavlohrad City Hospital No. 1

In July 2025, Pavlohrad City Hospital No. 1 signed a UAH 62.3 million contract with BK-Novostroi LLC for the major repair of its obstetrics and gynecology department. 

Since 2021, this company has received over UAH 458 million in contracts from local budgets across Dnipropetrovsk region. It has also been repeatedly mentioned by investigative journalists and law enforcement agencies. In 2023, Slidstvo.Info reported that the state may have lost about UAH 4 million in a tender where BK-Novostroi supplied materials for IDP dormitory reconstruction.

DOZORRO, in turn, identified potential overpayments in the cost estimates for the major repair of the obstetrics and gynecology department of Pavlohrad City Hospital No. 1. The overpricing concerned drywall, filler, composite mesh, and acrylic paint — with the total amount of overstatements reaching UAH 1.2 million. In August, we contacted the hospital, shared our calculations, and requested price corrections. Pavlohrad City Hospital agreed with some of our observations, and in September, the contract amount was reduced by UAH 1.1 million.

The State Audit Service also reviewed the procurement and found that the hospital had failed to indicate the country of origin of materials in the final resource statement — a mandatory legal requirement. The procuring entity committed to correcting the documentation and even published a disciplinary order on Prozorro, reprimanding the responsible official.

UAH 3.1 Million saved on construction of rehabilitation center cottages in Yavoriv

The Western Rehabilitation and Sports Center of the National Sports Committee for the Disabled of Ukraine signed two contracts in August with Mytar PE, worth UAH 114.4 million and UAH 113.9 million, respectively. The company was to build Cottages No. 3 and No. 4 for the center’s rehabilitation and sports groups in Yavoriv, Lviv region. In both tenders, Mytar was the sole participant.

DOZORRO estimated UAH 4.5 million in potential overpricing on building materials. The largest markup concerned Kreisel acrylic putty, priced nearly twice the market rate. On this item alone, the center could have overpaid UAH 1.8 million. 

We appealed to the procuring entity with calculations and recommendations, and it promptly responded by reducing the contract totals by UAH 3.1 million in September. 

Mytar PE was founded in 2003 and has been led since July 2025 by Oleksandr Doboni. Since 2016, the company has won contracts worth UAH 253 million via Prozorro. 

The State Audit Service also scrutinized the procurement transactions for the center’s cottages, requesting documentation confirming the contractor’s qualifications and the justification for the estimated value. The procuring entity provided the required information and reported that its authorized officer had completed additional training in public procurement to prevent future violations.
