Ahead of the Ukraine Recovery Conference—URC2024, Transparency International Ukraine experts present short reports with information on the key Ukrainian reforms with recommendations.
We are convinced that today, the main efforts of the authorities should cover four focus areas: strengthening the anti-corruption ecosystem, effective reconstruction of Ukraine, reforming the Accounting Chamber, and updating the State Audit Service of Ukraine.
The reports tell more about the progress in implementing these reforms and what else needs to be done.

Progress in the fight against corruption and judicial reform in Ukraine
Despite the prolonged invasion by Russia, Ukraine continues to develop and improve the anti-corruption ecosystem created after the Revolution of Dignity and work for the further implementation of judicial reform.
In this report, together with experts from the Basel Institute on Governance, we summarized Ukraine’s recent progress in strengthening its anti-corruption ecosystem. It provides an update of the previous report. Our report highlights the key developments contributing to consistent progress—although not without challenges—towards combating corruption.

Safeguarding Ukraine’s restoration: anti-corruption progress and the path ahead
Russia’s continued bombardment of civilian infrastructure means that the total estimated cost of rebuilding Ukraine as of April this year has already reached USD 486 billion.
Despite severe funding constraints, recovery has begun to gain momentum and has become a defining civilian focus for the government of Ukraine and the donor community. Energy, water supply, housing and transport infrastructure were the main problems of Ukraine’s infrastructure-related agencies. Continuous recovery of this infrastructure has been and will be crucial for the economic and social life of Ukraine even in wartime.

Increasing the Accounting Chamber’s capacity
With the increase in budget expenditures for recovery, which are provided by both international and domestic sources, the role of financial control over them is growing. The Accounting Chamber has the key powers in this area. Its task is to audit the receipt and use of national budget funds.
To operate as effectively as possible, the Accounting Chamber must be independent, both politically and operationally. However, the legal basis for the functioning of this institution currently does not provide for the corresponding guarantees, which leads to the risks of potential influence on its activities. Effective operation of the State Audit Service of Ukraine
The State Audit Service is a body authorized by the government to exercise state financial control. It conducts revisions and financial audits, in particular, of local budgets and tens of thousands of municipal institutions and enterprises that are not covered by the activities of the Accounting Chamber. It is also the main control body in public procurement.
The State Audit Service reform has been talked about since at least 2019, but so far, this has only led to isolated changes, and not a comprehensive and systemic improvement of the body. The lack of resources within the country and the provision of international assistance only reinforce the need for reform. Transparency International Ukraine highlights the blocks of necessary changes: to improve the monitoring of procurement and the operation of the body as a whole.
