Despite Ukraine being in its third year of war, Ukroboronprom, the largest state military-industrial corporation – which includes more than 130 enterprises – has not developed a Supervisory Board yet. Under the law, the Supervisory Board is responsible for ensuring the security of State interests. Unfortunately, there is nobody to protect the interests of the state today. The Supervisory Board should be composed of five members, three of whom are appointed by the President and two by the Cabinet of Ministers. Unfortunately, the President only appointed two people, while the Cabinet of Ministers did not make any appointments. Why is it happening? Vitalii Deineha, a well-known volunteer and adviser to the Independent Defense Anti-Corruption Committee (NAKO), asked the Prime Minister, Volodymyr Hroisman, to comment it. But he failed to provide a clear answer. We strongly recommend Mr. Hroisman appoint members to the “Ukroboronprom” Supervisory Board from the Cabinet, because the as-yet-unformed governing body is so important, since the lack of structural leadership leads to collective irresponsibility. Among the duties of the Supervisory Board is the control and approval of corporate strategy and financial planning. In addition, the Supervisory Board has the right to solicit and bring lawsuits against Ukroboronprom officials.
