Starting September 1, the Transparency International Ukraine team begins work on a new large-scale project: “Supporting Ukraine’s EU accession through strengthened efficient public funds use and greater alignment of Ukrainian cities with EU governance standards”. The project is implemented with the support of the MATRA Programme of the Embassy of the Kingdom of the Netherlands in Ukraine.

This two-year project is designed to help Ukraine move more confidently toward EU membership. We will focus on strengthening public oversight of public procurement, improving its efficiency, and bringing city councils closer to European principles of good governance.

Our work will span several directions:

  • we will improve legislation, monitor public procurements and reconstruction projects, and conduct trainings for key stakeholders and journalism students
  • we will strengthen the institutional capacity of financial control bodies, in particular the State Audit Service of Ukraine
  • we will develop a market price comparison tool within the Prozorro system to help prevent overpayments at the procurement stage
  • we will launch a new format for assessing city councils – the European City Index
  • we will analyze 10 regional centers and Kyiv for their readiness for European integration through the lens of transparency, accountability, and civic participation

“European integration is about policy at the national level and its implementation at the local level. The value of this project lies in the fact that it combines two distinct but interconnected areas: strengthening control and integrity in public procurement, and assessing the quality of local governance. Procurement determines how resources are spent, while governance standards determine how decisions are made. We greatly value the support of the Embassy of the Kingdom of the Netherlands in developing these and similar tools at this defining moment for Ukraine,” – emphasizes Executive Director Andrii Borovyk.

There is much work ahead – and we invite you to follow the results, join the discussions, and together bring Ukraine closer to the standards of the European Union. Learn more about project achievements on the Transparent Cities and Dozorro platforms.
