Changing procurement. Making Ukraine stronger.

DOZORRO is a program of Transparency International Ukraine focused on transparency and efficiency in public procurement. For ten years, we have helped protect public funds, improve the rules, and strengthen oversight of how they are followed.

In the past three years alone, our monitoring experts have saved UAH 4 billion in budget funds.

100,000 people have used our public analytics tool, BI Prozorro, at least once. They include members of the public, contracting authorities, businesses, government bodies, and researchers.

Since 2018, we have held 230 training sessions on BI Prozorro and public procurement more broadly.

We advocated for more than 40 significant amendments to the new Law on Public Procurement, which is set to take effect next spring. We also contributed to developing procurement reforms in 2018 and 2015.

Following recommendations from our research, bid submission periods were extended, the coal category in Prozorro Market was closed, a separate procurement system for IT products was not created, and the negotiated procedure was reinstated.

Our research on corruption issues in public procurement also informed the relevant section of the 2026–2030 Anti-Corruption Strategy.

You can also celebrate DOZORRO’s birthday—and the organization’s 12th anniversary—by supporting a fundraiser for the Armed Forces of Ukraine units where our colleagues’ relatives serve.

I found English versions for the four linked research articles above and replaced those links. I couldn’t find English versions of the 10-year achievements page or the corruption research, so I left those links in Ukrainian.
