The DOZORRO TI Ukraine team has presented the Procuring Entity Index, a tool that enables procuring entities to evaluate their effectiveness and compare their results with peers in the industry. It was created within the framework of the Supporting Digital Transformation project, funded by USAID and UK Dev.
The Procuring Entity Index, based on data from Prozorro, calculates indicators in five groups related to procurement openness and effectiveness, competition, contract execution stages, and the presence of violations. If a procuring entity’s result is close to the average in Prozorro, it receives 50 points. If the result is better, the score is higher; similarly, if the result is worse, the score is lower.
This allows a procuring entity to immediately see where it lags behind the average indicator in Prozorro and where it shows better results. This enables them to identify weak points and improve procurement procedures accordingly. The DOZORRO project also prepared recommendations on how to analyze the results and improve them.
Procuring entities can compare themselves with both the general values in the system and with specific entities.
“We need to rethink our definition of effective procurement and the performance indicators we prioritize. Initially, we focused on savings, but now we need to evolve by monitoring how procurements impact competition, market development, and whether we achieve our expectations. We should also assess if procurements are completed on time and align with market prices,” noted Nadiia Bihun, Deputy Minister of Economy.
The importance of developing procurement efficiency was also emphasized by Tetiana Lisovska, head of the public procurement ecosystem department for the Supporting Digital Transformation project. She stated, “The quality of procurement impacts how effectively the state performs its social functions, such as providing food in schools and medicine in medical facilities, as well as how efficiently taxpayers’ and international partners’ funds are spent overall. Despite being a digital project, our team is committed to supporting the entire development of the procurement ecosystem, including the professionalization of procuring entities.”
The DOZORRO team invites all interested parties to test the Procuring Entity Index and provide their feedback.
“We want the tool to be genuinely helpful for both large and small procuring entities and to assist them in developing internal controls.
