The Ukrainian cities begin to use the tools of transparency in their performance, including a transparent procedure in the state property sales linked to ProZorro.Sale.  This function is already introduced by Mariupol and Kremenchuk is another city linking to this system.  Transparency International Ukraine, which implements the project “Building Transparent Cities in Ukraine” welcomes this process and calls on all Ukrainian cities to adopt this system.

The project “Building Transparent Cities in Ukraine” is aimed to reduce the level of corruption in local self-government bodies and to adapt to best transperancy practices. The project is very important in the context of decentralization in Ukraine, which involves the transfer of authority and budget revenues to the local level.  One of the key aspects of the reform is financial decentralization, which has already led to an annual increase in resource supply for local budgets. Thus, decentralization led to independence of the local budgets from the state, but corruption risks remain one of the main threats to the effective local self-government.

An important indicator of transparency is the procedure of the state property sales.  Today, most efficient and most effective sales tool is the system of property ProZorro.Sale, and its main principles are transperancy of the entire auction process, detailed reporting, analysis and public scrutiny of government sales using analytics bi.prozorro.sale.  The system of public e-commerce was launched on October 31, 2016, and during the six months of sales through this system the state budget was replenished for 800 million UAH.

Mariupol was the first Ukrainian city integrated to ProZorro.Sale.  Mariupol Mayor Vadym Boichenko signed the Declaration on the integration of Mariupol to the ProZorro.Sales. Because of this fact, non-core assets owned by the state and communal enterprises will be sold on a competitive and transparent basis for all market participants.

“No law on public sales leads to a situation when local authorities are the only one who accepts a decision on it. So, the decision of the Mayor of Mariupol to force all communal enterprises in this region to sell only through ProZorro. Sales is an excellent example of such a political will.  Local leadership is the main priority of the project development,” said Ievgen Bilyk, Project Coordinator of Transparency International ProZorro.Sale Ukraine. On May 30, two successful auctions for non-core assets of the municipal enterprise “Mariupol Tramway Trolleybus Administration” took place.

It is important to mention that the City of Kremenchuk is also interested to join the system.

The project coordinator “Building Transparency in Ukrainian CitiesKateryna Tsybenko explained: “Transparency International Ukraine and the team Prozorro.Sales urges city councils to follow the example of these two cities and use this system to promote transparency and fight against corruption at the local level. Once connected a district to Prozorro.Sale, it will receive higher ranking in our Index.”
