Regional Representatives to Monitor Procurement and Reconstruction Projects Implementation

We are looking for 4 regional representatives to monitor procurement and implementation of reconstruction projects. If you share our values and want to bring more integrity, transparency, and accountability into the reconstruction process — this position is for you!

Transparency International Ukraine has developed a concept for the reconstruction of Ukraine. It embodies the vision of how to solve the greatest risks in the process of restoring the country. We analyzed the experience of other countries in the matter of post-war reconstruction, the main shortcomings and their causes and proposed the architecture of the reconstruction process, which should minimize risks when implementing reconstruction projects.

Regional representatives for monitoring procurement and implementation of reconstruction projects will ensure the most effective tracking of the dynamics of procurement and reconstruction projects implementation in the region of their residence.

What you will engage in:

  • tracking and monitoring of procurement and projects implemented for recovery/reconstruction needs in the identified regions;
  • analysis and systematization of information on procurement and reconstruction projects in the identified regions, implementation of public oversight functions;
  • analysis of the results of reconstruction projects implementation. Identification of the key issues, shortcomings, obstacles, and deficiencies of these projects;
  • selective civic monitoring at the sites of reconstruction projects (confirming the compliance of project information with the real state of implementation);
  • monitoring procurement and payments of procuring entities in the identified region and tracking procurement and expenditures relating to reconstruction needs;
  • writing letters, appeals regarding the identified signs of violations and abuses;
  • other measures related to monitoring and public oversight, including on issues of reconstruction, compensation, and public procurement;
  • interaction with regional journalists on issues of public oversight.

Skills you will need for this job:

  • knowledge of legislation in the field of anti-corruption, public procurement, and related areas;
  • a basic understanding of the fundamentals of anti-corruption reform;
  • higher education in economics/law/engineering and technical professions or related fields;
  • ability to explain complex things in simple words;
  • well-developed analytical, communication, and presentation skills;
  • proficiency in MS products (Excel, PowerPoint, etc.). Knowledge of additional analytical and graphical tools will be an advantage;
  • knowledge of bi.prozorro, bipro.prozorro analytics modules will be an advantage;
  • experience as part of a civil society organization working in the field of anti-corruption and public monitoring of procurement will be an advantage.
